Summary of Information:
September 1st through September 30th has been recognized as national Library Card Sign-up
month since 1987. During the month of September, libraries across the United States aims to
celebrate the value of libraries in their communities.
Library cards enable individuals to borrow books, eBooks, access technology, and more. Person
County Public Library encourages all members of Person County to sign-up for, update, or
replace their library card.
Recommended Action: Adopt a Proclamation designating the month of September 2023 as
Library Card Sign-up Month.

Person County Library Card Sign-Up Month
WHEREAS, Since 1987, the American Library Association and libraries across the United States
have acknowledged and celebrated Library Card Sign-up Month from September 1st through
September 30th; and
WHEREAS, during the month of September, libraries and communities across the United States
celebrate the value of libraries, particularly the vital role that libraries play in the lives of children
and families by providing them with free and educational books and other resources that positively
support educational outcomes as students and teachers prepare for the start of a new school year;
and
WHEREAS, libraries and their staff help foster community, build literacy skills and bridge the
digital divide by providing people of all backgrounds with engaging programs and events to attend,
a wide array of materials to borrow, and access to technology to help them succeed in an
increasingly digital and connected world; and
WHEREAS, all Personians are encouraged to sign-up for, update, or replace their library card to
continue to enjoy access to a wealth of materials available through the NC Cardinal system, a
consortium of libraries that provides cardholders of participating libraries with access to materials
from around the state of North Carolina.
NOW, THEREFORE, BE IT RESOLVED that the Person County Board of Commissioners
proclaim the month of September 2023 as Library Card Sign-Up Month in Person County and
encourages all citizens to visit and use the Person County Public Library to become more informed,
inspired and imagine infinite possibilities.

PROCLAMATION
PERSON COUNTY PREPAREDNESS MONTH 2023
WHEREAS, all North Carolinians should be prepared for natural and man-made disasters as well as disease
outbreaks; and
WHEREAS, North Carolina is traditionally an active state for tornadoes and severe thunderstorms, with
tornado touchdowns and straight-line winds causing severe damage in parts of the state this year; and
WHEREAS, in 2022 the state experienced 21 tornado touchdowns, 74 flood incidents and 951 severe
thunderstorms with damaging wind and hail; and
WHEREAS, last year the National Weather Service in North Carolina issued 107 tornado warnings and 752
severe thunderstorm warnings, with an average warning time of 18 minutes; and 82 flash flood warnings, with an
average warning time of 53 minutes; and
WHEREAS, communities across the state have borne the impacts from wildfires, severe weather, damaging
hail, high winds and flooding; and
WHEREAS, every community, business, family and individual in Person County must be ready for natural
and man-made disasters including tornadoes, flooding, hurricanes and public disturbances that might disrupt normal
daily activities; and
WHEREAS, all Person County residents can take a few simple steps – making a family disaster plan,
creating an emergency supply kit and staying informed – to help make preparedness and personal responsibility a
priority; and
WHEREAS, Person County residents should know the risks for their area and plan accordingly; and
WHEREAS, Person County residents should help the elderly and those who cannot help themselves; and
WHEREAS, Person County residents should include the safety of their pets and/or livestock in their
emergency plans; and
WHEREAS, Person County, North Carolina Emergency Management and the State of North Carolina have
collaborated to recognize September as North Carolina Preparedness Month to encourage Person County residents to
be disaster ready.
NOW THEREFORE, The Person County Board of Commissioners hereby proclaim the month of September
2023, as PREPAREDNESS MONTH” in Person County, and encourage all county residents to plan and prepare
weather-related and man-made disasters by assembling their emergency supply kits and updating their emergency
plans.

