08-18-2022 Meeting Minutes AACPerson County Animal Services August 18, 2022 Time: 6:30pm Location: Person County Animal Services Minutes Members in Attendance Members Not in Attendance Kay Farrell Janet Clayton Barbara Harris, DVM Shaina Outlaw Cynthia (Cindy) Martin (Animal Cruelty Investigator) Kelli Oakley Derrick Sims Janet Slivinski Cathy Williams Heath Gill Kim Woods Call to Order: A regular meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on August 18, 2022, The meeting convened at 6:31pm Approval of Minutes from November 4, 2021: Motion made by Cathy to approve, Second by Janet S. Open Session delayed due to speaker running late-Committee chose to discuss shelter stats until speaker arrived Reports 1. Shelter Stats – Discussed increase in intakes this year over past years, as well as increase in save rates and movement towards continuing that trend. Overview of call types and number of calls this year vs last (increase of calls by 54 this year). Derrick Sims asked about animal attack calls-if these were other animals coming onto an owners property or occurring off property. Kelli Oakley explained that it is both. Also clarified “Animal Attacked: (animal bitten) vs “Bite” (human bites) calls. Open Session 1. Laurie LaBean spoke on behalf of self, Alycia Hassett, Bonnie Roberson and CT Ralston. Laurie and others have worked with Independent Animal Rescue (Durham) and other rescue organizations in past, but are looking at branching off to new path in community support and rescue (“Family Rescue”). They are looking to form a Pets for Life Program in Person County, specifically aiming to provide assistance, education and support for low-income residents to allow them to keep their pets in homes and provide necessary care (food, shelter/fencing, spay/neuter, etc.) and would like to partner with PCAS. Currently, the initial plan is to have shelter have brochures available with provided services to pass along to residents. Program is meant to be an open-door, non-judgmental assistance to residents in need. Will most likely begin on case-by-case basis, then expand as able or as needs present. 2. CT Ralston inquired about programs in schools. Tabitha Briggs informed due to Covid, we were not able to enter schools over past 2-3 years. We will be planning school events and field trips, as well as other programs (Art program, etc.) to be more involved in school-age education of pet care and shelter services. 3. CT Ralston also inquired about low cost spay/neuter options in Person Co. and why there were none accessible. Kelli Oakley informed there were multiple agencies coming to Person Co in past, but pulled out due to non-participation of residents. Tabitha Briggs also explained veterinarian shortage, and scheduling issues not allowing vets or mobile units to schedule events in Person County, but it is something PCAS is regularly working on to make happen. Closed Session Old Business 1. Gun Policy Update: Kelli Oakley informed AAC that gun policy was reviewed by County Attorney and sent back with recommended revisions. Revisions have been made and has been sent back to attorney and waiting on final approval. New Business 1. Adoption Contract-Tabitha Briggs presented new Adoption Agreement that went into effect 08/18/2022. Minor spelling and grammatical errors were found by members of Committee that will be corrected. 2. Rehoming Option for Residents – Tabitha Briggs informed Committee that PCAS has begun utilizing AdoptAPet’s Rehome feature to allow residents to post and rehome their pet without bringing to shelter. Owner has full responsibility and access of application reviews and chooses adopter, and has support via Rehome website team, so shelter staff are not involved. Adoption fees (set by AdoptAPet) paid by adopter go through AdoptAPet website and are then sent to shelter and not owner. 3. Vice Chair position – D. Sims stated he has been reinstated as County Commissioner seat for AAC, and would be happy to resume his former role of Vice Chair until next County Commissioner is assigned to Committee.
