PERSON COUNTY BOARD OF HEALTH MEETING
PCHD TRAINING ROOM
October 25, 2021
A regular meeting of the Person County Board of Health was held in the Training Room of the
Person County Health Department. The following members constituting a quorum were present:
Dr. Jeffrey Noblett, Phillip Edelblute, Ted Michie, Dr. Christopher Atkins, Patsy Clayton, Dr.
Barbara Harris, Dr. Ben Tillett, and Dr. Kimberly Yarborough were present. Dr. Stephen
Saunders, and Gordon Powell were absent. Also present were Harold Kelly, Environmental
Health Supervisor, Tabatha Philpott, Nursing Supervisor, Jennifer Melton, Administrative
Assistant, LeighAnn Creson, Quality Assurance Specialist/Health Educator, and Janet Clayton,
Health Director.
A. Call to Order
Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 7:03
p.m.
B. Public Comment Period
No members of the public were present for comment.
C. Consent Agenda
An updated meeting agenda was distributed to board members. Also being added to the
agenda is re-establishing a Nominating Committee due to the recent resignation of Mike
Lagaly. A motion to approve the amended consent agenda was made by Dr. Kimberly
Yarborough, seconded by Patsy Clayton, and the motion carried.
D. Financial Reports
(D)1. September 2021
A motion to approve the September 2021 financial report was
made by Dr. Christopher Atkins, seconded by Phillip Edelblute,
and the motion carried.
(D)2. Fiscal Year 2020-2021 Report by Program
Janet Clayton reviewed the 2020-2021 report by program. She
noted that local appropriations are shown in the general column,
and COVID-19 is separated from all other Communicable
Disease. Net income totaled $999,277.66. A motion to approve
the Fiscal Year 2020-2021 Report by Program was made by Dr.
Barbara Harris, seconded by Ted Michie, and the motion carried.
E. Fee Schedule Amendment
CMS has released additional CPT codes for the administration of booster doses of Pfizer
and Moderna COVID-19 vaccine and pediatric doses of Pfizer COVID-19 vaccine. CPT
codes for the administration of booster doses of Pfizer and Moderna and pediatric dose 1
and 2 of Pfizer will be added to the current fee schedule. The fee will be $50.00 which is
consistent with the current administration fee. A motion to accept the fee schedule
amendment was made by Dr. Kimberly Yarborough, seconded by Phillip Edelblute, and
the motion carried. Janet Clayton will request the approval of the new fess by the Board
of County Commissioners.
F. Nominating Committee
A Nominating Committee was re-established due to the resignation of Mike Lagaly,
Engineer and Vice-Chair of the Board of Health. Dr. Kimberly Yarborough, Patsy
Clayton, and Dr. Ben Tillett volunteered to serve on the committee. Janet mentioned that
the resignation letter has been sent to Brenda Reaves, Clerk to the Board of
Commissioners; the position will be advertised beginning November 11.
G. Educational Session-Quality Improvement/Assurance and Health Education
LeighAnn Creson, Quality Assurance Specialist/Health Educator shared a presentation
highlighting her duties at Person County Health Department. These include:
Coordination of Quality Improvement/Assurance for Personal
Health services
Coordination of Community Health Assessments and State of the
County Health Reports
Coordination of the Healthy Communities Agreement Addendum
Coordination of the Healthy Personians Partnership
Coordination of the Agency Accreditation
Support health education efforts as well as department operations
and programs
Service on internal and external committees and boards
Coordination of the Advancing Equity Agreement Addendum
Coordination of the Diabetes Prevention Program
LeighAnn explained further about the Diabetes Prevention Program and answered
questions from the Board regarding participation in the program.
H. Medicaid Transformation
Janet Clayton explained that beginning on July 1, 2021, Medicaid transitioned to five
separate pre-paid health plans (PHP’s) in addition to Medicaid Direct. There have been
multiple billing issues with the PHP’s across North Carolina. The North Carolina
Association of Local Health Directors asked counties to submit issues. These issues
have been presented to the Division of Health Benefits and the PHP’s for review.
