AGENDA ABSTRACT
Meeting Date: May 15, 2023
Agenda Title: Presentation of Automatic External Defibrillators to Volunteer Fire
Departments – Emergency Services
Summary of Information: Person County received a donation of eight Automatic External
Defibrillators (AED’s) from Defibtech. This donation was made possible through the County’s
participation with the RACECARS Clinical Trial (RAndomized Cluster Evaluation of Cardiac
ARrest Systems) through Duke Clinical Research Institute.
The RACECARS Trial is a five-year study that implements specific clinical interventions in selected
North Carolina communities to improve survival for people who experience a cardiac arrest, one of
the main causes of death in North Carolina and the United States. In addition to addressing a major
public health issue, the trial is one of the most innovative randomized trials to be done in the United
States. The RACECARS Trial is the first U.S. fully “registry-based” trial, an approach that has been
used to great advantage in conducting efficient clinical trials in Europe. The trial studies to
implement guideline-based treatments in acute cardiovascular care. These programs, which began
with the North Carolina Reperfusion of Acute MI in Carolina Emergency Departments (RACE),
have led to major improvements in systematic regional approaches to emergency cardiovascular care
around the world.
Our County data clearly shows that cardiac arrest survival is directly related to how soon a victim
receives cardiopulmonary resuscitation and early application of an AED. Clinical data shows that a
person in cardiac arrest that is treated with CPR and an AED applied within 2 minutes of suffering
an arrest has a 59% chance of survival compared to those treated at ten minutes with only a 13%
chance of survival.1 After ten minutes the survival rate quickly drops to zero percent survivability.
The goal of this initiative is to place AED’s in the hands of first responders that can get to the scene
of a cardiac arrest quickly without having to stop at a local volunteer fire station and pick up an
AED off of a piece of apparatus which can significantly delay response time. All seven of our
volunteer fire departments have agreed to participate in this program. The eighth AED is being
placed on the Fire Marshal’s vehicle which is regularly out in the community and available to
respond to incidents. We will measure the use of the AED’s over the next four years and measure the
programs impact.
Recommended Action: No action is required.

The Board of Commissioners for the County of Person, North Carolina, met in
regular session on Monday, April 17, 2023 at 9:00am in the Commissioners’ Boardroom
215 in the Person County Office Building located at 304 S. Morgan Street, Roxboro, NC.
Chairman Powell called the meeting to order. Vice Chairman Sims offered an
invocation and Commissioner Puryear led the group in the Pledge of Allegiance.
DISCUSSION/ADJUSTMENT/APPROVAL OF AGENDA:
Chairman Powell stated the need to add an additional Closed Session to the agenda
for the purpose of attorney-client privilege.
A motion was made by Commissioner Puryear and carried 5-0 to add an additional
Closed Session to the Agenda as requested, and to approve the agenda, as adjusted.
RECOGNITION:
HERB STOUT AWARD PRESENTATION:
County Manager Katherine Cathey introduced Tim Johnson, NC Geographic
Information Officer with the Center for Geographic Information and Analysis, NC
Department of Information Technology (NCDIT), to present the G. Herbert Stout Award
to Person County GIS Director Sallie Vaughn for the Road Sign Work Order Solution.
Last month, Ms. Vaughn was honored at the 2023 North Carolina Geographic
Information Systems Conference with the G. Herbert Stout Award in Winston-Salem, NC.
The award recognizes a city, town or county for a GIS application that benefits the
organization by improving efficiency, reducing costs, and increasing productivity.

CLASSIFICATION AND PAY STUDY UPDATE:
Human Resources Director Sonya Carver introduced Steve Foster, Consultant with
Management Advisory Group International, Inc. Ms. Carver said Mr. Foster would present
to the Board its report findings, key areas of concern, generalized market survey results, and
financial and organizational impacts resulting from the classification and pay study. Ms.
Carver noted Human Resources staff would continue analyzing the consultants’
recommended salary schedule and the impact on each position and employee. Once this
analysis was complete, information would be shared with department heads for additional
feedback.

