FY 2025 Person County RFP 2.17.25 Person County Juvenile Crime Prevention Council FY 2025-2026 Request for Proposals The Person County Juvenile Crime Prevention Council (JCPC) is requesting proposals for fiscal year 2025-2026: The JCPC has studied the risk factors and needs of Juvenile Court involved youth in this county and hereby publishes this Request for Proposals. The JCPC anticipates funds from the NC Dept. of Public Safety Juvenile Justice and Delinquency Prevention in the amount stated above to fund the program types specified below. Such programs will serve delinquent and at-risk youth for the state fiscal year 2025-2026 beginning on, or after, July 1, 2025. The use of these funds in this county requires a local match in the amount specified above. The county can approve programs for 1- or 2-year funding awards, dependent on county approval and programs meeting all requirements. $152,010 20% 02/17/2025 Anticipated County Allocation Required Local Match Rate Date Advertised (Program types that will be considered for funding) Restitution/Community Service Mentoring Teen Court Structured Day Interpersonal Skill Building Mediation Tutoring/Academic Enhancement Parenting Substance Abuse Counseling Family Counseling Gang Intervention/Prevention Gun Violence Prevention Mental Health Assessment System Flow Data (FY 23-24) • 37 juveniles were received at intake. • 12 youth were placed on probation. • 15 youth placed in detention. • 2 youth were committed to a Youth Development Center Complaint Data (FY 23-24) • 80 complaints received, 60 non-school based and 20 school-based offenses. decrease of 16 complaints from previous year. • Rate of 2.16 complaints per-juvenile. YASI FULL-SCREEN ASSESSMENT (34 JUVENILES ASSESSED AND COMPARED AGAINST STATE AVERAGE) Legal History  Previous delinquent referrals and the number of referrals with a result were on par with the State average.  The age at first referral was higher for Person County youth under 12 than the State average (21% vs 9%).  Juveniles with felony referrals were slightly below the State average (32% vs 35%).  Previous weapon offenses and prior detention for youth in Person County were higher than in the State (18% vs 17% and detention rate was 26% vs 20%) Family  For Person youth, the kicked-out average was higher than the State average (19% vs 5%), and Person County had a higher percentage of runaways than the State average (31% vs 21%)  The percentage of Person youth living with a parent/stepparent and sibling/relative was lower than the State average, and the percentage of Person youth with good/some supervision was lower than the State average (59% vs 80%). School  School conflict over the past three months showed infractions on par with the state average, while for academics, Person youth grade averages were higher for C- or lower grades than the State average. Community and Peers  Negative delinquent influence among Person youth was below the State average (29% vs 47%), while gang association was higher (12% vs 7%). Alcohol/Drugs • Alcohol/Drug use was slightly lower overall compared to the State but higher for Person youth under the age of 12. Aggression Displayed a weapon was higher compared to the State average (18% vs 11%), but use of a weapon was lower (3% vs 8%). Per Applicants are being sought that are able to address items below: 1. Program services compatible with research that are shown to be effective with juvenile offenders. 2. Program services are outcome-based. 3. The program has an evaluation component. 4. Program services detect gang participation and divert individuals from gang participation. 5. Awareness of and sensitivity to Racial Ethnic Disparity that exists in the County. 6. Programs are encouraged to provide effective programming that includes restorative justice practices.
