05-13-2021 Meeting Minutes AACPerson County Animal Advisory Committee May 13, 2021 Time: 6:00pm Location: Person County Office Building Auditorium Minutes Call to Order: A regular scheduled meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on May 13, 2021. The meeting convened at 6:05pm. Members In Attendance: Members Not In Attendance: Derrick Sims (Cruelty Investigator) Kelli Oakley (Veterinarian) Janet Slivinski Benji Gault Cynthia Martin Janet Clayton Kay Farrell Heath Gill Cathy Williams Kim Woods Approval of minutes from February 11, 2021: Derrick made motion to approve minutes, second by Cathy and approved unanimously. Animal Service Director Reports: Revisions to County Ordinances were approved and are currently in effect. Animal Cruelty Reports: No Cruelty reports. Cathy inquired about the outcome of a recent bite case. Kelli responded and informed committee there has been a large number of bite cases within past 1-2 months. Discussed how all bite cases are managed, investigated and enforced. Kelli also informed committee members that ACO Bowes is receiving training and will be promoted upon training completion to Cruelty Investigator. Unfinished Business: 1. Discussion/Nomination of Vice-Chair position a. Cathy brought to committee member attention that position was listed incorrectly on agenda, and should be corrected to read “Vice-Chair,” per committee by-laws. Secretary noted and corrected. b. Derrick volunteers/agrees to assume Vice-Chair position. Cindy made motion to approve, Kim second, unanimously approved. 2. Term limits within Animal Advisory Committee. a. Discussion re: follow-up/clarification regarding approval of discussed term limits (3 years with ability to renew if no new applicants) with Asst. County Manager. Cindy noted there has been an increase in interest of Citizen at Large position. b. Motion made by Derrick for two consecutive terms of 3 years, followed by a one- year break. If no other applicants, can re-apply for additional terms without breaks. Second by Kim, unanimous approval. 3. Nomination/Vote for Citizen at Large seat on Appeals Sub-Committee (for potentially Dangerous Dog appeals). a. It was advised that three people are to be on committee, Kelli not allowed. Suggestion was made by Derrick that three was not sufficient, and following further discussion, motion was made by Cindy to increase to five members, including one Citizen at Large, one Veterinarian, one Rescue group, Health Department Director, and one County Commissioner. Derrick seconded motion, unanimously approved. b. Derrick and Kay volunteered for Appeals Sub-Committee positions. New Business: 1. Vote of approval of Animal Services SOP (Standard Operating Procedures) a. Spelling and grammatical errors were noted, Request for page numbers to be added, and Rabies Quarantine procedures were questioned and discussed. b. Agreement made to table approval of SOP until next meeting, allowing time for changes to be made and to be resubmitted to members. Other Reports: None. No questions/concerns. Adjournment: Motion made by Cindy, seconded by Derrick that the meeting be adjourned and all approved.