Agenda Title: Public Hearing for a Rezoning/Map Amendment Application RZ-01-23, a request
by the Applicant, David Dickerson, to rezone ±19.35-acre of a ±24.35-acre site (Subject Property),
with one unified zoning designation. The Subject Property is located at Tax Map and Parcel No.
135 39, with Parcel Identification No. 9996-00-04-99802.000. The site is the Olive Hill Welding
& Fabrication, Inc. property and adjacent lands, located at 1940 Semora Rd. (NC Highway 57).
The property is approximately 1,200-ft. northwest of the intersection of the Jones Lester
Rd./Semora Rd. intersection, with roadway frontage along Semora Rd.
Summary of Information:
The Subject Property currently includes two (2) zoning districts; R (Residential) on ±19.35-acres
and B-1 (Highway Commercial) on ±5.0-acres. The B-1 zoned portion of the property bisects the
R zoned lands. This zoning amendment proposes to unify the two zoning districts on the Subject
Property into one B-1 (Highway Commercial) for the entire ±24.35-acres to match the existing
predominant commercial land use and similar tax code classification.
The Person County & City of Roxboro Joint Comprehensive Land Use Plan (Comp Plan) includes
the following Guiding Principles, with relation to this rezoning request (listed in italics):
Guiding Principle No. 2 – Facilitating Sustainable Economic Growth
•Guiding Principle No. 2.1 – Designate sufficient developable land and sites to support
economic growth. The proposed rezoning action will allow for an existing business in Person
County to remain viable and potentially grow over time.
•Guiding Principle No. 2.2 – Identify opportunities for the adaptive reuse of legacy
manufacturing/industrial sites. Light industrial use at this location already including a portion
of the site with B-1 zoning matches the permissible zoning district with the existing use.
The Subject Property has a Rural future land use designation and the proposed B-1 zoning
designation is consistent and compatible with the Comp Plan. The middle portion of the Subject
Property has B-1 zoning and the proposed zoning amendment, seeks to align the existing
predominant land use of the site with the proper zoning designation. The existing land use on the
Subject Property is a Permitted Use, per Appendix C, Table of Permitted Uses of the Planning
Ordinance. Following the rezoning, if approved, the existing land use and zoning designation will
be a legally permissible use that is consistent the Comp Plan.
The Subject Property is a local business with a family estate. Olive Hill Welding & Fabrication,
Inc. operates a business from this location; however, B-1 zoned portion of the site does not
completely match the existing uses on-site. The existing land use and proposed zoning amendment
to B-1 is consistent with the Comp Plan and adjacent land uses. The proposed zoning amendment
also decreases spot-zoning by expanding the B-1 zoning district. The continued commercial use at
the Subject Property supports small businesses and economic development within the County and

does not diminish land values or the quality-of-life of the Property Owner or adjacent land owners.
Recommended Action:
Based on the above, Planning & Zoning Department staff recommends approval of
Rezoning/Zoning Map Application RZ-01-23 amendment. It is also recommended that the Board
of Commissioners adopt a statement describing whether their action is consistent or inconsistent
with the Comp Plan and why that action is reasonable and in the public’s interest, as follows:
“I hereby move to approve Rezoning/Map Amendment Application RZ-01-23 and find it is
consistent with the adopted Person County & City of Roxboro Joint Comprehensive Land Use
Plan that supports an existing business and economic development in the public’s interest;

PERSON COUNTY PLANNING & ZONING DEPARTMENT STAFF REPORT Rezoning/Map Amendment Application RZ-01-23 for a ±24.35-acre site to unify the Subject Property with a B-1 (Highway Commercial) zoning designation. Request Rezoning/Map Amendment Application RZ-01-23 is a request by the Applicant, David Dickerson, to rezone ±19.35-acre of a ±24.35-acre site (Subject Property), with one unified zoning designation. The Subject Property is located at Tax Map and Parcel No. 135 39, with Parcel Identification Nos. 996-00-04-9802.000. The site is the Olive Hill Welding & Fabrication, Inc. property and adjacent lands located at 1940 Semora Rd. (NC Highway 57). Existing Land Use & Land Use Compatibility The existing land use for the Subject Property is for light industrial and residential uses, as part of a family estate. The existing land uses are consistent and compatible with adjacent land uses, as follows:
• North – vacant.
• East – vacant and residential.
• South – vacant.
• West – vacant and residential. Comprehensive Plan & Zoning Consistency Person County Planning Ordinance Section 152, Zoning Permits, as well as, North Carolina General Statues (NCGS) §160D-604 & §160D-605 requires plan consistency and a recommendation from the Planning Board and the Board of Commissioners. Zoning amendment review shall also follow specific criteria, as listed in NCGS Article 7, §160-701, as follows:
Article 7. Zoning Regulation. § 160D-701. Purposes. Zoning regulations shall be made in accordance with
a comprehensive plan and shall be designed to promote the public health, safety, and general welfare. To
that end, the regulations may address, among other things, the following public purposes: to provide
adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population;
to lessen congestion in the streets; to secure safety from fire, panic, and dangers; to facilitate the efficient
and adequate provision of transportation, water, sewerage, schools, parks, and other public requirements;
and to promote the health, safety, morals, or general welfare of the community. The regulations shall be
made with reasonable consideration, among other things, as to the character of the district and its peculiar
suitability for particular uses and with a view to conserving the value of buildings and encouraging the