County Manager Katherine Cathey added that MAG’s recommendation to the Board
for the financial and organizational impact had a total cost to implement the study at
$1,938,968, noting other financial impacts include FICA, retirement, 401(k) contributions,
etc., that would bring the total to over $2.5M to implement with an effective date of July 1,
2023 should the Board desire to proceed. She requested direction from the Board as far as
the Board’s preference to include in the Manager’s Recommended Budget coming before
the Board in four weeks; it was the consensus of the Board that it should be included in the
County Manager’s Recommended Budget noting it was overdue and needed to retain quality
employees. Ms. Cathey said staff were confident in the study results however the challenge
would be with funding the Compensation and Classification Study.
County Attorney Ellis Hankins stated the study results strive to make Person County
more attractive, improving its processes and policies to treat employees and potential
employees fairly in a legal, defensible process.
PHONE SYSTEM TRANSITION:
IT Director Chris Puryear informed the Board that Person County IT has extensively
reviewed multiple phone systems to replace the County’s existing solution, which is
reaching its end of life and has recently begun to show signs of failure. Originally, a Capital
Improvement Project (CIP) was proposed for FY2026 to transition to a new phone system
at a cost of $350,000.
Mr. Puryear stated due to increasing issues with the existing system and multiple
vendors proposing solutions with a significant discount to upfront hardware costs, he
proposed moving forward with a new solution immediately. Recurring maintenance costs
for the current phone system have also been considered as part of this process, and he
believed it to be more prudent to put those dollars towards a new phone system instead of
into a solution that is reaching its end of life.
Mr. Puryear noted while the upfront capital investment for the selected solution is
considerably less expensive than previously anticipated, the month-to-month costs are more
expensive. Mr. Puryear further noted that funding was available to cover the transition costs
in FY2023. Overall, the total cost of ownership will still be less than staying with an on
premise solution over a 10-year period. To cover the increased monthly costs, an additional
annual allocation of $20,000 will need to be made beginning July 1, 2023. With approval
of this proposal, Mr. Puryear said the proposed County Phone System Replacement project
would be removed from the recommended projects list in the FY 2024-2028 CIP. Mr.
Puryear requested the Board to authorize the County Manager to sign a contract with the
selected vendor and commit to allocating the additional operating funds ($20,000 annually)
in the FY2024 Budget.

County Manager Katherine Cathey affirmed the contract with the selected vendor
would be reviewed for its legal form by the County Attorney prior to signature. By approval
of this request, Ms. Cathey said the $350,000 requested CIP project would be removed.
A motion was made by Commissioner Puryear and carried 5-0 to authorize the
County Manager to sign a contract with the selected vendor and commit to allocating the
additional operating funds ($20,000 annually) in the FY2024 Budget.
FY 2024-2028 RECOMMENDED CAPITAL IMPROVEMENT PLAN:
County Manager Katherine Cathey and Finance Director Amy Wehrenberg
presented the FY 2024-2028 Recommended Capital Improvement Plan (CIP) to the Board
on April 3, 2023, and was before the Board for discussion, adjustments, and adoption.
Ms. Cathey confirmed with the Board approval of the phone system transition, the
$350,000 CIP project scheduled in FY2026 would be removed.
Ms. Cathey said the adoption of this CIP would allocate funding for the priority
projects for the county, Person County Schools, and Piedmont Community College for
FY2024. The document also sets the priorities of projects for future fiscal years, although
funding was only appropriated on an annual basis, and the plan is reviewed annually. The
total amount proposed for funding in FY2024 is $17,550,345 with $3,200,000 of this
amount to be appropriated from the County’s General Fund.
A motion was made by Commissioner Puryear and carried 5-0 to adopt the
FY2024-2028 Recommended Capital Improvement Plan, as presented with the one
adjustment in FY2026 removing the $350,000 request for the phone system transition.

CHAIRMAN’S REPORT:
Chairman Powell reported he participated in the Charters of Freedom
groundbreaking event noting some interest from the public to support the County’s
associated costs. He said he attended the Week of the Young Child events.
MANAGER’S REPORT:
County Manager Katherine Cathey reported the Tax Assessor has let her know of
his confidence that the 2025 reappraisal would be appropriate. Ms. Cathey said a draft RFP
for the 2025 reappraisal would be forthcoming to start the process for Person County.
Commissioner Puryear, a member of the Board of Equalization and Review, stated one of
the members has requested to be replaced.
Ms. Cathey stated implementation of the fee for mattress disposal at the Upper
Piedmont Regional Landfill has been delayed until January 1, 2024. Republic has indicated
mattress disposal is a hardship for their operations. Ms. Cathey said the Person County
Recycling Center was looking for alternatives for mattress disposal.
Ms. Cathey confirmed receipt of the GREAT grant that was awarded to Zitel and
would be before the Board for approval at its next meeting.
COMMISSIONER REPORT/COMMENTS:
Vice Chairman Sims commented on the importance of the Pay Study
implementation to the Sheriff’s Office which was evident by the support by the Sheriff’s
Office staff attending the Board meeting.
Vice Chairman Sims reported there would be a Food Truck Rodeo in the Roxboro
Uptown area on April 23, 2023.
Commissioner Palmer commented on the concerns voiced by the Sheriff’s Office
and advocated for support with the Pay Study in the budget.
Commissioner Puryear stated he attended the Library Board meeting noting the
Board would be hearing a presentation at its next meeting related to becoming a passport
acceptance facility.
Commissioner Thomas said he looked forward to seeing the Pay Study implemented
to retain staff in Person County.

