08-26-2024 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD CLASSROOM August 26, 2024 A regular meeting of the Person County Board of Health was held in the Classroom of the Person County Health Department. The following members constituting a quorum were present: Dr. Barbara Harris, Dr. Jeffrey Noblett, Ted Michie, Dr. Christopher Atkins, Dr. Ben Tillett (via GoTo meeting), Gordon Powell, Dr. Kenneth Strachan, Randy Eakes, and Dr. Stephen Garrett. Patsy Clayton and Phillip Edelblute were absent. Also present was LeighAnn Creson, Quality Assurance Specialist, Richard Johnson, Health Educator, Tabatha Philpott, Nursing Supervisor, Janet Clayton, Health Director, Jennifer Melton, Administrative Officer, and Bonnie Holt, Environmental Health Supervisor. A. Call to Order Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 6:00 p.m. B. Welcome of Dr. Kenneth Strachan The Board of Health welcomed the newest member, Dr. Kenneth Strachan. Dr. Strachan gave a review of his background and expressed appreciation for the opportunity to serve on the Board of Health. C. Public Comment Period No members of the public were present for comment. D. Consent Agenda A motion to approve the consent agenda was made by Dr. Christopher Atkins, seconded by Dr. Stephen Garrett, and the motion carried. E. Financial Report: July 2024 Janet Clayton explained the increased percentage amounts in the % used column of the financial report. The amounts include expenditures in which a purchase order is necessary but items have not yet been purchased. A motion to approve the financial report was made by Ted Michie, seconded by Randy Eakes, and the motion carried. F. Patient Satisfaction Surveys LeighAnn Creson, Quality Assurance Specialist/Health Educator reviewed the results of the patient satisfaction surveys for the Family Planning, Maternal Health, and STI programs. Surveys were conducted in June, July, and August. The overall results were positive and the majority of surveys indicated that clients learn of Health Department services through a family/friend or doctor’s office. Discussion was held regarding the number of survey responses being collected. There were no recommended changes in operations or services. G. General Communicable Disease Update Janet Clayton provided a communicable disease update for the period of January 2024-present. Due to sexually transmitted diseases (STDs) accounting for the majority of the communicable disease case counts, midyear updates are provided to the Board of Health. The total number of STDs has been steadily declining since 2021. The data presented included demographics and specific case counts for chlamydia, gonorrhea, and syphilis. Janet Clayton explained that cases are contacted to inquire about treatment and sexual partners. H. Staff Liaison Updates • Personal Health o Sydney Fadel, CMARC CM, is attending the Child Passenger Safety Certification Course this week. o Sydney Fadel has completed training with Caswell County and is now managing the caseload for the CMARC program for Person County. o Adrian Richardson will complete training with Caswell County and resume the caseload for the CMHRP program by 8/31. • Environmental Health o Kenneth Elliott and Alan Gatrell took RS exam last week. o David and Bonnie have been working with the school superintendent regarding the mold situation in a couple of Person County schools. I. Health Director’s Report ❖ PCHD and DSS will close at 3:00 pm on Tuesday, August 27th, due to a waterline valve installation. Notices have been placed on social media and our front doors. ❖ Various Updates- o The Board of Commissioners approved the fee schedule amendments on August 5th. o Person County is now a part of the Enterprise Fleet Management program. All staff are attending training/informational sessions. o As a representative for the North Carolina Alliance for Public Health Agencies (NCAPHA), I am participating in collaborative strategic planning between NCAPHA, NCALHD, and NCPHA; the first meeting was held on 7/16. I also attended the monthly NCLAHD meetings on 7/17-7/18. o I attended the National Association of City and County Health Officials (NACCHO) annual conference July 22-26. o Bonnie and David attend the annual Environmental Health Symposium July 25-26. o County Chief Finance Officer, Amy Wehrenberg, retired July 31st. Tracy Clayton is serving as the interim. o Dr. Ben Tillett and I attended the annual NALBOH conference August 12-14. o I participated in the Person Memorial Foundation meetings on July 15th and August 13th, and the Region V Health Directors’ monthly meeting on August 6th. o The Opioid Settlement Advisory Committee met on August 7th and will meet again on 9/4 and then will begin meeting quarterly. I have completed 1 of 3 annual reports. Reports are due 9/30. We have also applied for an initiative through NCACC to participate in the Trauma Informed Community program. o The North Carolina Alliance for Public Health Agencies (NCAPHA) Board meeting was held on August 13th. o Several PCHD staff participated in a focus group regarding DSS in our community on August 21st. o Our HIPAA Team had its first meeting on 8/21. o PCHD hosted an annual Animal Control coordination meeting on August 22nd with Person County Animal Services and the Person County Sheriff’s Office. The rabies requirement and response processes were discussed. o Annual strategic plan and policy review continues. o The annual School Nurse Funding Initiative agreement is in process. ❖ Personnel- o Nutritionist II position has been reposted. To assist with the workload, PCHD has entered into a contract with a staffing agency that specializes in nutritionists. o The Processing Assistant V has been offered and accepted. The individual plans to start on September 9th. ❖ Next meeting is Monday, September 23, 2024 at 6:00 pm. J. Board Member Remarks Dr. Ben Tillett thanked Janet Clayton for attending the NALBOH annual meeting August 13-15 in Nashville. The annual meeting will be in Savannah, Georgia next year. Dr. Tillett asked that board members let him know of any suggestions for programs. ANCBH Board of Health Governance Network is having a virtual event series on September 23 from 7:00 p.m. to 8:00 p.m.; Karl Johnson, PhD Assistant Professor UNC Gillings School of Public Health and Associate Member of ANCBH will be presenting. K. Adjournment Having no further business to discuss, a motion to adjourn was made by Randy Eakes, seconded by Dr. Christopher Atkins, and the motion carried.