most appropriate use of land throughout the local government's planning and development regulation
jurisdiction. The regulations may not include, as a basis for denying a zoning or rezoning request from a
school, the level of service of a road facility or facilities abutting the school or proximately located to the
school (2019-111, s. 2.4; 2020-3, s. 4.33(a); 2020-25, s. 51(a), (b), & (d).) The Person County & City of Roxboro Joint Comprehensive Land Use Plan (Comp Plan) includes the following Guiding Principles, with relation to this rezoning request (listed in italics): Guiding Principle No. 2 – Facilitating Sustainable Economic Growth

The Planning Board voted 5-0, with two (2) members not present, at their August 10, 2023, public hearing to recommend approval of RZ-01-23 to the Board of Commissioners. The Board of Commissioners shall also adopt a statement describing whether their action is consistent or inconsistent with the Comp Plan and why that action is reasonable and in the public’s interest.

The Board of Commissioners for the County of Person, North Carolina, met in
regular session on Monday, August 21, 2023 at 9:00am in the Commissioners’ Boardroom
215 in the Person County Office Building located at 304 S. Morgan Street, Roxboro, NC.
Chairman Powell called the meeting to order at 9:00am. Vice Chairman Sims
offered an invocation and Commissioner Puryear led the group in the Pledge of Allegiance.

Chairman Powell gave thanks and recognition to current Clerk to the Board Brenda
Reaves on her upcoming retirement. All board members reiterated what Chairman Powell
had said and thanked Ms. Reaves for her time and dedication to the board and citizens of
Person County.
Chairman Powell said he met with representatives of Duke Energy on August 16,
2023 in reference to Duke Energy’s updated Carbon Plan, related to the closings of coal fire
plants at Roxboro/Hyco Plant in 2034 and Mayo Plant in 2031. Chairman Powell stated that
he was pleased and excited to share with Person County citizens a press release by Duke
Energy dated August 17, 2023. Chairman Powell stated the good news for Person County
was that Duke Energy announced construction of a hydrogen-capable natural gas plant at
the Roxboro location, otherwise known as Hyco Plant. The point at which these plants will
cease coal fired production in Person County has been of major concern for several years
due to the huge economic impact closures would cause on Person County. Knowing the
local impact on our economy, the Board of Commissioners, Economic Development
Commission, and other county entities began an intensive effort to encourage Duke Energy
to continue power production in Person County. When House Bill 951 was passed into law,
Chairman Powell said the carbon reduction plan guidelines made it clear that coal fired
plants in Person County would be shut down at some point in the future. Knowing that
Person County could not sit back and watch Duke’s six-decade presence in the county fade
away, a concerted effort was begun to strategize as to how to proceed into the future. A plan
of action began to evolve and resulted in Person County being recognized as an intervener
with the NC Utilities Commission. The strategy progressed with consultation with the
county attorney, a utilities attorney and a utilities lobbyist along with County
Commissioners, Economic Development officials and other concerned organizations within
the county. Chairman Powell stated his gratitude to all who worked diligently together as a
team to get Person County to this point. He said it was not easy, but undeniably worth the
effort. Chairman Powell publicly thanked all who contributed to achieving this milestone
announcement. This press release does not mean that it is the end of the line in working with
Duke Energy. It is a major first step to ensure continued power generation in Person County,
but there is more work to be done. Duke Energy has a plan for the future and Person County
is in it. Duke Energy has been the greatest corporate citizen to Person County and the Board
wants their continued presence for decades to come. Chairman Powell said the future
economic security was bright for Person County, illuminated by power generated by Duke
Energy facilities. The journey with Duke Energy is not over. It has only just begun. He
added he looks forward to the future with Duke Energy as a partner in making Person
County a focal point of new technology in power production for many generations to come.

APPOINTMENT OF CLERK TO THE BOARD:
County Manager Katherine Cathey stated in accordance with General Statute 153A-
111, the board of county commissioners appoints the county clerk. Brenda Reaves, the
current Clerk to the Board, will retire Sept. 1, 2023. Her last day of work with Person County
will be Aug. 31, 2023.
Ms. Cathey noted following a competitive recruitment process, the Board of
Commissioners selected Michele Solomon as the next Clerk to the Board. She will also
serve as Executive Assistant to the County Manager. She began work in her new position
on Aug. 15, 2023.
A motion was made by Commissioner Puryear and carried 5-0 to appoint Michele
Solomon as Clerk to the Board, effective Sept. 1, 2023.

