PERSON COUNTY BOARD OF HEALTH MEETING
PCHD CLASSROOM
October 28, 2024
A regular meeting of the Person County Board of Health was held in the Classroom of the Person County
Health Department. The following members constituting a quorum were present: Dr. Jeffrey Noblett,
Phillip Edelblute, Ted Michie, Dr. Ben Tillett, Gordon Powell, Dr. Kenneth Strachan, Dr. Stephen
Garrett, Dr. Christopher Atkins and Dr. Barbara Harris. Patsy Clayton and Randy Eakes were absent.
Also present was Tabatha Philpott, Nursing Supervisor, Janet Clayton, Health Director, Jennifer Melton,
Administrative Officer, and Bonnie Holt, Environmental Health Supervisor.
A. Call to Order
Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 6:00 p.m.
B. Public Comment Period
No members of the public were present for comment.
C. Consent Agenda
A revised Department Services Report showing corrected FY25 totals for Other Services was
distributed to members at the meeting. A motion to approve the consent agenda which includes
approval of the Workforce Development Plan that was reviewed during the September meeting
was made by Phillip Edelblute, seconded by Dr. Stephen Garrett, and the motion carried.
D. Financial Report: September 2024
A motion to approve the financial report was made by Phillip Edelblute, seconded by Dr. Stephen
Garrett, and the motion carried.
E. Fee Schedule Amendment
Janet Clayton presented the proposed fee schedule amendments which are associated with the
annual influenza vaccinations of high dose and Flublok. The national payment allowance is
adjusted annually. For the 24-25 flu season, the national payment allowance is $83.49 for both
high dose and Flublok. The proposed fee language will allow Person County Health Department
to receive reimbursement for the administration of the influenza virus vaccine-high dose and the
influenza virus vaccine-Flublok by utilizing the national payment allowance amount each year. A
motion to approve the fee schedule amendments was made by Phillip Edelblute, seconded by Dr.
Christopher Atkins, and the motion carried.
F. Flu Clinic Update
Janet Clayton provided board members with Offsite Vaccination Clinic data for 2024.
Vaccination clinics were held at sixteen different locations, and 218 vaccines were given- 23
COVID and 195 Influenza vaccines.
G. Educational Program-AA 110 General Aid-to-Counties
Janet Clayton reviewed AA 110 with the Board. She explained how the Health Department
receives the “General Aid to County” funds, and the Department receives approximately
$86,000.00 per year from the State. The funds may be used for any public health program or
purpose, any locally identified need or current health status data, and to support the delivery of
the 10 Essential Public Health Services. The Health Department has to report how the funds were
spent at the end of the fiscal year. The funds may not be used to supplant current state, federal, or
local funding to the agency. Ms. Clayton shared how the funds have been spent in previous years
as well as FY24.
H. Staff Liaison Updates
• Personal Health
o 10/21 Carol Carr presented Immunization information to the Person County Schools
Retired Personnel group
o 10/24 at PCC-partnered with BCBS for a screening event; offered HIV and Syphilis
testing.
o Holiday celebrations-10/31 participating in Trick or Treating from 3:00-5:00; staff
took up donations for Animal Services for National Animal Shelter week; taking up
donations for veterans in assisted living facilities.
• Environmental Health
o Adam and Jake attended an onsite conference in Raleigh
o Personality festival was last weekend; food permits were issued
o Food truck rodeo this Sunday
o E coli outbreak across multiple states; linked to a farm that distributed onions to
multiple areas.
I. Health Director’s Report
❖ Various Updates-
o Opioid Settlement Update- The Trauma Informed Community program workgroup
members participated in a training on 10/21. The next committee meeting will be
11/6.
o The annual holiday dinner will be held on Thursday, December 12th at 5:00 pm.
o Joshua Holland deployed as part of the Duke SMAT and assisted with a medical
shelter among other tasks; he was deployed for two rotations. Other staff have
volunteered but have not been called. I participated in daily calls.
o The CFPT and CCPT teams transition to a Local Team will be discussed by the
Board of Commissioners on 11/4.
o Healthy Personians held its quarterly meeting on 10/14.
o Carol Carr, Communicable Disease and Immunization Program Coordinator,
presented information to the Person County Schools Retired Personnel group on
10/21.
o The Quality Improvement Team met on October 23rd.
o Carol Carr and I participated in the PCC Health Hub Event Panel. The discussion
centered around COVID and flu vaccinations and barriers to healthcare in rural areas.
This occurred on 10/23.
o Staff partnered with Blue Cross Blue Shield to offer a community health event at
PCC on 10/24. Tabatha Philpott and Danielle Gentry provided HIV/Syphilis testing.
Richard Johnson and LeighAnn Creson provided community health education
information, fliers about upcoming events, 988 materials, and COVID tests.
o We have been working with IT regarding our Share drive permissions. Staff will also
work to purge the drive by 1/22/25.
o I continue to participate in the monthly Region 5 meetings.
o Annual strategic plan development is continuing with an optional staff meeting on
10/30.
o I attended the joint strategic planning sessions of The Collaboration (NCALHD,
NCAPHA, and NCPHA) on 9/24 and 10/24.
❖ Personnel-
o Nutritionist II position has been reposted. To assist with the workload, PCHD has
entered into a contract with a staffing agency that specializes in nutritionists.
❖ Next meeting is Monday, November 25, 2024 at 6:00 pm.
J. Board Member Remarks
Ben Tillett shared with members that the ANCBH Board of Health Governance Network is
having a virtual event Monday, November 18 from 7:00 p.m. to 8:00 p.m. Janet will forward
information regarding the meeting.
Ben Tillett requested that the Board send a note of appreciation to employees for contributing
items to be delivered to our Western counties affected by the flooding. A motion to approve
sending a note of appreciation to Health Department staff was made by Dr. Kenneth Strachan,
seconded by Dr. Stephen Garrett, and the motion carried.
K. Adjournment
Having no further business to discuss, a motion to adjourn was made by Dr. Stephen Garrett,
seconded by Phillip Edelblute, and the motion carried.
