Roxboro, NC 27574 Re: Parcel A24-O51/ I:ot 20, Roy Carver Subdivision/ Person County, NC Dear Mr. Winslow: On December 18, 2002, I met you at the property referenced above to conduct a site evaluation. The property was evaluated to determine site suitability for the installation of on-site wastewater systems (sepric systems). The site was evaluated in accordance with the North Carolina Zaws and Rules for SewaQe Treatment, And Disposal Svstems' (15A NCAC 18A .1900). Backhoe pits allowed soil profiles to be observec� and documented. Based on this evaluation the lot would be classified as Unsuitable for the installation of a conventional, innovative (excluding drip), or alternative septic system for the following reasons: (Rule .1940) Topography and Landscape Position Irregular topography and gullies. (Rule .1943) Soil Depth Less than 18" of soil over Unsuitable saprolite. (Rule .1945) Available Space Rules governing the design and location of septic systems were established in order to protect public health and insure that septic systems will function properly. A site must be classified as Unsuitable when it does not meet the established minimum site/soil requirements. You may request an infortnal review of our decision from the Regional Soil Scientist, Division of Environmental Health, North Carolina Department of Environment and Natural Resources. The proposal must be accompanied by data which shows that the system will properly treat the wastewater, will not contaminate groundwater or surface water, and will not discharge wastewater on the ground surface. In addition, you have the right to formally appeal this decision to the Office of Administrative Hearings. A ormal appeal must be made within 30 days from the date of this letter. The proper paperwork must be submitted to the Office of Administrative Hearings. A copy must also be sent to the North Carolina Department of Environment and Natural Resources. Please contact our office to obtain the necessary paperwork and mailing addresses. Once the required information has been submitted, a hearing will be scheduled and held in Person County. As we discussed, a shallow placed drip system appears to be a possibility for this lot. Drip systems must be designed by a Professional Engineer or by an individual certified by the manufacturer. There are several companies that market drip systems. Depending on the site conditions and the product selected, pre-treatment of the wastewater may be required. If you decide to explore this option, the engineer or consultant should submit a proposal to our department for review. I apologize for the delay in sending out this letter.