CHAIRMAN’S REPORT:
Chairman Powell reported the following:
Attended a luncheon to welcome 22 new teachers to Person County Schools,
Roots & Wings was awarded a $25,000 grant from Duke Energy,
Attended coffee hour at Golden Coral of Roxboro for a Solar Power meet & greet,
Advised that he met with Duke Energy officials last week, and asked the County’s
Public Information Officer (PIO) if an announcement was made regarding Duke
Energy through the county website and social media to which PIO Kim Strickland
affirmed it had been made on Friday.
MANAGER’S REPORT:
County Manager Katherine Cathey reported the Recreation, Arts & Parks
Department received $360,000 from the PARTF Grant to be used to develop an extensive
trail system at the County Farm Park.
COMMISSIONER REPORT/COMMENTS:
Vice Chairman Sims reported he attended the Duke Energy meetings, noting Duke
Energy wants to be here in Person County.
Commissioner Palmer reported he attend the Economic Development Commission’s
seminar led by Charles Hayes and found it very informative.
Commissioner Thomas wanted to express thanks to emergency personnel, Fire,
Rescue, EMS, and the Sheriff’s Department with so many situations last week.
Commissioner Puryear commented on the good corporate relationship with Duke
Energy and that he was looking forward to the next stage.

Agenda Title: Preliminary Resolution and Call for Public Hearing – Financing of Certain
School Public School Facilities
Summary of Information:
Finance Director requests action on the attached Resolution to authorize the negotiation of an
installment financing contract and direct the publication of notice with respect to the matters
contained within it. A brief summary of the sections presented by this Resolution is as follows:
1. Designates and authorizes certain County officials to proceed and negotiate on behalf of the
County the Contract in a par amount not to exceed $13M to finance improvements at Person
High School, and to provide as security for the County’s obligations a Deed of Trust conveying
a lien and interest in Person High School, including the improvements thereon.
2. Authorizes the Finance Director or her designee to file with the Local Government
Commission (LGC) an application for its approval of the Contract, and to include such facts
and exhibits regarding the County and its financial condition as the LGC may require in order
to make its statutorily-required findings.
3. Provides direction to retain certain professionals as determined to be necessary in the judgment
of the Finance Director and her staff to carry out the transaction contemplated in this
Resolution.
4. States that a public hearing shall be conducted by the Board on September 18, 2023 at 9:00
a.m. in the Commissioners’ Boardroom, Room 215, Person County Office Building, 304 S.
Morgan Street, Roxboro, North Carolina, concerning the Contract, the Deed of Trust and the
proposed financing of the 2023 Projects.
5. Directs the Clerk to the Board to cause a notice of the Public Hearing, in the form attached
(Exhibit A), to be published once in a qualified newspaper of general circulation within the
County no fewer than 10 days prior to the Public Hearing.
6. Discloses that all motions, orders, resolutions and parts in conflict with the Resolution causes it
to be repealed.
7. The resolution is effective upon its passage by the Board.

RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF PERSON,
NORTH CAROLINA, AUTHORIZING THE NEGOTIATION OF AN INSTALLMENT
FINANCING CONTRACT, DIRECTING THE PUBLICATION OF NOTICE WITH RESPECT
THERETO, AND PROVIDING FOR CERTAIN OTHER RELATED MATTERS THERETO
WHEREAS, the County of Person, North Carolina (the “County”) is a validly existing political
subdivision, existing as such under and by virtue of the Constitution, statutes and laws of the State of North
Carolina (the “State”);
WHEREAS, the County has the power, pursuant to the General Statutes of North Carolina to
(1) enter into installment contracts in order to purchase, or finance or refinance the purchase of, real or
personal property and to finance or refinance the construction or repair of fixtures or improvements on real
property and (2) create a security interest in some or all of the property financed or refinanced to secure
repayment of the purchase price;
WHEREAS, the Board of Commissioners of the County of Person (the “Board”) hereby determines
that it is in the best interest of the County to finance improvements to certain public school facilities located
in the County, including, among other things, improvements to Person High School (the “School”) that
include, but are not limited to, safety and accessibility improvements to meet Americans with Disabilities
Act requirements, security improvements to the interior and exterior of the School, and removal of parking
areas on the north and east sides of the School (collectively, the “2023 Projects”);

