Recreation Advisory Board

In Attendance: Donald Long, Froncello Bumpass, Stephen Vaughan, Charlie Palmer, Carl Smith,
Tabitha George, Jermaine Wallace
Absent: Kirk Redman, Brandon Vernon
Staff: John Hill, Chasity McCurdy, Jennifer Teasley
Welcome and Pledge of Allegiance – Chairperson Donald Long welcomed everyone and asked
everyone to stand for the pledge of allegiance.
Spotlight/Recognition: John Hill reported that all permits have been completed for the County
Farm Park, met with mountain bike trail folks to begin planning the trail system and the request for
proposals for construction for the park will be going out soon.

Public Comment: None
Secretary Report/Approval of Minutes: Chairperson Donald Long asked for an approval for the
October minutes. Tabitha George asked for the spelling of her name be corrected. Froncello
Bumpass made a motion to approve the minutes with correction and Tabitha George seconded the
motion. The motion was unanimous.
New Business:
1. PCLL Discussion and Recommendation – Robbie Honeycutt reported that the PCLL board
voted to issue a 1-year suspension/revocation to a coach during Fall Ball who had several
complaints of bad behavior. Carl Smith asked why he only got a year suspension from coaching, and
what is the standard for this type of issue. Robbie responded that discussion with the board, that is
what they recommended in hopes the individual will change his behavior. The new application
should help in the future when considering coaches. Robbie asked if he could go ahead and notify
the individual. John recommended he send a letter from Robbie on behalf the PCLL board and be
as stern as possible and make this person aware of the new application process moving forward.
2. Athletic Committee Discussion – John Hill reported that Carl Smith has agreed to Chair the
Athletic Committee. There are current members and another citizen has applied for a position on
the committee. Chasity McCurdy will contact Carl for rebooting this committee in 2024.
3. Coaches Application Review and Adoption – Chasity reported with the assistance of Robbie
Honeycutt, a new application has been drawn up that will help us with getting quality coaches for
our youth. Currently citizens only do a background check to coach. She is asking for adoption of the
application from the board. Tabitha made suggestions for some minor corrections to the
application. Charlie Palmer made a motion and Carl Smith seconded the motion. The motion was
unanimous. John said we will go ahead and let the public be aware of the new application process.
Froncello asked if a citizen is denied to coach, can they appeal. The answer is no.

4. Naming Policy Review and Adoption – The BOC adopted this, so we do not need to adopt.
5. Appeal to Disciplinary Action- Crystal Clayton/Kadin Brooks – Crystal Clayton, mother of
Kadin has appealed the disciplinary action on behalf of her son. Mrs. Clayton shared an intensive
history of her son and is appalled by the accusations and descriptions of her son given by others.
Kadin is passionate about the theater and he has a right to be a part of it, but, she agrees, he does
have to face consequence when he does wrong. She said her son will not be returning since they
have found out how everyone feels about him. It saddens her that it came to slanderous behavior to
cause this outcome. She shared a letter her husband typed up with the board. She hopes the Kirby
has training for volunteers and staff to be able to work with different types of children. She thanked
the board for their time and left the meeting.
John stated to the board, the suspension came directly from the reports of the accusers. After much
discussion from the board, the board changed the disciplinary to: For 2 years, Kadin cannot
participate in programming through Recreation, Arts and Parks, he will have access to all facilities
with accompaniment. Stephen made a motion and Carl Smith seconded the motion. The motion
was unanimous. John or Chasity will notify Mrs. Clayton of the decision.
6. Review of RAB applications and Vote- Stephen Vaughan and Robbie Honeycutt applied to the
board. The board voted to approve both positions. Froncello made a motion, Charlie seconded the
motion. The motion is unanimous.
7. Adoption of the 2024 meeting calendar – Charlie made a motion to approve the calendar,
Froncello seconded the motion. The motion is unanimous.
Old Business:
1. Charters of Freedom Update & Dedication – John reported this is almost complete. Between
the BOC and Charlie, we received funding for this project. With some donations from Chandler
Concrete, Carver Nursery, Tommy Lawrence, and Brad’s Tree Service. We are waiting for the glass
to cover the documents. They are also putting in a time vault.
2. Code of Conduct and Disciplinary Review Discussion – Chairperson Donald Long stated that he
recommends we not have called meetings for disciplinary issues or appeals and would like to make a
motion. Froncello made a motion and Stephen seconded the motion. The motion was unanimous.
Committee Reports:
Athletics: Chasity reported we just finished pre-k basketball, we plan on expanding that
program next year. The younger age group of basketball started games this week. The adult league is
completing their tournament over the next two weeks. We had a team from PCC this year and hope
to engage them again in other programs.
Arts: Froncello said Thursday is Jingle of Main with a free movie, the next play is the Best
Christmas Pageant over the next couple of weeks.
Facilities: Tabitha reported that nothing has changed since last meeting. She inquired about
the rumors of the railroad corridor becoming a rail trail. John had shared some information on the
feasibility study for this project of multi mobile options. John explained that the railroad belongs to
Norfolk Southern and typically the railway goes back to Department of Transportation. There will
be public meetings if anything ever comes of it.

Friends of the Parks: Stephen shared that the committee is working on a membership drive,
County Farm Grand opening, Paddle-Fest in July, Sasquatch 5K and continue to help spruce up
parks like Mayo Lake and Huck Sansbury. We need to use native plants and seeds as per new law in
NC.
PCLL: Robbie met with District 6 administrators and hopes to be able to host a softball
tournament here in Person County. Working on bylaws and fundraising ideas. Sign ups begin in
January. Working on updating website. Coaches are now required to have training to identify
children in trouble.

Chairperson Items/Comments: Donald thanked the board for attending.
Director Items/Comments: CIP requests are coming up and he will be making request such as
replacement for playground equipment and light poles.
