11-22-2021 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD TRAINING ROOM November 22, 2021 A regular meeting of the Person County Board of Health was held in the Training Room of the Person County Health Department. The following members constituting a quorum were present: Dr. Jeffrey Noblett, Phillip Edelblute, Ted Michie, Dr. Christopher Atkins, Patsy Clayton, Dr. Barbara Harris, Gordon Powell and Dr. Stephen Saunders were present. Dr. Ben Tillett, and Dr. Kimberly Yarborough were absent. Also present were Harold Kelly, Environmental Health Supervisor, Bonnie Holt, Environmental Health Program Specialist, Tabatha Philpott, Nursing Supervisor, Jennifer Melton, Administrative Assistant, and Janet Clayton, Health Director. A. Call to Order Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 7:00 p.m. B. Public Comment Period No members of the public were present for comment. C. Consent Agenda A motion to approve the consent agenda was made by Dr. Stephen Saunders, seconded by Phillip Edelblute, and the motion carried. D. Financial Reports: October 2021 A motion to approve the financial reports was made by Dr. Stephen Saunders, seconded by Dr. Barbara Harris, and the motion carried. E. Nominating Committee Report The Nominating Committee nominated Dr. Christopher Atkins for the position of Vice- Chair of the Board of Health. Board of Health members voted unanimously in favor of accepting Dr. Atkins for the position of Vice-Chair. F. Educational Session-Food and Lodging Programs Bonnie Holt, Environmental Health Program Specialist shared a presentation highlighting her duties at Person County Health Department. These include:  Permits and conducts inspections of food service establishments  Inspection and permitting of public swimming pools  Inspection and permitting of tattoo parlors  Investigate possible causes of lead poisoning of children Bonnie explained further about the facilities she inspects, as well as the inspection frequency and safe food handling. She also discussed recent changes in the FDA food code and answered questions from the Board regarding permits for food trucks, festival permits, and Emergency Operation Plans. G. COVID Update Janet Clayton presented the Person County COVID-19 update to the Board. This presentation outlined the current statistics of positive cases, CDC COVID County view of level of community transmission in NC, COVID-19 vaccine providers, and provided COVID vaccination data. Discussion followed regarding Booster vaccine clinics and the Pfizer pediatric dosages. H. Staff Liaison Updates  Personal Health o PHN II-Jeri Lynn Kendrick joined PCHD on 11/22. o Madison Daly, CMARC care manager, will be joining the Head Start Health Services Advisory Committee. o Kim Nichols, Care Management Supervisor, will be joining the PATS Advisory Board.  Environmental Health o 5-6 weeks out on site evaluation applications but wait times are improving. I. Health Director’s Report  Various Updates- o COVID- see update o Staff are continuing to participate in the QI Design Initiative with NCIPH. o As past president, I participated in the NCALHD annual strategic planning session on 11/4 and 11/5 in Winston Salem. o The Person County Mental Health Community Advisory Committee resumed meetings on 11/8. Freedom House has hired a new coordinator for crisis response and follow-up. o Our region will receive ARPA funding for workforce development planning and trainings. We began the discussions with the State on 11/12 and have had follow-up discussions. Guilford will serve as the fiscal agent for Region V Health Directors. o The County is working towards a new website. Management Team members have assessed the health department’s current website, etc. and have provided feedback to IT. o I continue to participate in the NCALHD/NCPHA Kate B. Reynolds grant strategic planning process. o The FEMA room and an area in WIC have been remediated for mold. Parts of the areas have been temporarily covered to allow for use while a contract is being secured to complete the repairs. o I participated in the NCALHD monthly meetings (11/17 and 11/18). o On 11/17, I also participated in the draft review of the Kerr-Tar COG Pandemic Response Addendum as I am a representative of Person County on the COG’s Project Oversight Committee. o Various meetings continue to be held via Zoom and other means to incorporate social distancing guidelines. We are continuing to require masks of everyone in public areas.  Personnel- o The following positions are vacant:  PHNII - Jeri Lynn Kendrick joined PCHD on 11/22.  Community Health Technician I- Part-time  Health Educator I- Position was reposted, and interviews have been scheduled.  WIC Breastfeeding Peer Counselor- Part-time position- assessing the appropriate structure for this position.  Next meeting is Monday, January 24th.
