11-04-2021 Meeting Minutes AACPerson County Animal Advisory Committee November 4, 2021 Time: 6:00pm Location: Person County Office Building Auditorium Minutes Call to Order: A regular meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on November 4, 2021. The meeting convened at 6:00pm Members in Attendance: Members Not in Attendance: Derrick Sims (Cruelty Investigator) Kelli Oakley (City Council Member) Janet Slivinski Janet Clayton Cynthia Martin Kay Farrell Cathy Williams Kim Woods Heath Gill Barbara Harris, DVM Approval of Minutes from May 13 & May 20, 2021: Jan motioned to approve, Kathy second, all approved Unfinished Business 1. Appeals Sub-Committee: Total number of positions must be 4 or less—Re-evaluate/Vote on positions per Person County Rules and Procedures for Animal Advisory Committee. A request was made by members to obtain a copy of this requirement in writing. (Copy attached for review-See Section 3) a. Previous decision was made to have 5 members, consisting of County commissioner, Citizen at Large, Health Dept Director, Veterinarian and Rescue Group Representative. Motion was made to remove Citizen at Large position by Cindy-not approved. -Following discussion of committee positions and review of Rules and Procedures, it was determined that the Dangerous Dog Appeal Sub-Committee is required to include 3 persons determined to be Veterinarian, Professional Animal Management and Animal Welfare. Discussion of what constitutes “Professional Animal Management” person occurred-decision was made that a person that has experience with animal management, but not required to be certified or with state or national organization, so can be a Citizen at Large with animal management experience. -Motion made by Derrick to not change Rules & Procedures, but to proceed with Veterinarian, Animal Welfare Organization (Rescue Group) and Citizen at Large with animal management experience. Second by Heath. Unanimously approved. -Following discussion of Adoption Appeals Sub-Committee positions, motion was made by Cathy that Adoption Appeals Sub-committee will include Citizen at Large, Rescue group and County Commissioner. Second by Dr. Harris. Unanimously approved. 2. Review changes and vote for approval of revised Rules and Procedures for PCAS a. Addition of Section 2C re: Citizen Terms-County Commissioners have approved updated citizen terms. Cathy read minutes from County Commissioner meeting for review, which stated there will be 4 Citizen at Large positions eff. July 2021, in which Position 1 & 2 initially be 2-year term (Kay Farrell, Cindy Martin), Positions 3 & 4 (Heath Gill, Cathy Williams) be 3-year term all beginning July 2021. Following initial term, 3-year terms will apply to all positions. No limits on number of terms a person may serve, but must re- apply following each term. Motion made by Kim to approve, Second by Derrick. Unanimously approved. 3. Review changes and vote for approval of Standard Operating Procedures a. Change Animal “Control” to “Services” throughout b. Spelling and grammatical changes, added page numbers -Cathy and Kelli have reviewed and made edits listed above. Motion by Derrick, second by Kim. Unanimously approved. New Business 1. Positivity & communication with community (Cindy Martin) -Acknowledgement of Career Service Award issued to Kelli Oakley by North Carolina Rabies & Animal Control (NCARCA) -Cindy requested help from Committee with support for shelter and provide positive feedback, etc. on social media, speaking to others, etc. 2. PCAS Adoption/Application Process (Tabitha Briggs) -Discussion of Adoption Application process to help guide staff with matching pets to adopters and reduce returns, complaints, etc. Kay brought up that years ago, they were told applications were not allowed, because we could not deny county residents from adopting “county property.” Discussion amongst members was positive and leaned towards having an application process to decrease failed adoptions, decreased animal control calls, etc. Recommended to have handout for adopters that lists requirements for ownership/county or city ordinances. 2. Set 2022 Meeting Schedule -Third Thursday of every 3rd month at Person County Animal Services Building -Request by Dr. Harris to move time to 6:30pm—all approved -February 17th, May 19th , August 18th, November 17th Other Reports 1. Shelter Stats -Tabitha discussed stats. Closed most of 2020 for Covid. Decrease on intake of dogs, increase in cats. Overall, adoptions are ahead of previous years. High number of euthanasias due to management of hoarding cases and increased intake of feral/non- social/sick cats. -Owner requested euthanasias—we were advised in October that we are no longer able to perform owner requested euthanasias and allow owners to be present or take pets home for burial. The state sees this as practicing Veterinary Medicine, so therefore, any owner requests must sign pet over and owners leave and cannot collect pet remains.
