03-24-2025 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD CLASSROOM March 24, 2025 A regular meeting of the Person County Board of Health was held in the Classroom of the Person County Health Department. The following members constituting a quorum were present: Phillip Edelblute, Antoinetta Royster, Ted Michie, Dr. Barbara Harris, Dr. Kenneth Strachan, Patsy Clayton, Dr. Ben Tillett and Dr. Jeffrey Noblett. Dr. Christopher Atkins, Dr. Stephen Garrett, and Randy Eakes were absent. Tabatha Philpott, Nursing Supervisor, Janet Clayton, Health Director, Jennifer Melton, Administrative Officer, LeighAnn Creson, Quality Assurance Specialist, Richard Johnson, Health Educator, and Bonnie Holt, Environmental Health Supervisor, were also present. A. Call to Order Dr. Jeffrey Noblett, Chairman of the Board of Health called the meeting to order at 6:00 p.m. B. Public Comment Period No members of the public were present for comment. C. Consent Agenda A motion to approve the consent agenda was made by Dr. Kenneth Strachan, seconded by Ted Michie, and the motion carried. D. Financial Reports: February 2025 A motion to approve the financial reports was made by Dr. Barbara Harris, seconded by Phillip Edelblute, and the motion carried. E. 2024 State of the County Health Report Board of Health members received a copy of the 2024 State of the County Health Report in their packets for review prior to the meeting. Richard Johnson, Health Educator, gave a brief review of the report which included progress on the Community Health Improvement Plan, data relative to teen pregnancy, obesity, communicable disease, leading causes of death for 2018-2022, and substance abuse, as well as information about emerging issues in public health and new/paused/discontinued initiatives since the last Community Health Assessment. This report will be made available on the Person County Health Department website. Antoinetta Royster asked if reports from past years are available to citizens for review to compare data. LeighAnn Creson confirmed that data from previous years is available on the website. F. Follow-up from February 24, 2025 Meeting Ms. Janet Clayton provided follow-up from the last meeting on the following topics: • Cyanobacterial blooms in ponds and lakes- Ms. Clayton has been in contact with Duke Energy, and they have a report they will send once it is complete. Ms. Clayton will bring this information to the Board at an upcoming meeting. • Junk cars- handled on a case-by-case basis once they are reported to Planning & Zoning. • Trash- Sheriff’s Office and Department of Transportation are working together to address roadside trash complaints. If there is a concern about solid wastes on property, then Environmental Health staff will assess to determine which agency would be most appropriate to address the issue. Agencies have jurisdiction limits. • Remote meeting information- Ms. Clayton provided information on remote meetings from UNC School of Government and several other counties. Options were discussed and it was decided that Board members will be able to participate remotely but will not be counted toward a quorum nor be the deciding vote on any matter before the Board. Ms. Clayton will amend the BOH Operating Procedures and present them at an upcoming meeting for review and approval. G. Annual Child Fatality Prevention Report Ms. Janet Clayton explained the process of the Child Fatality Prevention Team and presented the 2024 Annual Report. A motion to approve the 2024 Annual Child Fatality Prevention Report was made by Patsy Clayton, seconded by Phillip Edelblute, and the motion carried. H. Staff Liaison Updates • Personal Health o Follow-up from Dengue case mentioned at the last meeting-travel was involved; the person had traveled to Mexico. o 3/15 Tabatha and another staff member attended a health fair at Person High School. o 4/1 interviewing for PHN III. o 3/22 death in Person County from Flu A. • Environmental Health o Bonnie Holt assisted Jennifer Brown with Cooperative Ext. in teaching a food safety class. o Gearing up for swimming pool season. Antoinetta Royster informed the Board that she is getting calls/texts with concerns from citizens regarding incidences with public housing. Ms. Royster explained to the individuals that these are private landlord issues and not in the jurisdiction of the Board of Health. I. Board of Health Advocacy • NALBOH Midwinter Leadership meeting • NACCHO Capitol Hill Day Event Dr. Ben Tillett shared his experience in participating in Hill Day February 24-26, 2025. J. Health Director’s Report ❖ Budget- o Personnel Budget- submitted 1/8 o Technology Budget- submitted 1/3 o Operating Budget- submitted 2/7 o Met with county management on 3/10 ❖ Various Updates- o Opioid Settlement Update= The committee met on March 5th. A funding recommendation will be presented to the Commissioners on April 21st. The annual community meeting will be June 5th at 10:00 a.m. o Person County Schools’ representatives and I attended the NCACC NC Summit on Reducing Overdose March 18-20. o Ben Tillett and I participated in the ANCBH Board meeting on March 19th. o Epi Team held its quarterly meeting on 3/6. o Management Team members participated in the regional leadership meeting on March 7th in Colfax. o Dawn Coleman and Carol Carr participated in a regional staff retreat March 12-14. o I provided information about PCHD services during the Person County Civics Academy on March 13th. o I continue to participate in the monthly Region 5 meetings and the monthly NCALHD meetings. I also participated in the annual Public Health Leaders Conference March 13-14. o PCHD staff participated in the Community Wellness Fair at PHS on 3/15. o I attended the Person County Animal Services Advisory Board meeting the evening of March 20th. ❖ Personnel- o Nutritionist II position has been reposted. o Public Health Nurse III position has been posted. ❖ Next meeting is Monday, April 28, 2025 at 6:00 pm. K. Board Member Remarks Antoinetta Royster shared her experience at the Hill Day event. She also stated she has been appointed to serve on the NACo Healthy Counties Committee. L. Adjournment Having no further business to discuss, a motion to adjourn was made by Patsy Clayton, seconded by Dr. Ben Tillett, and the motion carried.