Agenda Title: SUP-03-23 – The Applicant, Jason Seaman of Thomas & Hutton, on behalf of the Property Owner,
BV/Weston Jim Thorpe SPE, LLC, is requesting approval of “Written Decision Approving Special Use Permit
Application” (i.e. Written Order) following Special Use Permit approval to construct an electrical substation
within RC (Rural Conservation) zoned property (i.e. Polywood Facility Substation). The ±31.33-acre Subject
Property is located along the east side of Jim Thorpe Highway on the Polywood campus at Tax Map #69-313 and
Parcel #0928-00-00-9814.000.
Summary of Information:
On May 1, 2023, the Person County Board of Commissioners (Board of Commissioners) voted unanimously (5-
0) to approve Special Use Permit (SUP-03-23) for the Polywood Facility Substation site. In making their decision,
the Board of Commissioners considered and addressed the Findings of Fact listed in Section 155-3(b) of the
Person County Planning Ordinance (Planning Ordinance) in determining that the Special Use Permit application
and Polywood Facility Substation project is in keeping with the Person County & City of Roxboro Joint
Comprehensive Land Use Plan (Comprehensive Plan), as follows:
1. That the use will not materially endanger the public health or safety if located where proposed and
developed according to the plan as submitted and approved;
2. That the use meets all required conditions and specifications;
3. That the use will not substantially injure the value of adjoining or abutting property, or that the use is a
public necessity; and
4. That the location and character of the use if developed according to the plan as submitted and approved
will be in harmony with the area in which it is to be located and in general conformity with the
Comprehensive Plan.
The proposed Polywood Facility Substation was determined to be compatible with the Industrial future land use
designation for the Subject Property, as is permitted in an RC zoning district with Special Use Permit approval.
The Special Use Permit (SUP-03-23) was approved by the Board of Commissioners with the following
conditions:
1. The Applicant obtains all required permits from the County Environmental Health Department, Planning
& Zoning Department, and Inspections Department; and
2. The Applicant obtains required permits from the North Carolina Department of Environmental Quality
and any other agency to achieve construction, operations, and maintenance of the Subject Property.
As a Special Use Permit, the permit required a quasi-judicial public hearing, witnesses were sworn in and subject
to cross-examination, there was no ex-parte communication listed without full disclosure at the public hearing,
and the application was reviewed with the four Findings of Fact criteria listed in Section 155 of the Person County
Planning Ordinance.
Recommended Action:
Therefore, the Planning & Zoning Department staff recommends that the Board of Commissioners vote to approve
the Written Decision Approving Special Use Permit Application and to grant Special Use Permit (SUP-03-23)
for the Polywood Facility Substation project.

