Minutes of Person County Animal Advisory Committee
Meeting Date: August 28, 2019
Call to Order: A regular scheduled meeting of the Animal Control Advisory Committee was
held in Roxboro, North Carolina on August 28, 2019. The meeting convened at 6:00pm.

Approval of Minutes: The minutes from May 22, 2019 were approved.
Animal Services Director Reports: New director Kelli Oakley congratulated by members. She
stated the shelter has a new employee Hannah Slaughter as the Sr. Administration Support
Specialist and still working on other position. A positive case of rabies was found in Allensville
on August 15, 2019 involving 3 people and 1 cat. The one cat was euthanized and Janet Clayton
followed by saying that all 3 people were treated.
Animal Cruelty Reports: Officer Mangum stated that he is working on a horse situation at the
moment and is awaiting veterinarian care but that he is working with the people.
Unfinished Business:
A. Shelter needs for winter months, due to short staff no movement has been made on
researching mobile units. Will discuss more at the next meeting.
New Business:
A. Revisions to Ordinance Section 7 and Section 9
a. Officer Mangum suggesting to make wording changes to section 7 E
dangerous or potentially dangerous to add in livestock. Also in section 9 to
add animals in and reword to remove several “or”. Motion made, seconded
that Director Oakley and Officer Mangum make language changes and send to
Ron Adcock for approval.
Rescue and Shelter Stats: Shelter stats were distributed but did not have rescue stats. (Copy

Adjournment: Motion made, seconded that the next meeting be the second Wednesday in
November, November 13, 2019 at 6:00 p.m. Motion made that the meeting be adjourned and all
approved. The meeting was adjourned at 6:35 p.m.
