09-27-2021 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD TRAINING ROOM September 27, 2021 A regular meeting of the Person County Board of Health was held in the Training Room of the Person County Health Department. The following members constituting a quorum were present: Dr. Jeffrey Noblett, Phillip Edelblute, Dr. Stephen Saunders, Ted Michie, Patsy Clayton, Dr. Barbara Harris, and Gordon Powell. Dr. Kimberly Yarborough, Dr. Christopher Atkins, Dr. Ben Tillett and Mike Lagaly were absent. Also present were Harold Kelly, Environmental Health Supervisor, Tabatha Philpott, Nursing Supervisor, Jennifer Melton, Administrative Assistant, Specialist/Health Educator, and Janet Clayton, Health Director. A. Call to Order Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 7:00 p.m. Dr. Noblett expressed his appreciation for the support of Gordon Powell during the Board of County Commissioners’ meeting on September 7. B. Public Comment Period No members of the public were present for comment. C. Consent Agenda A motion to approve the consent agenda was made by Dr. Stephen Saunders, seconded by Phillip Edelblute, and the motion carried. D. Financial Report: August 2021 A motion to approve the financial reports was made by Dr. Stephen Saunders, seconded by Ted Michie, and the motion carried. E. Budget Amendment Health Promotion (Advancing Equity) funds of $39,000.00 were received and will be spent to fund most of the Public Health Educator I position, which was budgeted with all county funding. This position has been posted with a closing date of September 28. Communicable Disease Program (COVID-19) grant funds of $115,000.00 were received and will be used to fund two temporary School Health Liaison positions. A motion to approve the budget amendment was made by Dr. Stephen Saunders, seconded by Ted Michie, and the motion carried. F. Educational Session- On-site Wastewater Program The educational session for October highlighted the On-site Wastewater Program (OSWW) of the Person County Health Department’s Environmental Health Division. Representing the OSWW program were the following staff members: Adam Sarver- OSWW Program Specialist, Jacob Bradsher-Environmental Health Specialist, and Adam Currin-Environmental Health Specialist. The presentation included descriptions of the soil types found in Person County, the site evaluation criteria and process, the application process, the permit components from start to finish, and physical examples of septic system components. There was discussion following the presentation. G. COVID-19 Update Janet Clayton presented the Person County COVID-19 update to the Board. This presentation outlined the current statistics of positive cases, COVID vaccination data, and COVID testing information. H. Person County Board of Health Hearing Procedures Review Janet Clayton reviewed the Board of Health Hearing Procedures that document the appeal process for Board of Health rules, which were adopted by the Board of Health in 2011. Janet Clayton informed the Board that she had requested the current county attorney, Ellis Hankins to review the procedures. The procedures were reviewed by the County Attorney who stated via email on August 20 that the procedures appear to be sound. The Board did not see any changes that need to be made. A motion to affirm the Board of Health Hearing Procedures was made by Dr. Stephen Saunders, seconded by Phillip Edelblute, and the motion carried. I. General Communicable Disease Update Janet Clayton provided a communicable disease update for the period 1/1/2018- 8/31/2021. For the period 1/1/2021-8/31/2021, Person County had 181 Chlamydia cases, 86 Gonorrhea cases, and 10 Syphilis cases. Dr. Stephen Saunders asked if we have age demographics on the cases. Janet will retrieve this data and have it for the next meeting. J. Staff Liaison Updates  Environmental Health o Bonnie has been in training regarding changes to the FDA food code o Adam Sarver and Jake Bradsher have been working on EnerGov implementation. o Adam Currin, EHS started on 8/30.  Personal Health o Continuing to partner with the Carolina Community Tracing Collaborative Team who is helping with COVID investigation and contact tracing. o Expecting Pfizer approval soon for ages 5-11. o Reviewing information regarding booster vaccines. o Busy working on school immunizations. The deadline has been extended for parents to have their children vaccinated. K. Health Director’s Report  Various Updates- o COVID- see update o Dr. Noblett and Dr. Tillett spoke during the Board of Commissioners’ public hearing on 9/7/2021 regarding consolidation. Thank you to all of the board members who were present and for your support! o I participated in the 8/26/2021 Partnership for Children Board meeting. o Dawn Coleman and I attended the Medicaid Cost Settlement training on 8/26/2021. o Staff are continuing to participate in the QI Design Initiative with NCIPH. o I continue to participate in the NCALHD/NCPHA Kate B. Reynolds grant strategic planning process. o The FEMA room and an area in WIC are being remediated for mold. o On 8/30, representatives from PCHD, DSS, and Emergency Management met to discuss sheltering plans and improvements. o EH staff and I worked with the county manager to provide information regarding the EH OSWW program and staffing. o Our team has begun planning flu vaccination clinics. o I participated in the NCALHD monthly meetings (9/15 & 9/16) and the Region V monthly meeting (9/20). o Various meetings continue to be held via Zoom and other means to incorporate social distancing guidelines. We are continuing to require masks of everyone in public areas.  Personnel- o The following positions are vacant:  PHNII vacant- Position has been posted; interviews conducted; position has been offered, and background check is being processed.  Community Health Technician I- Part-time  Adam Currin joined our staff as an Environmental Health Specialist on 8/30/2021.  Health Educator I- Position has been posted. L. Adjournment Having no further business to discuss, a motion to adjourn was made by Dr. Stephen Saunders, seconded by Phillip Edelblute, and the motion carried.