WHEREAS, the Person County Financing Corporation (the “Corporation”) will assist the County
by the issuance of its Limited Obligation Bonds (the “Bonds”) to finance the 2023 Projects;
WHEREAS, the Board hereby determines that it is in the best interests of the County to finance the
2023 Projects by (1) entering into an Installment Financing Contract (the “Contract”) with the Corporation
in order to finance the capital costs of the 2023 Projects, and (2) entering into a deed of trust, security
agreement and fixture filing (the “Deed of Trust”) related to the County’s fee simple interest in the real
property on which the School is located, together with the improvements thereon (collectively, the
“Mortgaged Property”), that will provide security for the County’s obligations under the Contract;
WHEREAS, the Corporation will execute and deliver its Bonds in an aggregate principal amount
not to exceed $13,000,000, evidencing proportionate undivided interests in rights to receive certain
Revenues (as defined in the Contract) pursuant to the Contract;
WHEREAS, the County hereby determines that financing the 2023 Projects is essential to the
County’s proper, efficient and economic operation and to the general health and welfare of its inhabitants;
that financing the 2023 Projects will provide an essential use and has and will permit the County to carry
out public functions that it is authorized by law to perform; and that entering into the Contract and Deed of
Trust is necessary and expedient for the County by virtue of the findings presented herein;
WHEREAS, the County hereby determines that the Contract would allow the County to finance the
2023 Projects and take title thereto at a favorable interest rate currently available in the financial
marketplace and on terms advantageous to the County;
WHEREAS, the County hereby determines that the estimated cost of financing the 2023 Projects,
including payment of the costs of execution and delivery, is an amount not to exceed $13,000,000 and that
such cost exceeds the amount that can be prudently raised from currently available appropriations,
unappropriated fund balances and non-voted bonds that could be issued by the County in the current fiscal
year pursuant to Article V, Section 4 of the Constitution of the State;
WHEREAS, although the cost of financing the 2023 Projects pursuant to the Contract is expected
to exceed the cost of financing the 2023 Projects pursuant to a bond financing for the same undertaking,
the County hereby determines that the cost of financing the 2023 Projects pursuant to the Contract and Deed
of Trust and the obligations of the County thereunder are preferable to a general obligation bond financing
or revenue bond financing for several reasons, including but not limited to the following: (1) the cost of a
special election necessary to approve a general obligation bond financing, as required by the laws of the
State, would result in the expenditure of significant funds; (2) the time required for a general obligation
bond election would cause an unnecessary delay which would thereby decrease the financial benefits of
financing the 2023 Projects; and (3) insufficient revenues are produced by the 2023 Projects so as to permit
a revenue bond financing;
WHEREAS, the County hereby determines that the estimated costs of financing the 2023 Projects
pursuant to the Contract reasonably compares with an estimate of similar costs under a bond financing for
the same undertaking as a result of the findings delineated in the above preambles;
WHEREAS, the County anticipates that any future property tax increase, if necessary, to pay
installment payments falling due under the Contract will not be excessive;
WHEREAS, the sums to fall due under the Contract will be adequate but not excessive for its
proposed purpose;

