10-02-2024 Meeting Minutes RAB1 Recreation Advisory Board 10.02.24 /5:30pm/ Kirby Rebirth In Attendance: Donald Long, Froncello Bumpass, Tabitha George and Stacy Palmer, Charlie Palmer, Robbie Honeycutt Absent: John Byrd, Kirk Redman Staff: John Hill, Chasity McCurdy, Jennifer Teasley Welcome and Pledge of Allegiance – Donald Long welcomed everyone and asked everyone to stand for the pledge of allegiance. Spotlight/Recognition: John reported that he received notification that we received the LWCF grant for the Farm Park. Guest/Visitors: None Public Comment: None Secretary Report/Approval of Minutes: Donald asked for a motion to approve the September minutes. Froncello Bumpass made a motion to approve the minutes, Stacy Palmer seconded the motion; the motion carried. New Business 1. Special Event Application Update: John Hill, Chasity McCurdy Chasity reported that we will be revamping the application for special events. A committee has been formed to review and suggest changes. The criteria for a special event will be made clearer with check boxes to assist staff in making that decision. Some rentals require liability insurance, permits, staff or security. All rentals will be in house only to help staff to monitor the rentals more efficiently. Chasity will have more information to share at the next meeting. Old Business 1. County Park Construction Update: John Hill John reported due to the recent weather, it is too muddy to get a lot done. 2. Disciplinary Policy Review- John Hill This is tabled until the next meeting. 2 Committee Reports: Athletics: Chasity reported that Fall sports are having to be rescheduled due to the weather conditions. Adult Basketball has started practicing and has an increase in number of teams. Basketball and the Flag Football Clinics registration end this week. Arts: Froncello reported the Arts council has three subcommittees and it was decided that each subcommittee will have a meeting month and on the fourth month the Arts Council will meet. Facilities: Nothing to report Friends of the Parks: Nothing to report PCLL: Robbie reported that they had their membership drive in August and the appointment of officers in September and he is still the President. They are collecting donations for Western NC and looking to do more, possible a coat drive. Advisory Board Items/Comments: Charlie Palmer asked John about and individual who wanted to coach but did not pass the background check. John asked Charlie to come by the office, if he would like to discuss this. But reminded him, the department follows protocols that were put in place by the board. Chairperson Items/Comments: Donald thanked everyone for being on the board. He asked how we are going to enforce rules for special event rentals. John said that is not a one size fits all for rentals and special events. Director Items/Comments: John thanked everyone for their support and we have had a great year.
