PERSON COUNTY BOARD OF HEALTH MEETING
PCHD CLASSROOM
February 24, 2025
A regular meeting of the Person County Board of Health was held in the Classroom of the Person County
Health Department. The following members constituting a quorum were present: Phillip Edelblute,
Antoinetta Royster, Randy Eakes, Dr. Stephen Garrett, Dr. Christopher Atkins, Ted Michie, Dr. Barbara
Harris, Dr. Kenneth Strachan, and Patsy Clayton. Dr. Ben Tillett and Dr. Jeffrey Noblett were absent.
Tabatha Philpott, Nursing Supervisor, Janet Clayton, Health Director, Jennifer Melton, Administrative
Officer, and Bonnie Holt, Environmental Health Supervisor, were also present.
A. Call to Order
Dr. Christopher Atkins, Vice-Chair of the Board of Health called the meeting to order at 6:00
p.m.
B. Public Comment Period
A member of the public, Edward Bryan, attended the meeting. He provided a handout to Ms.
Janet Clayton and spoke to the Board on his concerns regarding cyanobacterial blooms in ponds
and lakes possibly being the cause of UTI infections in Person County. He also voiced concerns
regarding the trash along roadways and about that the many abandoned vehicles and other metals
on private property potentially causing iron overload in drinking water. Ms. Clayton will email
the handout to Board members tomorrow for their review.
C. Consent Agenda
A motion to approve the consent agenda was made by Phillip Edelblute, seconded by Randy
Eakes, and the motion carried.
D. Financial Reports: January 2025
Ms. Janet Clayton reviewed the January financial report with the Board. A motion to approve the
financial reports was made by Ted Michie, seconded by Phillip Edelblute, and the motion carried.
E. Budget Amendments
Person County Health Department is receiving funding to help offset the cost of the required
Child Fatality Prevention Team activities. Currently, Janice Tilley, a retired nurse from Alamance
County assists with case reviews as a contract worker.
• AA 701-Child Fatality Case Reporting – $824.00
o Funds will be allocated to contracted services ($674.00), supplies ($150.00)
A motion to approve the budget amendment was made by Phillip Edelblute, seconded by Randy
Eakes, and the motion carried.
F. Annual Communicable Disease Report
Ms. Janet Clayton presented the 2024 Annual Communicable Disease Report. Person County had
352 reportable cases, which was down from 389 in 2023. 305 cases were sexually transmitted
infections with 198 Chlamydia cases, 87 Gonorrhea cases, and 20 Syphilis cases. There were 5
foodborne illness cases and 42 general communicable disease cases which include Streptococcal A
infection, HIV disease, Latent TB, Dengue, Hepatitis C-Acute, and Hepatitis C-Chronic.
Discussion was held regarding the Dengue case.
G. BOH Operating Procedures-Annual Review
Ms. Janet Clayton provided a handout in Board member packets from UNC School of Government
titled “Open Meetings and Other Legal Requirements for Local Government Boards”. In the
handout it states that “Boards that wish to allow remote participation should establish policies
governing when it will be allowed”. The current BOH operating procedures do not address virtual
meetings. Discussion was held, and it was decided that the Board would vote on the current BOH
Operating Procedures, and Janet will bring back additional virtual option information (platform and
what technology is required) to the next meeting. Phillip Edelblute had a question about Attachment
B, #4 - Members of the board will not ask questions or engage in debate with speakers. Discussion
was held regarding when speaking is allowed by board members.
A motion to approve the BOH Operating Procedures was made by Randy Eakes, seconded by Dr.
Kenneth Strachan, and the motion carried.
H. Staff Liaison Updates
• Personal Health
o STD express clinic services (STD testing for asymptomatic patients) will be starting
soon.
o North Carolina Credentialed Public Health Nurse course will become a requirement
for Public Health nurses in 2027. Two nurses have completed this course and two
more are currently taking the course.
o Two nurses attended the NC annual CD conference in January.
• Environmental Health
o Submitted final documents for 2024 QA.
o There have been a lot of inquiries about properties and site evaluations due to the
recent tax reevaluation; some property owners have applied for site evaluations;
however, the evaluation timeline will not meet the appeal deadline of March 1st.
Applicants are being provided documentation stating this to provide to the tax office.
I. Health Director’s Report
❖ Budget-
o Personnel Budget- submitted 1/8
o Technology Budget- submitted 1/3
o Operating Budget- submitted 2/7
❖ Various Updates-
o Opioid Settlement Update= The next committee meeting is March 5th.
o On January 28th, the Accreditation Team participated in the annual state update and
convened the following week to discuss changes and to plan for the upcoming cycle.
o All staff participated in the Title VII- Harassment – Discrimination Training provided
by county HR.
o On February 5th, I participated in the Vaya Regional Board meeting along with
Commissioner Royster.
o The quarterly CFPT meeting was held on 2/5.
o The HIPAA Risk Assessment draft report was reviewed on 2/21.
o The PCHD trailer has been updated with the new logo using grant funds.
o I attended the quarterly NCAPHA meeting on 2/18.
o Ben Tillett and I participated in the ANCBH virtual training the evening of February
10th.
o PCHD staff participated in the Person County Schools Preschool outreach event on
2/22.
o “Huddle Up with Human Services and the Health Department” event was held on
2/24 in the FEMA Room and will continue quarterly.
o I continue to participate in the monthly Region 5 meetings and the monthly
NCALHD meetings
❖ Personnel-
o Nutritionist II position has been reposted.
o Public Health Nurse II position was reclassified to a PHN III position and will be
posted.
❖ Next meeting is Monday, March 24, 2025 at 6:00 pm.
J. Board Member Remarks
There were no board member remarks for this meeting.
K. Closed Session
A motion was made by Dr. Stephen Garrett, seconded by Randy Eakes, and passed unanimously
to enter into Closed Session per General Statute 143.318.1 1(a)(6) for the purpose to discuss
personnel with the following individuals permitted to attend: Health Director Janet Clayton.
A motion was made by Dr. Stephen Garrett, seconded by Patsy Clayton, and passed unanimously
to return to open session.
A motion to approve Ms. Janet Clayton’s outside employment as a travel advisor was made by
Dr. Stephen Garrett, seconded by Patsy Clayton, and the motion carried.
L. Adjournment
Having no further business to discuss, a motion to adjourn was made by Dr. Kenneth Strachan,
seconded by Dr. Stephen Garrett, and the motion carried.