WHEREAS, Parker Poe Adams & Bernstein LLP, as bond counsel (“Bond Counsel”), will render
an opinion to the effect that entering into the Contract and the transactions contemplated thereby are
authorized by law;
WHEREAS, no deficiency judgment may be rendered against the County in any action for its breach
of the Contract, and the taxing power of the County is not and may not be pledged in any way directly or
indirectly or contingently to secure any money due under the Contract;
WHEREAS, the County is not in default under any of its debt service obligations;
WHEREAS, the County’s budget process and Annual Budget Ordinance are in compliance with the
Local Government Budget and Fiscal Control Act, and external auditors have determined that the County
has conformed with generally accepted accounting principles as applied to governmental units in preparing
its Annual Budget ordinance;
WHEREAS, past audit reports of the County indicate that its debt management and contract
obligation payment policies have been carried out in strict compliance with the law, and the County has not
been censured by the North Carolina Local Government Commission (the “LGC”), external auditors or any
other regulatory agencies in connection with such debt management and contract obligation payment
policies;
WHEREAS, a public hearing on the Contract after publication of a notice with respect to such public
hearing must be held, and approval of the LGC with respect to entering into the Contract must be received;
WHEREAS, the County hereby determines that all findings, conclusions and determinations of the
County in this Resolution are subject to modification or affirmation after all interested parties have been
afforded the opportunity to present their comments at a public hearing regarding the execution and delivery
of the Contract and the Deed of Trust and the 2023 Projects financed thereby.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
COUNTY OF PERSON, NORTH CAROLINA, AS FOLLOWS:
Section 1. Authorization to Negotiate the Contract. The County Manager, the Finance
Director, and the Assistant Finance Director (collectively, the “Authorized Officers”), with advice from the
County Attorney and Bond Counsel, are hereby authorized and directed, individually and collectively, to
proceed and negotiate on behalf of the County the Contract for a principal amount not to exceed
$13,000,000 to finance the 2023 Projects, to be entered into in accordance with the provisions of Section
160A-20 of the General Statutes of North Carolina, as amended, and to provide in connection with the
Contract, as security for the County’s obligations thereunder, a Deed of Trust conveying a lien and interest
in the Mortgaged Property, including the improvements thereon.
Section 2. Application to LGC. The Finance Director or her designee is hereby directed to
file with the LGC an application for its approval of the Contract and all relevant transactions contemplated
thereby on a form prescribed by the LGC and to state in such application such facts and to attach thereto
such exhibits regarding the County and its financial condition as may be required by the LGC.
Section 3. Direction to Retain Professionals. The Authorized Officers, with advice from the
County Attorney, are hereby authorized and directed to retain the assistance of Parker Poe Adams &
Bernstein LLP, Raleigh, North Carolina, as bond counsel, DEC Associates, Inc., Charlotte North Carolina,
as financial advisor, PNC Capital Markets LLC, Charlotte, North Carolina, as underwriter, and U.S. Bank
Trust Company, National Association, as trustee. The Authorized Officers are hereby authorized to retain

such other professionals as they deem necessary in their judgment to carry out the transaction contemplated
in this Resolution.
Section 4. Public Hearing. A public hearing (the “Public Hearing”) shall be conducted by
the Board on September 18, 2023 at 9:00 a.m. in the Commissioners’ Boardroom, Room 215, Person
County Office Building, 304 S. Morgan Street, Roxboro, North Carolina, concerning the Contract, the
proposed financing of the 2023 Projects, and any other transactions contemplated therein and associated
therewith.
Section 5. Notice of Public Hearing. The Clerk to the Board is hereby directed to cause a
notice of the Public Hearing, in the form attached hereto as Exhibit A, to be published once in a qualified
newspaper of general circulation within the County no fewer than 10 days prior to the Public Hearing.

NOTICE OF PUBLIC HEARING
The Board of Commissioners (the “Board”) of the County of Person, North Carolina (the
“County”) is considering (1) entering into an installment financing contract in an amount not to exceed
$13,000,000 (the “Contract”) to finance improvements to Person High School (the “School”) that include,
but are not limited to, safety and accessibility improvements to meet Americans with Disabilities Act
requirements, security improvements to the interior and exterior of the School, and removal of parking areas
on the north and east sides of the School (collectively, the “2023 Projects”) and (2) executing and delivering
a deed of trust, security agreement and fixture filing (the “Deed of Trust”) related to the County’s fee simple

The Mortgaged Property will be mortgaged under the Deed of Trust. The Contract and the Deed
of Trust permit the County to enter into amendments to finance additional projects using the Mortgaged
Property as collateral and the County may or may not grant additional collateral in connection with such
amendments. On payment by the County of all installment payments due under the Contract, including any
future amendments to finance or refinance projects, the Deed of Trust and any lien created thereunder will
terminate and the County’s title to the Mortgaged Property will be unencumbered.
All interested persons please take notice that, pursuant to Sections 160A-20 of the General Statutes
of North Carolina, the Board will hold a public hearing concerning the approval of the execution and
delivery of the Contract and the financing of the 2023 Projects. The public hearing will be held on Monday,
September 18, 2023 at 9:00 a.m., or shortly thereafter, in the Commissioners’ Boardroom, Room 215, in
the Person County Office Building located at 304 S. Morgan Street, Roxboro, North Carolina. All interested

