Members Present: Henry Newell, Robert (Bob) Wilkerson
Members Absent: Dusty Wall, Steve Watkins, Gordon Powell
Ex-Officio Members Present: Ray Foushee, Bill Tougas, Katherine Cathey
Guest: Charlie Palmer
Approval of Minutes for January 11, 2024 meeting with no changes.
Business:
1. Dedicated Corporate Hangar Plaque
-Charlie Palmer & Henry Newell spoke at the presentation.
2. Terminal Project Study
-Work authorizations approved by Department of Aviation.
-Ready for signatures, then turn over to Wilson Group.
-Study will look at new terminal building or expansion & improvement of existing
facility.
3. Assess Road Rehabilitation Project
-Work Authorization approved by DOA and County.
-Talbert & Bright will begin working on design of the road and parking lot.
-Need new sign “Authorized Personnel Only” at road entrance.
4. Runway Extension Project
-Environmental Assessment is almost complete, should have document
completed by next month, then assessment goes to DOA for their review. Takes
approximately 6 months, will probably require a public hearing.

5. Runway/Taxiway Connector/Apron Rehabilitation Project
-Bids March 19th accepted.
- It is on April’s DOT agenda is find additional funds.
- DOT Board approved $4 million to make total grant $10.6 million awarded.
-Once funds available, set start date for construction.
-Talk to new tenants on preferences for closure.
-Earliest possible start date June 15, 2024
-35 days of closure with $5,000 a day liquidated, damages afterwards.
6. STI Funding Request
We have requested 3 box hangars and a taxilane to be funded on the P7.0 list at
approximately 5 million. Projects are awarded based on a point system. Those
parties that vote to award points are as follows:
-Department of Aviation by Director of Aviation- Becca Gallas (50 points)
-Division 5 Engineers Brandon Jones (25 points)
-RPO (Rural Planning Organization) (25 points)
Chris Bowley (Planning Director for PC) is a member of the RPO and will highlight
our interest with that group.
However, we need to contact our NCDOT Board member responsible for Division
5 (Valerie Jordan) and ask her to promote this pro ject for our airport to Becca
Gallas, Director of Aviation.
Also need to contact Brandon Jones Division 5 Engineer with the same message,
promoting our project with as much priority as possible.

7. Rules & Regulations Update
-Out to Review
-Have airport attorney review once completed
8. Pavement & Inspection Survey
-No need to come out until payment project is complete .
