EDC Minutes for January 28, 2025
The Honorable Sherry Wilborn will advise the recommendation to the Person County Board of
Commissioners.
Approval of Minutes:
Chairman McKinney recognized The Honorable Merilyn Newell for the approval of the
November 19, 2024, minutes.
A motion was unanimously approved to approve the November 19, 2024 meeting minutes.

Action Plan Update:
Ms. Lynch starts by reminding the board of the Action Plan they approved in 2024. The
Economic Development staff has reviewed the plan and provided the board with an update
sheet and plans to continue working on items. Lynch requests that the board review the action
plan, and at the February meeting, the board can advise with any recommendations or ideas for
improvement.
Director Report:
Ms. Lynch informed the board about the highlights section in her report, which updates
everyone on events from November 2024 to January 2025. She also wanted to mention a couple
of Upcoming Events of Interest and Person County Updates. As a county, a Civics Class will start
in March and run through May 2025. The application process will begin next week, and there is a
limit of 15 participants. Ms. Strickland, Person County Public Information Office, has taught this
class in other counties.
Staff will meet with the Department of Commerce and the Governor’s office in February.
Additionally, the Person County Commissioners Budget Retreat is on February 18th, and they are
tasked with examining the budget to reduce spending as much as possible.
Dr. Berryhill asked for a pros and cons spreadsheet for the available inventory. Ms. Lynch
responded by being more than happy to provide the website that the state uses, but there is
one issue: a lot of buildings on the market that we are unaware of. Also, there are plans with
Kerr Tar and RTRP to have a firm come in at no cost to the county to look at what we have and

what we are missing and make suggestions. Mr. Eatmon has contacted several agents and
offered to help advertise the properties available within the county.
Dr. McKinney stated that if you have Capital, Capacity, and Connections in the ecosystem, you
are most likely to accomplish what you are working towards.
Ms. Wilborn requested where we are now that the mega site is gone and what the plans are with
the other sites. Dr. McKinney stated that there is no growth without infrastructure, and all
growth is not harmful. Dr. McKinney said Commissioner Wilborn was pointing out that a lot of
education still needs to take place, along with discussions for the decision-makers to make
decisions.
Mr. Lockhart brought up the Western Sewer and the city's 40-year capital improvement plan,
which is updated every 5-10 years. One of the things that will be discussed with the council is
the water and sewer rates. According to Mr. Lockhart, stormwater is actually becoming an issue.
Ms. Lynch speaks on the infrastructure and how she works with LaBella on most projects and
with Mr. Lockhart's staff. Ms. Lynch has received an email from Golden Leaf regarding grant
funding and opportunities. The North Park Site is still under contract, and we hope to close on
that property within 30 days. Regarding Microsoft, there has been a discussion on their needs,
and I have relayed those to LaBella to see if they could do it along with the city.
The discussion shifts to how much the Director should request for the Economic Catalyst Fund.
Lynch informs the board that for several years, the commissioner on the board has proposed an
amount for Economic Development. There has been ongoing dialogue with the board regarding
this amount, and our budget is tight this year. While we have needs and desires, we have been
advised to keep these to a minimum. This issue is usually addressed at the budget retreat and
later brought back to the Economic Development Director.
Board members provide updates:
Mr. Lockhart informed the board that Western Sewer is actively cutting down trees on Chub
Lake Road, right outside the city. For this year, new and special events have been posted on the
Uptown Roxboro Group, and we hope everyone will attend
.
Mr. Blackwell requests that smaller spaces be placed on the site and made available in addition
to all of the larger buildings and sites.
Dr. Senegal announced her resignation on February 28th and is relocating to Charlotte to be
closer to family. Today, enrollments are about 16% above what they were last year, and many of
that group are adult learners who have returned to upgrade their skills. PCC received a 1-
million-dollar gift in their 4th quarter from this community and another 100-thousand-dollar gift
that will go toward the uplift of the Chat building. Person Memorial Hospital fund will be
dissolving as of tomorrow. PCC is a finalist for a National Science Foundation grant that will
support cybersecurity education efforts. In the fall, the first engineering program will be

launched, and we hope to have connections with NC A&T, NC State, and Duke to continue to
build up the workforce for this region. Dr. Senegal stated that she would work until her last day;
her work is vital to her and has been the job of her lifetime.