ROXBORO COMMUNITY REDEVELOPMENT CORPORATION AGREEMENT
This Agreement is made and entered into this 17th day of July, 2023, by and between Person
County, North Carolina, a political subdivision of the State of North Carolina, hereinafter called
“County,” and Roxboro Community Redevelopment Corporation, a North Carolina nonprofit
corporation, hereinafter called “RCRC.”
WHEREAS, the RCRC president made a presentation to the Person County Board of
Commissioners at its regular meeting on July 17, 2023 and requested a one-time appropriation to
support shelter operations, furnishings and equipment; and
WHEREAS, RCRC is a 501(c)(3), non-profit affordable housing organization that was formed to
provide more affordable, decent, sanitary housing for low- and very-low income citizens in
Roxboro and Person County through grants, donations, fundraising and in-kind gifts and
services; and
WHEREAS, RCRC is applying to the N.C. Housing Finance Agency for $7 million for new
construction and $2 million for capitalized operations cost reserve for a homeless shelter and a
rental housing community; and
WHEREAS, homelessness is an issue that affects every corner of our state, and Person County is
no exception. By establishing a dedicated shelter, individuals experiencing homelessness will
have access to a safe and secure environment while having the opportunity to rebuild their lives.
The shelter will offer a place to sleep, nutritious meals, and essential hygiene facilities, enabling
individuals to focus on stabilizing their lives and working towards a better future. Moreover, the
shelter will serve as a hub for essential services such as counseling, job search, healthcare, and
connections to housing resources, providing a comprehensive approach to address the underlying
causes of homelessness.; and
WHEREAS, RCRC requested $60,000 to support homeless shelter operations, furnishings and
equipment; and
WHEREAS, the Board of Commissioners approved a one-time appropriation of $60,000 at its
meeting on July 21st, 2023;
NOW, THEREFORE, the County agrees to provide a one-time appropriation of $60,000 to
RCRC from FY24 budgeted funds, subject to the following provisions:
1. PURPOSE. The funds may be used only to support homeless shelter operations,
furnishings and equipment.

2. REPORTING. RCRC shall send a concise written report to the Person County Manager
not later than August 15, 2024 and annually thereafter until the funds have been
expended, including but not limited to the use of county funds, number of persons served,
and progress towards meeting the deliverables of this agreement.

agrees that the County has no ownership interest in or operational responsibility for
RCRC. RCRC will indemnify and hold harmless the County from any and all liabilities
and costs arising out of the acts or omissions or negligence of RCRC to the extent, and
only to the extent, of the one-time appropriation identified above.
5. INSPECTION OF FINANCIAL RECORDS. RCRC will provide a detailed report about
expenditure of the funds or allow access to its financial records if requested by the
County.
6. COMPLIANCE WITH LAWS. RCRC agrees to comply with all applicable state and
federal laws in its operations and to cooperate in a professional and productive manner
with the partner agencies listed above.
7. NO ASSIGNMENT. RCRC agrees that this Agreement is not transferable or assignable,
and that the appropriated funds may not be transferred to other entities, except in
payment for expected expenses, without written consent of the County.
8. APPLICABLE LAW AND FORUM. This Agreement shall be construed under North
Carolina law, and any action to enforce its provisions shall be filed in Person County in
the General Court of Justice of North Carolina.

MUSEUM OF HISTORY AGREEMENT
This Agreement is made and entered into this 1st day of July, 2023, by and between Person
County, North Carolina, a political subdivision of the State of North Carolina, hereinafter called
“County,” and Person County Museum of History, a North Carolina nonprofit corporation,
hereinafter called “Museum.”
WHEREAS, the Museum executive director submitted a FY23-24 Budget Appropriation
Request to continue the campus revitalization; and
WHEREAS, the mission of the Museum is to collect, preserve, and present the artifacts and
history of Person County under the supervision of the Board of Directors and to use these
collections for exhibitions, educational programs and related activities for the benefit of Person
County citizens and visitors; and
WHEREAS, the Museum occupies multiple county-owned buildings on N. Main St. in Roxboro,
the County maintains the exterior of all Museum buildings, and the Museum maintains the
interiors of all buildings, in accordance with the Memorandum of Understanding between the
Museum and the County, dated April 12, 2012; and
WHEREAS, the Museum has determined that the requested funds are needed to assist in
achieving its desire for long-term financial stability; and
WHEREAS, numerous special projects can move the organization forward and toward the goal
of self-sustainability but require seed funding to initiate; and
WHEREAS, in order to offer a safe and welcoming campus to Person County residents and
visitors, updates are required to safety infrastructure; and
WHEREAS, a Museum budget was presented requesting additional county financial support,
falling under the county budget umbrella of cultural services, to be used in the interim for
campus infrastructure updates and some operational expenses, including Safety Measures &
Campus Needs, Long/Woody House Development Phase 2, Accessibility Updates, Parsonage
Updates Phase 1, and Recurring Operational Expenses – Insurance, Phone & Internet, Security
Monitoring, Security Maintenance, and Support & Operations; and
WHEREAS, the Board of Commissioners approved a one-time appropriation of $40,000 in the
FY24 Adopted Budget;

