Opioid Settlement Advisory Committee

Attendees: Joyce Harper, Carlton Paylor, Jenna Regan, Kyle Smith, and Janet Clayton
The meeting convened at 10:00 AM.
Updates-
• Two Initiatives
o Early Intervention- Jenna Regan of Person County Schools
Ashleigh Fryczynski has been working attending trainings and planning for the
year. She is currently setting up groups with at risk students. We have 1 at-risk
student who has already been recommended to long term suspension due to
substance on campus. PCS is working on an initiative to reduced long-term
suspension time for students who have substance(s) on school grounds. The
program is projected to be a 6–8-week course that must be completed at PCLA
during this time. Upon successful completion of the course, the student can
return to their base school.
o Post-Overdose Response Team- No updates.
• Reports
o The Annual Status Survey for NC Opioid Settlements has been submitted.
o Two other annual reports will be completed this month.
Trauma-Informed Counties of Practice
• Jenna Regan, Chief Hess, and Janet Clayton applied for the NCACC Trauma-Informed
Counties of Practice program. County Manager Katherine Cathey, City Manager Brooks
Lockhart, and Person County Schools Superintendent Dr. Rodney Peterson submitted
letter of support for the application. The workgroup received notification that the
application had been approved. Orientation will be 9/16.
Other Items
• Kyle Smith of Insight shared information regarding the upcoming training, “Question,
Persuade, and Refer (QPR)” that will be offered for the faith community on October 29th
by Vaya and is being coordinated by the SUDS group. Freedom House also offers this
training.
• September is National Recovery Month.
• Joyce Harper of Freedom House, announced the halfway house for individuals with a
primary diagnosis of substance abuse will be opening in November in Roxboro. The
facility will have 9 bedrooms and have staff 24/7. Residents will be there for 6 months
and will be required to participate in treatments, counseling, and other activities. Once
individuals complete the 6 months of residency, they will then transition to either an
Oxford House or possibly a relative’s home.
• Joyce also shared the Freedom House is celebrating its 50th Anniversary on September
26th from 2:00-4:00 pm. All are welcome.
