11-16-2023 Meeting Minutes AACPerson County Animal Advisory Committee November 16, 2023 Time: 6:30pm Location: Person County Animal Services Building Minutes Call to Order: A regular scheduled meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on November 16, 2023. The meeting convened at 6:30pm. Members In Attendance: Members Not In Attendance: Jason Thomas (Cruelty Investigator) Kelli Lewis Shaina Outlaw Janet Clayton Cynthia Martin Kay Ferrell Heath Gill Barbara Harris, DVM Sherry Warren Cathy Williams Kim Woods Approval of minutes from February 16, 2023: J. Clayton made motion to approve minutes, second by S. Warren. Unanimously approved. Unfinished Business 1. Visitation Changes-Update: K. Lewis discussed changes to Visitation hours within shelter. Visitation is from 10-11am and 2-3pm, otherwise we will bring pets up after showing photos to prospective adopters. New visitation is going well, less illness and stress among animals. New Business 1. AC Citizen At Large Updates – Kay Farrell and Cynthia Martin reappointed as of June 30, 2023 for 3-year terms. Introduction of newest member, Sherry Warren. Heath Gill announced he will be submitting resignation, fellow K9 Officer K. Brame will be applying for his position. 2. Future Ordinance Revisions – Sheriff’s office to keep current Animal Ordinances at this time. Ordinances are no longer on PCAS website, but are listed on County website under “Residents” tab. It was discussed that a link to ordinances should be placed on PCAS website for residents’ ease of access, as most people would go to PCAS page before Sheriff’s page or county page. Tabitha Briggs (Shelter Manager) will add to website. 3. Staff Updates – Shelter now fully staffed! Currently shelter positions are Director (Kelli), Shelter Manager (Tabitha), Sr. Admin Specialist (Gracie), Program Coordinator (Laura), Kennel Attendant (Jessie). City ACO (G. Tsoukaris) still holds office at shelter. New Program Coordinator position in charge of events, Volunteer Program, Foster Program and implementation/oversight of other programs through PCAS. She is also now responsible for Rescue Group transfers, allowing Shelter Manager to focus more on medical and administrative tasks for pets within shelter. 4. Upcoming Events/Plans – Christmas for Critters event starting and ending the week before Christmas. Adoption event Nov. 18 at Tractor Supply, Rabies Clinic scheduled for Dec. 6th from 3- 6pm at shelter (1 & 3 year vaccines offered). Article coming out in newspaper soon about changes at shelter and switch of ACOs to Sheriff’s Dept. Other Reports 1. Director Report-Quarantine Periods – Kelli discussed Quarantine periods for animal on animal bites are now being quarantined at home for 45 day period and not being brought into shelter. Animals that have bitten people, and are not current on Rabies vaccination, as well as animal/animal bites that are a safety concern or unable to be properly home quarantined will be brought to shelter for minimum 10 day quarantine period. 2. Shelter Stats – Cat adoptions for 2023 highest ever (229 YTD), tracking for dog adoptions to be higher than previous year. Rescue transfers for Dogs increased over last year by 28%, cat transfers to rescue below last year. Euthanasias reduced overall for both dogs and cats compared to previous years.