WRITTEN DECISION APPROVING SPECIAL USE PERMIT APPLICATION
This matter came before the Person County Board of Commissioners for a quasi-judicial public
hearing (public hearing) on May 1, 2023, regarding the Special Use Permit application (SUP-03-
23) by Jason Seaman of Thomas & Hutton (“Applicant”), on behalf of BV/Weston Jim Thorpe
SPE, LLC, (“Property Owner”), for the “Polywood Facility Substation” (“Project”). Special Use
Permit (SUP-03-23) approval will allow for an electrical substation to be developed on the
Subject Property. The Board of Commissioners, based upon the sworn testimony and evidence
presented and received at the public hearing, made the following findings and conclusions:
FINDINGS OF FACT
1. The Applicant submitted a complete Special Use Permit application that was
accompanied by a Site Plan that was prepared by a North Carolina registered land
surveyor and/or engineer. Based on a review of the documents presented and testimony
from the Person County Planning staff, we found the application to be complete.
2. The Site Plan included proper data and information listed within Section 155, Special Use
Permits, specifically Section 155-2, Submission of Petitions, of the Person County
Planning Ordinance (Planning Ordinance).
3. The ±31.33-acre Subject Property is located along the east side of Jim Thorpe Highway
on the Polywood campus at Tax Map #69-313 and Parcel #0928-00-00-9814.000.
4. The existing land use for the Subject Property is vacant, undeveloped land.
5. The proposed land use for the Subject Property is for an electrical substation (Polywood
Facility Substation) that serves the adjacent Polywood manufacturing buildings.
6. The zoning designation for the Subject Property is RC (Rural Conservation). Appendix
C, Table of Permitted Uses of the Planning Ordinance, allows for Public Utility Station,
Bulk Station, or Substation as a permitted use in the RC zoning district with Special Use
Permit approval from the Person County Board of Commissioners.
7. The Subject Property’s zoning designation of RC is consistent and compatible with the
Industrial future land use designation for the site and the Person County & City of
Roxboro Joint Comprehensive Land Use Plan (Comprehensive Plan).
8. The proposed land use, as an electrical substation facility within an existing industrial
campus, does not diminish public health, safety and general welfare, is appropriately
located within Industrial land use designated lands that are similarly situated, and is
properly buffered and screened from less intensive land uses.
9. A public hearing was properly noticed in accordance with all applicable laws and
regulations governing the noticing requirements for public hearings. At the beginning of
the public hearing and prior to presentation of any evidence on the Special Use Permit
application, the Board of Commissioners and everyone at the hearing was informed that
the hearing would be a quasi-judicial proceeding with sworn testimony from which the
Board of Commissioners would make a decision similar to a court of law. Every person
that presented evidence at the public hearing was properly sworn-in. The requirements
for conducting a quasi-judicial hearing were met and complied with.
10. Section 155-3 of the Planning Ordinance establishes the following Findings of Fact that
the Board of Commissioners must make in granting Special Use Permit approval:

a. That the use will not materially endanger the public health or safety if located
where proposed and developed according to the plan submitted and approved;
b. That the use meets all required conditions and specifications;
c. That the use will not substantially injure the value of adjoining or abutting
property, or that the use is a public necessity; and
d. That the locations and character of the use, if developed according to the plan as
submitted and approved, will be in harmony with the area in which it is to be
located and in general conformity with the Comprehensive Plan.
11. The staff report and all additional documents were submitted into evidence at the public
hearing properly and satisfactorily addressing the above listed Findings of Fact.
12. The Applicant presented sworn testimony in support of granting the Special Use Permit
and spoke in support of the Board of Commissioners granting the Special Use Permit. No
additional persons spoke in opposition to granting the Special Use Permit.
CONCLUSIONS
Having heard and reviewed the evidence presented at the hearing, and having made the above
referenced Findings of Fact, the Board of Commissioners concludes the following:
1. By a 5-0 vote, the use will not materially endanger the public health or safety if located
where proposed and developed according to the plan submitted and approved. The Board
of Commissioners made this finding per Section 155-3(b)(1) in the affirmative;
2. By a 5-0 vote, the use meets all required conditions and specifications. The Board of
Commissioners made this finding per Section 155-3(b)(2) in the affirmative;
3. By a 5-0 vote, the use will not substantially injure the value of adjoining or abutting
property, or that the use is a public necessity. The Board of Commissioners made this
finding per Section 155-3(b)(3) in the affirmative; and
4. By a 5-0 vote, the location and character of the use, if developed according to the plan as
submitted and approved, will be in harmony with the area in which it is to be located and
in general conformity with the Comprehensive Plan. The Board of Commissioners made
this finding per Section 155-3(b)(4) in the affirmative.
Based on the above, Planning & Zoning Department staff recommends that the Board of
Commissioners vote to approve the Written Decision Approving Special Use Permit Application
and to grant Special Use Permit (SUP-03-23) for the Polywood Facility Substation project.

The proposed Garrett Recreational Vehicle Park was determined to be compatible with the Rural future land use
designation for the Subject Property, as is permitted in an RC zoning district with Special Use Permit approval.
The Special Use Permit (SUP-04-23) was approved by the Board of Commissioners with the following
conditions:
1. The Applicant obtains all required permits from the County Environmental Health Department, Planning
& Zoning Department, and Inspections Department; and
2. The Applicant obtains required permits from the North Carolina Department of Environmental Quality
and any other agency to achieve construction, operations, and maintenance of the Subject Property.
As a Special Use Permit, the permit required a quasi-judicial public hearing, witnesses were sworn in and subject
to cross-examination, there was no ex-parte communication listed without full disclosure at the public hearing,
and the application was reviewed with the four Findings of Fact criteria listed in Section 155 of the Person County
Planning Ordinance.
Recommended Action:
Therefore, the Planning & Zoning Department staff recommends that the Board of Commissioners vote to approve
the Written Decision Approving Special Use Permit Application and to grant Special Use Permit (SUP-04-23)
for the Garrett Recreational Vehicle Park project.