Jennifer Melton stated that several plans are reimbursing the full cost of a service when
$0.00 is indicated as the charge on the claim (insurance companies cannot be billed for
state labs or vaccine provided by the State). The PHP’s are also paying full price for
IUD’s even though the amount on the claim is much lower at our acquisition cost. It is
anticipated that the PHP’s will ask for recoupment of these overpayments at some point.
I. Communicable Disease Report Follow-up
Janet provided the Board a corrected copy of the STD report that was presented at the
September 2021 meeting. The total number of records for 1/1/2020-8/31/2020 has been
corrected to indicate 200. She also presented and reviewed a chart showing
demographics for each STD classification.
J. COVID-19 Update
Janet Clayton presented the Person County COVID-19 update to the Board. This
presentation outlined the current statistics of positive cases, CDC COVID County view of
level of community transmission in NC, information on an additional testing site in
Person County, explanation of quarantine and isolation, and provided COVID
vaccination data. Tabatha Philpott mentioned that the CDC and ACIP will be meeting
next week to give more guidance on pediatric dosages; pediatric doses have been pre-
ordered. School personnel will be queried for interest in receiving a COVID-19 booster
vaccine, and clinics will be scheduled if needed. Discussion followed regarding booster
vaccines.
K. Staff Liaison Updates
Personal Health
o CMARC and CMHRP Social Workers Madison Daly and Elizabeth Haebig
installed 30 convertible car seats and 6 booster seats for individuals.
o Flu clinics being planned for long term care facilities.
Environmental Health
o Staff still working to fine tune EnerGov.
o Adam Currin as well as private soil scientists presenting reports for site
evaluations are helping to reduce site evaluation wait times.
L. Health Director’s Report
Various Updates-
o COVID- see update
o Jennifer, LeighAnn, and I completed two records retention and management
trainings through the NC Department of Natural and Cultural Resources,
Division of Archives and Records.
o The quarterly Child Fatality Prevention Team meeting was held on 10/6.
o An afternoon of staff development/training was held on 10/6. Staff engaged
in the training of True Colors. This was designed to foster of communication
awareness and teamwork.
o Staff are continuing to participate in the QI Design Initiative with NCIPH.
o I continue to participate in the NCALHD/NCPHA Kate B. Reynolds grant
strategic planning process.
o The FEMA room and an area in WIC have been remediated for mold. The
areas are still closed pending reconstruction.
o Staff participated in the Fire Prevention Day and held a car seat give away.
o LeighAnn participated in the Cancer Awareness event at Huck Sansbury on
10/16.
o On October 18, PCHD kicked off our flu vaccination campaign with a large
event at Person High School. Staff provided vaccinations to both Person
County and City of Roxboro employees in the morning. Vaccinations were
offered to personnel of all schools during the afternoon. Total vaccinations
given were 229.
o Tabatha Philpott and I presented information regarding HD programs,
communicable diseases, immunizations, and COVID-19 to members of
Warrens Grove United Methodist Church on October 19.
o Tabatha, Joshua Holland, and I prepared and submitted a new required
report to the State which included the updated COVID Response Plan and
other staff and response information.
o I participated in the NCALHD monthly meetings (10/20 and 10/21).
o Various meetings continue to be held via Zoom and other means to
incorporate social distancing guidelines. We are continuing to require masks
of everyone in public areas.
o I was asked to assist with the Emergency Services Director interviews on
10/25.
Personnel-
o The following positions are vacant:
PHNII vacant- Candidate is scheduled to start November 22 due to
notice to employer and HR onboarding process.
Community Health Technician I- Part-time
Health Educator I- Interviews are scheduled for later this week.
WIC Breastfeeding Peer Counselor- Part-time position- assessing the
appropriate structure for this position.
o The new Human Resources Director is Miranda Harrison. She joined the
county on 10/4.
