10-03-2023 Meeting Minutes RABRecreation Advisory Board Minutes 10.04.2023/5:30pm/Kirby Rebirth In Attendance: Donald Long, Stephen Vaughan, Froncello Bumpass, Tabitha George, Carl Smith, Robbie Honeycutt (PCLL), Charlie Palmer, Kirk Redman Absent: Jermaine Wallace, Brandon Vernon Staff: John Hill, Jennifer Teasley Welcome and Pledge of Allegiance – At 5:30pm, Chairman Donald Long welcome everyone and asked everyone to stand for the pledge of allegiance. Public Comment: The following citizens signed up to address the board and each were given three minutes for comment. Timothy James, Antwon Stokes, Zakiya James and Sarah Shipley Each individual spoke of concern for the recent disciplinary actions taken during the current youth soccer season. Spotlight/Recognition: John reported that our department received two PCTDA grants. One for $20,000 to promote the County Farm Park and one for $12,600 to purchase new kayaks and paddleboards for Mayo Lake Park. On October 21 from 10am – 12pm, Mayo Park will host the opening of the paddle trail in celebration of the NC Great State Trails Day. John reported that there may be another opportunity to get a splash pad in Person County and he is working with civic organizations to move this forward. Robbie Honeycutt reported that PCLL received t-ball equipment for pre-k programming. Secretary Report/Approval of Minutes: Chairman Donald Long asked for a motion to approve the September minutes. Tabatha George reported one error to be corrected. Froncello made a motion to approve the minutes, Stephen Vaughan seconded the motion, the motion carried. New Business: A. Disciplinary Action – John Hill that three letters of disciplinary action were mailed last week concerning an incident at a youth soccer game. The individuals have seven days to appeal the decision in writing and as of today, he has not received a letter of appeal. After some discussion, Stephen Vaughan made a motion to extend the appeals deadline another seven days. Froncello seconded the motion, the motion carried. B. LWCF Grant Application Opportunity – John Hill reported that we are applying for the Land Water Conservation Fund Grant to hopefully add an additional 100K to the pot for the County Farm Park. We will be using the funds received from the PARTF Grant as a match. Recreation Advisory Board Minutes 10.04.2023/5:30pm/Kirby Rebirth Old Business: A. County Farm Update - John reported we received one permit for the stream crossing, but two more streams were found and we have to move pond design 100 feet. We will not be having ground breaking October 21 as we hoped. B. PCLL Update –Robbie Honeycutt thanked the board for helping them become a subcommittee of the RAB. They have new board members and are redrafting their ordinances. He has been researching the nonprofit status issue and found it was because of non-filing of tax returns for three or more years. He has reached out to Little League in Georgia, and has some good information to move forward. He is in the process of retaining a CPA for the board. C. RAB Ordinance Review – Draft ordinance given to the board members to review and provide input for the next meeting. We will finalize it and vote on it. Committee Reports: Athletics: John reported that we have 380 children play Fall Ball about the same for youth soccer. Basketball sign ups are going on right now. PCLL would like to host District 6 All Star tournament brought to Roxboro, he and Robbie are investigated what it takes to host this event. Arts: Froncello reported the show “The Adams Family” musical will be at the Kirby October 13-15. Jason Michael Carroll will be performing during Personality. Facilities: Tabatha reported the Hurdle Mills is still in need of ADA parking and the step on the playground equipment needs repair. FOTP – MayoWeen/Sasquatch 5K on October 28 at Mayo Park, Trails subcommittee is getting established for building trails for the County Farm Park, trying to get more memberships for the FOTP, Cypress Solar may be donating to us soon. Received 7K from PCTDA. Advisory Board Items: None at this time Chairperson Items: Donald he was pleased to see the children stand and recite the pledge of allegiance and they were so well behaved at the meeting. Director’s Items: John appreciates everyone on the board and we are turning a new page in athletics and programming and looking forward to see what we do in the future. Meeting adjourned at 6:30pm