Foreign-trade zones are designated sites licensed by the Foreign-Trade Zones (FTZ) Board at
which special customs procedures may be used. The U.S. Secretary of Commerce is Chairperson
of the FTZ Board. These procedures allow domestic activity involving foreign items to take
place prior to formal customs entry. Duty-free treatment is accorded items that are re-exported
and duty payment is deferred on items sold in the U.S. market, thus offsetting customs
advantages available to overseas producers who compete with producers located in the United
States.
Person County is in the Greater Research Triangle Zone, also known as Zone #93. Zone #93 is
administered by the Central Pines Regional Council, previously known as the Triangle J Council
of Governments. FTZ #93 serves the Research Triangle region across 15 counties - Chatham,

Proposal for Updating the Roxboro Capital Improvement Plan (CIP)
1. Introduction
The Roxboro Capital Improvement Plan (CIP) 2017–2036 serves as a strategic guide for infrastructure
investment, ensuring the sustainability and efficiency of the City’s water, wastewater, and related public
utility systems. Given evolving infrastructure needs, regulatory requirements, and potential economic
and demographic shifts, an update to this plan is necessary to maintain its relevance and effectiveness.
This proposal outlines the approach and scope of work for updating the CIP to reflect the City's current
and future needs while optimizing funding strategies and prioritizing critical infrastructure
improvements.
2. Objectives of the CIP Update
The primary goals of this update include:
• Assessing the Current Infrastructure Condition: Reviewing the adequacy and condition of
existing facilities, including water supply, treatment plants, wastewater collection, and
distribution systems.
• Incorporating Recent Developments: Factoring in newly completed projects, updated growth
forecasts, and recent changes in regulations or environmental considerations.
• Prioritizing Infrastructure Needs: Evaluating aging infrastructure, capacity constraints, and
emerging needs to develop a prioritized investment plan.
• Optimizing Funding Strategies: Identifying potential funding sources, grants, and financing
options to support future capital improvements.
• Enhancing Long-Term Sustainability: Integrating resilience and sustainability considerations
into capital planning, ensuring long-term serviceability and regulatory compliance.
3. Scope of Work
The CIP update will be structured into the following key tasks:
Task 1: Data Collection & Review
• Review the existing Roxboro CIP 2017–2036 document.
• Gather updated data on infrastructure conditions, demand trends, and regulatory changes.

• Consult with City officials, engineers, and key stakeholders to understand emerging challenges
and priorities.
Task 2: Infrastructure Assessment
• Evaluate the condition and performance of water treatment, wastewater treatment, and
distribution facilities.
• Identify deficiencies, capacity limitations, and rehabilitation needs.
• Assess the impact of recent infrastructure improvements and ongoing maintenance efforts.
Task 3: Growth & Demand Forecasting
• Include updated population and demand projections for water and wastewater services
provided by the City.
• Identify potential economic or industrial developments that could affect service capacity.
• Consider climate resilience and environmental factors impacting long-term infrastructure needs.
Task 4: Capital Project Prioritization
• Reassess previously identified capital improvement projects based on urgency, funding
availability, and strategic impact.
• Develop a revised project list with cost estimates, phasing plans, and funding strategies.
• Rank projects based on regulatory compliance, risk mitigation, service reliability, and financial
feasibility.
Task 5: Financial Planning & Funding Strategies
• Evaluate current and potential funding sources, including grants, state and federal funding
programs, and bond options.
• Identify opportunities for cost-saving measures and innovative financing mechanisms.
Task 6: Final Report & Recommendations
• Develop an updated Capital Improvement Plan with a 20-year planning horizon.
• Present findings and recommendations to City officials and stakeholders for feedback.
• Provide a final document outlining proposed projects, funding strategies, and an implementation
timeline.
4. Deliverables
• Updated Roxboro CIP Report (including project prioritization and cost estimates).

We anticipate completing this update within 6 months, structured as follows:
