PERSON COUNTY BOARD OF HEALTH MEETING
PCHD CLASSROOM
November 25, 2024
A regular meeting of the Person County Board of Health was held in the Classroom of the Person County
Health Department. The following members constituting a quorum were present: Dr. Jeffrey Noblett,
Phillip Edelblute, Dr. Ben Tillett, Gordon Powell, Dr. Kenneth Strachan, Dr. Stephen Garrett, Dr.
Christopher Atkins and Patsy Clayton. Ted Michie, Dr. Barbara Harris, and Randy Eakes were absent.
LeighAnn Creson, Quality Assurance Specialist, Janet Clayton, Health Director, Jennifer Melton,
Administrative Officer, and Bonnie Holt, Environmental Health Supervisor, were also present.
A. Call to Order
Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 6:00 p.m.
B. Recognition of County Commissioner Gordon Powell
Dr. Jeffrey Noblett expressed gratitude on behalf of the Board of Health for the time that County
Commissioner Powell has served.
C. Public Comment Period
No members of the public were present for comment.
D. Consent Agenda
A revised Department Services Report was distributed to members at the meeting. A motion to
approve the consent agenda was made by Dr. Ben Tillett, seconded by Phillip Edelblute, and the
motion carried.
E. Financial Reports:
• October 2024
• Fiscal Year 2023-2024 Report by Program
A motion to approve the financial reports was made by Dr. Kenneth Strachan, seconded by Dr.
Stephen Garrett, and the motion carried.
F. Budget Amendments
• AA 117 Public Health Infrastructure/Local Workforce Development - $180,796.00
o Funds will be allocated to training ($4,425.00), travel ($11,000.00), and
contracted services ($165,371.00).
• AA 121 ARPA TSF PHS - $100,000.00
o Funds will be allocated to advertising ($5,000.00), brochures ($3,500.00),
contracted services ($86,500.00), training ($1,500.00), and supplies ($3,500.00).
• AA 716 CDC COVID-19 Vaccination Program - $7,885.00
o Funds will be allocated to supplies ($7,885.00).
• AA 719 Bridge Access Program for COVID-19 Vaccines - $43,726.00
o Funds will be allocated to advertising ($3,500.00), supplies ($5,000.00), and
contracted services ($35,226.00).
A motion to approve the budget amendments was made by Dr. Stephen Garrett, seconded by
Phillip Edelblute, and the motion carried.
G. Strategic Plan FY’s 25 & 26
A copy of the draft Strategic Plan was included in Board member packets for review prior to the
meeting. This draft included suggestions from all staff who participated in a group Strategic
Planning session that was open to all employees in October. Janet Clayton reviewed the Strategic
Planning process and draft with the Board, and they provided input on the SWOT (Strengths,
Weaknesses, Opportunities, and Threats) analysis as well as prioritization of objectives. The
suggestions made by the Board of Health will be included in the final draft of the Strategic Plan
and be made available at an upcoming meeting (tentatively 1/27/25) for approval.
H. Staff Liaison Updates
• Personal Health
o 11/26 Person County Group Homes flu vaccine clinic scheduled
o 12/5 CD/STD required state consultant audit scheduled
o 12/11 NCDHHS Perinatal Oral Health virtual course scheduled
o National Animal Shelter Week (Nov 3-9); show of appreciation for the animal shelter
staff-staff donations of animal care needs and a basket full of goodies for the shelter
staff members.
• Environmental Health
o Alan volunteered in Avery County collecting water samples
o Bonnie and Josh attended a career fair at Southern Middle School
o Bonnie and David wrapping up QA for food program for the year
I. Health Director’s Report
❖ Various Updates-
o Opioid Settlement Update= The Trauma Informed Community program workgroup
members participated meetings on 11/15 and 11/18. The committee met on 11/6 and
reviewed quarterly reports. The next meeting is 12/9 to review a funding request. I
represented Person County at the Opioid Settlement Coordinators meeting in
Kernersville on 11/19.
o The annual holiday dinner will be held on Thursday, December 12th at 5:00 pm.
o Alan Gatrell, EHS, deployed to Avery County 11/17-11/21 to assist with Hurricane
Helene recovery efforts.
o On 11/4, the Board of Commissioners voted to remain a single county local CFPT.
o Richard Johnson secured a $3,000 grant from Blue Cross Blue Shield to support
tobacco cessation initiatives.
o I continue to participate in the monthly Region 5 meetings and the monthly
NCALHD meetings
o Annual strategic plan development- Many staff participated in an optional staff
meeting on 10/30 to review the SWOT and prioritize objectives.
o In an effort to increase awareness among AA coordinators, a coordinators’ meeting
was held on 11/7 to review the key points of each AA and discuss how other
programs may assist with the deliverables. There was a follow-up meeting on 11/15
to further discuss AA117 and 121.
o I attended the joint strategic planning session of The Collaboration (NCALHD,
NCAPHA, and NCPHA) on 11/13.
o I am serving as the NCALHD representative on the ANCBH Board. I participated in
the annual meeting on 11/14. I also participated in the NALBOH training on 11/12.
o The offsite clinic process is being reviewed, and feedback will be requested from the
groups that were served by the clinics.
o Giving Back-
• Staff members provided treats for Trick or Treaters on 10/31 from 3:00 –
5:00 pm.
• Staff members donated items to the Person County Animal Shelter in
recognition of Animal Shelter week 11/4-8.
• Staff also provided items to the Person County Veterans Council for the
annual holiday gift bags to the veterans who are in long term care facilities.
This was in recognition of Veterans Day.
• Currently, staff have adopted two children from the Angel Tree and are
working to make their Christmas wishes come true.
❖ Personnel-
o Nutritionist II position has been reposted. To assist with the workload, PCHD has
entered into a contract with a staffing agency that specializes in nutritionists.
❖ Next meeting is Monday, January 27, 2025 at 6:00 pm.
J. Board Member Remarks
Janet Clayton and the Board of Health congratulated Dr. Ben Tillett for receiving the 2024
President’s Award from the Association of North Carolina Boards of Health on November 14.
Patsy Clayton thanked the Board for their recent support.
K. Adjournment
Having no further business to discuss, a motion to adjourn was made by Gordon Powell,
seconded by Phillip Edelblute, and the motion carried.
