11-06-2024 Meeting Minutes OSACMinutes Opioid Settlement Advisory Committee Meeting Location: PCHD Classroom Wednesday, November 6, 2024, 10:00 AM Attendees: Joyce Harper, Carlton Paylor, Cathy Waugh, Christine Cauwels, Elliot Clark, Thomas Schwalenberg, and Janet Clayton The meeting convened at 10:00 AM. Updates- • Two Initiatives o Early Intervention-Cathy Waugh of Person County Schools Ashleigh Fryczynski, SUES program coordinator, has developed a one-page resource guide for families and will continue to expand this resource. She is also collaborating with health and PE teachers at the middles regarding curriculum coordination. PCS is working to offer “Too Good for Drugs” to middle school students. The SROs will be providing “Too Good for Drugs “ to all 5th graders in the district. The district will coordinate an advisory committee for the SUES program. Students are currently using the prevention curriculums, Second Step and Wayfinder. Red Ribbon Week was held on 10/21-10/25. Mrs. Fryczynski and Ms. Waugh have been developing a 10-week course aimed at students who have violated the substance abuse policy. As of 11.05.24, there have been 44 students referred to the SUES programs. Ms. Waugh provided a breakdown of substances found. Key Pathways is co located in the schools. o Post-Overdose Response Team- Thomas Schwalenberg, Person County Emergency Services. Mr. Schwalenberg shared with the committee the quarterly updates. One of the paramedic positions is currently vacant. He is working with HR to post and hire for the position. He and staff have reviewed and developed policies and procedures for the program to prepare for the launch of the program, which is projected to be early 2025. Staff have also reviewed software programs for functionality and compliance with 42 CFR. Equipment and other supplies have been purchased. Through other grant funds, nasal naloxone kits were secured and have been distributed to first responder agencies, school nurses, and other frontline agencies. A framework has been developed for a PORT Advisory Committee. Currently, EMS is working closely with the co-responder model with law enforcement as the PORT is developed. • Reports o Quarterly reports from both initiatives were distributed to committee members. Trauma-Informed Counties of Practice • Jenna Regan and Janet Clayton participated in the TICP training on 10/21/24. There is an individual county training/meeting on November 18th at 12:00 pm. Other Items • Joyce Harper of Freedom House, shared updates regarding the halfway house for individuals with a primary diagnosis of substance abuse. The opening is planned for early 2025. The facility will have 9 bedrooms and have staff 24/7. Residents will be there for 6 months and will be required to participate in treatments, counseling, and other activities. Once individuals complete the 6 months of residency, they will then transition to either an Oxford House or possibly a relative’s home. • Due to the potential for a funding request, and the next meeting dated being January 1, 2025, a new meeting date was decided to be December 9th at 10:00 am.