situated, and is properly buffered and screened from less intensive land uses.
9. A public hearing was properly noticed in accordance with all applicable laws and
regulations governing the noticing requirements for public hearings. At the beginning of
the hearing and prior to presentation of any evidence on the Special Use Permit
application, the Board of Commissioners and everyone at the hearing was informed that
the public hearing would be a quasi-judicial proceeding with sworn testimony from

Summary of Information:
As a part of North Carolina’s approved application for FY22 State and Local Cybersecurity
Grant Program (SLCGP), the state will receive approximately $5.3 million in federal grant
funding. The FY22 SLCGP requires a 10% non-federal cost share, or match, raising the total
amount of funding to almost $6 million. NCEM will provide the entire 10% non-federal cost
share for the FY22 SLCGP. The FY22 SLCGP requires a minimum 80% pass-through to local
government entities, including a minimum 25% pass-through specifically to communities with a
population of less than 50,000. Eligible applicants may only submit one application with a
single project for up to $100,000 of total FY22 SLCGP funding. Any remaining FY22 SLCGP
funds not passed through to local government entities (including community colleges and tribes)
are available for state agencies.
Person County IT submitted an application totaling $79,200 which addresses the following
required elements:
Manage, monitor, and track information systems, applications, and user accounts.
Monitor, audit, and track network traffic and activity.
Enhance the preparation, response, and resilience of information systems, applications,
and user accounts.
Assess and mitigate, to the greatest degree possible, cybersecurity risks and cybersecurity
threats.
Since we already budget for maintenance on our firewalls and switches, there are no expected
budgetary impacts at this time. Grant awards are expected by June 20, 2023. If Person County
is awarded funds through the SLCGP, we expect to begin implementation by the end of this
calendar year.

Summary of Information: Zitel Chief Operating Officer, Rodney Gray, will provide updates
about their plans and process for laying fiber infrastructure in the County, including information
regarding project timelines, eligible address passings and total anticipated passings, and current
pricing and service structure. Per the GREAT grant agreement, Zitel has been awarded an amount
not to exceed $1,936,153.80 with a 15% match for the purpose of deploying broadband services to a
total of 655 locations, including 612 households and 43 businesses. Person County is contributing a
total of $170,837.10 in matching funds to Zitel as part of this project, which is 7.5% of the total cost
of this project.

Commissioners. An overview of the budget will be presented, along with copies of the budget
document for commissioners’ review. The schedule for the budget work sessions will also be
presented based on the board’s feedback. A public hearing on the budget is scheduled for June 5,
2023 with adoption of the budget planned for June 19, 2023.

Agenda Title: Hands-Only CPR Demonstration – Emergency Services
Summary of Information: June 1-7, each year is federally recognized as National CPR and AED
Awareness Week. This action was taken to highlight some very sobering statistics.
Approximately 350,000 people suffer out-of-hospital cardiac arrest (OHCA) per year in the
US, and only 8% to 10% survive to hospital discharge.
Nationally, less than 40% of patients receive bystander CPR and 29% have an AED applied
prior to paramedic arrival.
70% of cardiac arrests happen in the home.
Median time from 911 call to paramedic arrival is more than 7 minutes, and more than 70%
of patients do not receive timely defibrillation.
Little evidence that these statistics have substantially improved despite 30 years of work.
In Person County, the Department of Emergency Services is working, as part of the RACECARS
Clinical Trial (RAndomized Cluster Evaluation of Cardiac Arrest Systems), to change those
statistics. Over the last 18 months we have been busy teaching Hands-Only CPR and AED usage to
the public through public events, faith-based initiatives, employee training (both County employees
and private organizations), schools and other venues. We have partnered with Person Memorial
Hospital to expand our reach in the community. One of our goals for the RACECARS trial is to
teach at least 10% the Person County population to do Hands-Only CPR and make them familiar
with using an AED.
Tonight we would like to have the Person County Board of Commissioners participate in Hands-
Only CPR training as part of our goal of teaching the community the importance of knowing CPR
and being able to perform these skills in a timely manner.
