Morgan St (Physical/Delivery) Roxboro, NC 27573 Phone: (336) 597-1771 Fax: (336) 330-2311 Transportation Advisory Board (TAB) Minutes December 6, 2023, 4 p.m., PATS Conference Room Members Present: Maynell Harper, Walter Montgomery, Charlie Palmer, Cindy Chandler, Froncello Bumpass, Annette Lawson, Thom Schwalenberg, Tim Chandler Members Absent: Rosalba Cruz, Diane Cox, Lisa Jeffreys, Kimberly Nichols Vacancies: Medical services, Economic Development/Chamber of Commerce Staff Present: PATS director, Mitch Fleig Assistant County Manager, Brian Hart Welcome, Call to Order: Meeting was called to order at 4:03 PM by the TAB Chair, Maynell Harper. I. Approval of September 6, 2023 Regular Meeting Minutes The Chair asked if there were any questions or changes that needed to be made to the minutes. Hearing none, Charlie Palmer made a motion to approve the minutes as published, and Froncello Bumpass seconded. All members voted to approve the motion. II. Updates Mitch Fleig provided the following updates to the board a. Staffing The Administrative Staff is fully staffed. There was one resignation among our Full-Time Transit Specialists; spot was filled by Sammy Allen (who was a part-time driver). For our Part-Time Transit Specialists; Our long-time shuttle driver Alfreda Perry retired and Tim Taylor resigned due to medical issues. We have one new driver, Travis Hayes, scheduled to start on December 18th, 2023 and we have two more drivers who are in the background check process. We may have one more part-time driver retiring at the end of the year. We conducted annual driver safety training on October 23rd & 24th. Tracey Fox did a great job organizing the training. We had several guest speakers including; Thom Schwalenberg & Bobby Miller from EMS, and Marianna Long from the HR department. b. Uptown Shuttle Signs with route schedules printed on them are still being installed on the back side of existing PATS signs. c. Advertising Possibly one prospect. If anyone knows of any interest please let us know. d. Bus camera system We have made great progress on our camera systems since the last meeting. We have live streaming working in all of our 14 buses. We have video recording working in 13 of 14 buses. Parts are in and awaiting installation for the 14 th bus. We do have some cameras that need to be replaced. e. Budget Update on the FY25 Grants. The public hearing was held on September 18 th at the regular monthly meeting of the board of commissioners. No one from the public had any comments. The Commissioners approved the application for the grants. The grant application was submitted before the October 6th deadline. f. Vehicles FY23 vehicles have been ordered. Delivery of the buses is not expected until March at the earliest. We are currently working on ordering the buses for FY24. We will be ordering two raised roof vans and one LTV bus. g. Vacant TAB seats The economic development/chamber of commerce seat is once again open. Samantha Bagbey resigned from her position with the Roxboro Chamber of Commerce. The medical representative seat is still open. III. Old Business a. Public hearing and Capital Grant application update b. ROAP disbursement from State The ROAP disbursement from the state has come back. The approved amounts for Person Industries and Senior Center are in the process of being distributed. IV. New Business a. Resolution to set the meeting dates for 2024. A motion was made by Thom Schwalenberg and seconded by Annette Lawson to approve the 2024 board meeting dates. The 2024 meeting dates will be 3/3/2024, 6/5/2024, 9/4/2024, and 12/4/2024. b. Drug and Alcohol Policy Update PATS has a drug and alcohol policy in place that is more regulated than the Person County D & A policy. The FTA has made some minor changes to the required D & A policy. Some of the changes include the use of saliva for alcohol instead of the standard Breath Analysis Test. Other changes are minor terminology changes. The NCDOT has a contractor, RLS and Associates that provide use with an approved template to use. The Board of Commissioners has to approve the policy. This is scheduled for the January 16th meeting. c. Possibility of AED Units on PATS vehicles Thom Schwalenberg contacted me to see if we would be interested in obtaining AED units that were being retired from the county owned departments and buildings. V. Comments a. TAB Chair Maynell thanked everyone for attending the meeting , and reminded everyone of the two open board positions. b. TAB Members. Froncello requested copies of the Shuttle brochure. Charlie ask about advertising on the buses and the charge for the service. c. Director – Spoke to the number of days that the system has run at full capacity. Ridership is up and working to absorb the extra rides by informing clients of off-peak times. VI. Adjournment The next TAB meeting is scheduled for March 6, 2024 at 4 p.m. With no further business to discuss, a motion to adjourn was made by Froncello Bumpass and seconded by Charlie Palmer. The meeting ended at 5:02 pm.
