Morgan St (Physical/Delivery) Roxboro, NC 27573 Phone: (336) 597-1771 Fax: (336) 330-2311 Transportation Advisory Board (TAB) Minutes June 7 2023, 4 p.m., PATS Conference Room Members Present: Maynell Harper, Annette Lawson, Diane Cox, Kimberly Nichols, Tim Chandler, Rosa Cruz, Walter Montgomery, Cindy Chandler Members Absent: Froncello Bumpass, Charlie Palmer, Thomas Schwalenberg Vacancies: Medical services, Chamber of Commerce Staff Present: PATS director Mitch Fleig Welcome, Call to Order: Meeting was called to order at 4:02 PM by TAB Chair Maynell Harper. I. Approval of December 7, 2022 Regular Meeting Minutes, The Chair ask if there were any questions or changes that needed to be made to the minutes. Hearing none, Walter Montgomery made a motion to approve the minutes as published, and Kimberly Nichols seconded. All members voted to approve the motion. The chair recognized Annette Lawson as the newly assigned member representing the person county citizen at large, and introductions were made. II. Updates Mitch Fleig provided the following updates to the board a. Staffing The Administrative Staff is fully staffed. Full-time transit specialist positions are filled + 2 new full-time drivers. Alvin Richardson was hired on 5/22/23 as a part-time driver and we have one more part time driver that is in the process of a background check now. b. Uptown Shuttle The Red Route only is currently operating for the Uptown Shuttle and will be the only route we run at this time. c. Advertising We did have interest from the health department but could not accept ad due to the fact it went against our policy for acceptable advertising on buses. d. Bus camera system The Equipment that was damaged due to lightning has been replaced, it was moved from EMS to the IT building. We are still in process of getting everything working with an emphasis on the video recording first then live-stream. SEON is coming on June 26. e. Budget The budget for PATS for the FY24 year was submitted in February. A request was made for the addition of two full time driver positions with final approval happening on June 19. A grant application has been submitted to NCDOT for a new grant that will help with the cost of fuel and tires. This grant is 100% state funding and requires no local match from Person County. An old unpaid capital grant claim was discovered from FY2021. This resulted in an additional $14,140 for the county. f. Vehicles State contracts for the FY23 replacement buses has been awarded. We ordered the first bus (’22 LTV) on May 23rd. We are looking at October-November for the delivery. The second vehicle, a raised roof van, should be ordered in June. NCDOT has provided the promised extra to funds to cover the price increase in vehicles. g. Vacant TAB seats The citizen seat has now been filled by Annette Lawson, we are still missing a medical representative and an Economic Development/Chamber of Commerce representative. Kim Morgan, from Person Industries, has resigned her position. PI has nominated a replacement for her that must be confirmed by the BOC. III. Old Business a. FY23 Vehicle Replacement The ordering of FY23 replacement vehicles has started. Purchase order for one 22’ LTV has been issued. Raised roof van to be ordered in June. b. Procurement Policy Change The changes in the procurement policy for purchasing vehicles was passed by the Board of Commissioners. IV. New Business a. Resolution of Support for applying for the FY 2024 Rural State Operating Funds (RSO). A motion was made by Tim Chandler and seconded by Diane Cox to support applying for the FY 2024 RSO funds. This is a new one-time grant. It is set up to help recover the cost of fuel and tires for the fleet. It is 100% funded by the state and there is no local match required from Person County. We are applying for $148,170. NCDOT has told us not to expect 100% of the amount requested. b. Resolution of Support to apply for the FY2025 5311 Administrative Grant for $208,260 of which the local match would be $31,239, which is 15%. A motion was made by Diane Cox and seconded by Cindy Chandler to support applying for the FY2025 5311 Administrative grant. This is the main source of income to pay for administrative cost. This total amount is about 5% more than last year. V. Comments a. TAB Chair Maynell thanked everyone for attending the meeting. b. TAB Members. Tim Chandler expressed concerns over busses speeding on Main St and by South Elementary School. c. Director No comments VI. Adjournment The next TAB meeting is scheduled for September 6, 2023, at 4 p.m. With no further business to discuss, a motion to adjourn was made by Walter Montgomery and seconded by Diane Cox. The meeting ended at 4:38 pm.
