05-20-2024 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD CLASSROOM May 20, 2024 A regular meeting of the Person County Board of Health was held in the Classroom of the Person County Health Department. The following members constituting a quorum were present: Gordon Powell, Dr. Jeffrey Noblett, Dr. Barbara Harris, Dr. Ben Tillett, Dr. Christopher Atkins, Ted Michie, and Phillip Edelblute were present. Dr. Kimberly Yarborough, Patsy Clayton, Randy Eakes, and Dr. Stephen Garrett were absent. Also present were Tabatha Philpott, Nursing Supervisor, Jennifer Melton, Administrative Officer, and Janet Clayton, Health Director. A. Call to Order Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 6:00 p.m. B. Public Comment Period No members of the public were present for comment. C. Consent Agenda A motion to approve the consent agenda was made by Phillip Edelblute, seconded by Ted Michie, and the motion carried. D. Financial Reports: April 2024 A motion to approve the financial reports was made by Dr. Ben Tillett, seconded by Dr. Christopher Atkins, and the motion carried. E. Nominating Committee Report Ted Michie presented the slate of officers for FY 24-25. Dr. Jeffrey Noblett has been nominated to serve as the Board Chair with Dr. Christopher Atkins as Vice-Chair. There were no nominations from the floor. Per the Operating Procedures, a vote will be held at the next meeting on June 24, 2024. F. BOH Meeting Schedule Janet Clayton reviewed the proposed Board of Health meeting schedule for FY 24-25 which was included in the packets for review. She stated the meetings are scheduled for the fourth Monday of each month with the exceptions of July and May. There is no meeting in December. The meetings will begin at 6:00 pm. A motion to accept the Board of Health meeting schedule was made by Dr. Christopher Atkins, seconded by Phillip Edelblute, and the motion carried. G. Staff Liaison Updates • Personal Health o Interviews have been completed for the CMARC, CMHRP, and PHN II positions. Awaiting background screenings. o Mandatory Women’s Health Services and Immunization state audits have been completed and passed. o Immunization coordinator attended the Vaccine for Children’s conference and brought back a wealth of information. o PHN II is cross training for lab services. • Environmental Health o Half of the pools have been inspected and permitted. Remaining pools have been scheduled for this week to have all open in time for the holiday weekend. H. Health Director’s Report ❖ Budget- o IT Budget – submitted on 1/5/24 o Personnel Budget – submitted on 1/10/24 o Operating Budget – submitted on 2/8/24 o Budget Narrative- submitted 3/4/24 o Meeting was held with county management and county finance on 3/12/24. o BOH Budget Subcommittee met on 3/21/24. o County Manager Cathey presented recommended budget to the CC on 5/20/24. ❖ Various Updates- o The Opioid Settlement Advisory Committee held a lived experience panel discussion on April 22, 2024. o The annual opioid settlement community meeting will be June 10 at 5:00 pm at the library. o PCHD continues to work with Angel Oak Consulting with a new brand launch set for 7/1/2024. o The QIA Team met for its quarterly meeting on 4/24. o Tabatha and I have been working with Caswell County HD to secure contract coverage for our care management programs until our staff are hired and trained. o On May 13th, I participated in the Person Memorial Foundation board meeting. o I attended the monthly NCALHD meetings on 5/15 and 5/16 as well as the quarterly Alliance board meeting. o We are continuing to work with Tego for HIPAA policy updates. Tego will provide an in-person training for all staff on June 5th during our staff meeting. o LeighAnn, Bonnie, and I continue to work with Kim Strickland, County PIO, to update and streamline the county website. o Annual strategic plan and policy review has started. o UNC School of Government – Jill Moore’s blog ❖ Personnel- o Public Health Nurse II position has been posted, and interviews have concluded. o Cassandra Davis, Social Worker II, resigned effective 5/10. o Social Worker II positions have been posted, and interviews have been conducted. Positions have been offered and accepted pending background check clearance. ❖ Next meeting is Monday, June 24, 2024 at 6:00 pm. I. Board Member Remarks Dr. Ben Tillett discussed the Board of Health assessment. Interpretive guidelines may be created to help guide Boards of Health on how to complete the assessment. Dr. Tillett reminded the Board of the following items: the NALBOH 2024 Spring Governance Symposium is 5/30/24, the 2024 NALBOH Annual Conference is in August, and the Annual Nursing Conference offered by the Association of North Carolina Boards of Health (ANCBH) is 5/31/24. Ms. Janet Clayton stated that ANCBH also has a Board of Health training available via Zoom on 5/28/24. She asked that board members submit a certificate to her if one is made available upon completing the training. Ms. Janet Clayton stated that board members should have received an email from NALBOH to update their demographic information. Ms. Clayton asked the Board if it would be helpful to review and discuss the North Carolina Public Health accreditation standards in regards to Board of Health activities and provide the evidence that was submitted for the last department accreditation at an upcoming meeting. The Board agreed that this would be helpful. J. Adjournment Having no further business to discuss, a motion to adjourn was made by Gordon Powell, seconded by Dr. Barbara Harris, and the motion carried.
