Welcome, Call to Order: Meeting was called to order at 4:02 PM by the TAB Chair, Maynell Harper.
New members, Lisa Jeffreys from Person Industries & Samantha Bagbey from Roxboro Chamber of
Commerce, were introduced.
I. Approval of June 7, 2023 Regular Meeting Minutes
The Chair asked if there were any questions or changes that needed to be made to the minutes. Hearing
none, Thom Schwalenberg made a motion to approve the minutes as published, and Charlie Palmer
seconded. All members voted to approve the motion.
II. Updates Mitch Fleig provided the following updates to the board
a. Staffing
The Administrative Staff is fully staffed. All 9 Full Time Transit Specialist positions have been filled (2
additional positions were added on July 1st). Matt Crane and Magdaline Thorpe were promoted from
part-time to full-time positions. Tim Taylor was hired on July 3, 2023 to fill the last spot of part-time
driver. The job posting was closed for part-time drivers.
b. Uptown Shuttle
Currently only operating the Red Route. All reference materials and references to the Blue Route have
been removed. New schedules have been printed with only the Red Route. Signs with route schedules
printed on them are being ordered and installed on the b ack side of existing PATS signs.
c. Advertising
No new prospects. If anyone knows of any interest please let us know.
d. Bus camera system
We have made great progress on our camera systems since the last meeting. We have live streaming
working in 13 out of 14 buses. Necessary parts are ordered to get the other one up and running. We
have video recording working in 12 out of 14 buses. Parts are ordered. We have some camera that need
replacing. We are seeking grant money in FY25 for updating 11 of the buses.
e. Budget
The budget was approved by Person County Board of Commissioners. Two full-time driver positions and
three new vehicles were approved in the budget. We have started working on FY25 grants. They are due
by October 6th. Public Hearing is scheduled for September 18th at the regular monthly meeting of the
board of commissioners.
f. Vehicles
FY23 vehicles have been ordered. They are not expected to be delivered until November at the earliest.
Currently working on ordering the FY24 vehicles. That will be for two raised roof vans and one LTV bus.
We hope to have orders for all placed by end of September.
g. Vacant TAB seats
The economic development/chamber of commerce seat now filled by Samantha Bagbey. Lisa Jeffreys
from Person Industries is now taking the spot that was held by Kim Morgan. The medical representative
seat is still open.
III. Old Business
a. FY23 Vehicle Replacement
Raised roof van was ordered in June.
b. FY2024 Rural State Operating Funds Grant. (RSO) Update
IV. New Business
a. Support for applying for the FY25 Capital grant application.
A motion was made by Charlie Palmer and seconded by Froncello Bumpass to support applying for the
FY25 capital grant. $378,000 is needed for new vehicles and approximately $25,000 for camera updates.
The county will only pay for 10% of the cost.
b. Support for ROAP allocations to Senior Center and Person Industries
A motion was made by Cindy Chandler and seconded by Froncello Bumpass to support allocating some
ROAP funding to the Senior Center and Person Industries. Person Industries will receive 33%
($25,680.93) and Senior Center will receive 17% ($13,229.57).

The next TAB meeting is scheduled for December 6, 2023 at 4 p.m. With no further business to discuss,
a motion to adjourn was made by Froncello Bumpass. The meeting ended at 5:02 pm.
