Environmental Issues Advisory Committee Meeting Minutes
Person County Senior Center Social Hall, 87 Semora Road, Roxboro, NC 27573

Voting Members Present: Bob Brauer, Steve Evans, Sammy Clayton, Cheryl Allen, Holly Emerson
Others Present: Nancy McCormick, Bo Freeman, Tracy Ellixson
The monthly meeting was called to order at 5:30 p.m. by Bob Brauer, President.
A quorum of voting members was present.
BUSINESS DISCUSSION:
● Meeting Minutes Approval: January 2025 minutes were unanimously approved with no further
discussion or changes.
● Introduction of new attendees: Holly Emerson representing Brushy Fork Township, and Tracy
Ellixson as our new County Commissioner counterpart.
● Book Distribution: Cheryl presented her findings and recommendations for our next elementary
school book purchase. The book “Go Green” can be purchased for approximately $10. The
purchase of nine copies using our 2024 funds was unanimously approved. Nancy McCormick
agreed to make the purchase through her office to avoid paying sales tax.
● Sticker Purchase: Bob requested the purchase of additional ‘Every Litter Bit Hurts’ stickers for
distribution at our public events. $150 was unanimously approved to purchase approximately
300 stickers from R&S in Roxboro using our 2024 funds. The purchase will be billed to Nancy
McCormick’s office.
● 2025 Litter Sweeps: The Spring Litter Sweep has been confirmed for April 12th. Bob will see
that this is posted on social media.
● Solar Projects:
○ Cypress Creek Solar is proposing the Hyco Solar project in coordination with Duke
Energy. Harrison Cole from Cypress Creek will attend our March meeting to review the
projects and seek EIACs endorsement.
○ Bob attended a presentation by NC Clean Energy Tech Center on January 23rd at PCC.
This NC State group provides information and guidance on energy technologies to
counties through the NC Extension Office and will be a helpful resource for the future.
● MEC Project Update:
○ Sammy reported that he is seeing significant road damage on Helena Moriah Road from
heavy construction traffic.
○ Bob reported that the lawsuit against Dominion/Embridge is still in progress. The lawsuit
contains four claims, three of which were dismissed by the Person County court but are
still being pursued in the state appellate court. Hearing dates for all four claims are
unknown at this time.
● Microsoft Megasite:
○ Open questions on this project were discussed including expected power usage,
supplemental onsite power generation requirements and water usage.
● Hyco Coal/Gas Conversion:
○ This project has similar issues to the MEC project. We discussed applying lessons
learned from MEC to get changes which would benefit the surrounding community
including improved erosion control during construction and real-time comprehensive
pollution emission monitoring.
● 2025 CT article plans and status: Discussion on ideas and plans for future articles for the CT
newspaper.
○ January - Clean Water Act (Published)
○ February - 2024 NC Climate Report (Drafted)
○ March - Responsible Pesticide Usage
Possible future topics: Hydrogen power generation, Adopt a highway update, Super fund
site update, Invasive species, Clear Cutting Impacts
There being no further business the meeting was adjourned at 6:35 p.m. Next meeting is March 6, 2025 at the
Senior Center Social Hall at 5:30 p.m.