Museum from FY24 budgeted funds, subject to the following provisions:

PCMH Campus RevitalizaƟon Overview
As menƟoned earlier this year, the Person County Museum of History is aƩempƟng to revitalize all
aspects of the museum campus and exhibits. The goals of this revitalizaƟon and addiƟonal funding
request are as follows:
1. Increase tourism by improving the visitor experience.
2. Increase local engagement by offering varied opƟons for use of the property including but not
limited to visitaƟon, site rentals and all-ages programming.
3. Move toward full campus accessibility by addressing criƟcal needs in infrastructure.
4. Maintaining operaƟons and increasing opening hours to beƩer serve the community and
visitors.
FY2022-2023 AppropriaƟon Updates
In FY22-23, the commissioners approved a one-Ɵme allocaƟon of $20,000 to go toward specific
iniƟaƟves that would assist in achieving the above-menƟoned goals. This funding was requested with the
understanding that these are mulƟ-phase projects that will evolve as revitalizaƟon progresses and the
money will be used to enhance county-owned property. These monies apply to expenses incurred at any
point in FY22-23.
The focus of this funding is on:
1. Long/Woody House Development – Phase One ($7,000)
2. Campus Needs and Safety Measures – Phase One ($3,000)
3. Campus Signs Updates – Phase One ($1,250)
4. Recurring Site OperaƟonal Expenses - Related to Visitor Experience ($8,750)
The museum is in the process of receiving the funds from the county and should be in possession of
those monies by Friday, April 28 or shortly thereaŌer. As the funds are not yet in hand, only a porƟon of
the projects have begun. AddiƟonally, Ray Foushee of General Services has been working closely with
museum staff to coordinate repairs and updates that are part of the exisƟng county budget. This is to
ensure all monies are used in the most efficient way.
A detailed outline of expenditures will be provided in August 2023 following the close of the FY, however,
some highlights of projects funded by this appropriaƟon include:
1. Use of the Long House for events – The museum hosted a tea and talk event that raised over
$500. Two paid site rental events are scheduled, one in May and one in June, and other site
rental enquiries are pending.

2. Exterior Updates to the Long House – Includes safety measures, power washing, structural
repairs, and painƟng.
3. Security Updates – These are ongoing in all spaces on campus and include installing proper locks
and necessary updates to security infrastructure.
4. OperaƟonal Expenses – These are expenses that are Ɵed directly to serving the community and
visitors.
5. Kitchin House Updates – As is the case with old buildings, we needed to make some repairs to
the Kitchin House front porch as it was posing a safety hazard. In coordinaƟon with Ray
Foushee/General Services, some of the allocaƟon will be applied to that expense while some of
the exisƟng General Services budget will be used for the Long House exterior updates.
FY2023-2024 Request
The breakdowns below are representaƟve of the work that needs to be completed on the campus in the
upcoming fiscal year. It is highly likely that the expenses will be more than the funds requested. Should
that be the case, expenses will be prioriƟzed based on the items that will provide the most return on
investment.
The first phase of updates filled immediate needs, but the process is ongoing. The museum is requesƟng
$40,000 for FY2023-2024 to conƟnue the campus revitalizaƟon. The funding will fill the following needs:

General Store
This building is being transiƟoned to reflect what it would have been like when it operated as a general
store in Woodsdale from c. 1893-c. 1933. All efforts are being made to be as historically accurate as
possible based on exisƟng invoices, ledgers and oral/wriƩen histories. The space will also include
exhibits on the Brooks family who owned the store.

The 1810 school house on the campus is thought to be one of the oldest sƟll standing in the state. It
remains a more rudimentary structure but has structural needs that must be addressed to ensure it will
last for future generaƟons.
