Ray Jeffers The Board of Commissioners for the County of Person, North Carolina, met in regular session on Monday, October 1, 2018 at 7:00pm in the Commissioners’ meeting room in the Person County Office Building. Chairman Kendrick called the meeting to order. Vice Chairman Powell offered an invocation and Commissioner Puryear led the group in the Pledge of Allegiance. DISCUSSION/ADJUSTMENT/APPROVAL OF AGENDA: A motion was made by Commissioner Jeffers and carried 5-0 to approve the agenda. PUBLIC HEARING: REQUEST TO ADD BUTTERFLY TRL, A PRIVATE ROADWAY, TO THE DATABASE OF ROADWAY NAMES FOR E-911 DISPATCHING: A motion was made by Commissioner Puryear and carried 5-0 to open the duly advertised public hearing for a request to add Butterfly Trl, a private roadway, to the database of roadway names for E-911 dispatching. Sallie Vaughn, GIS Manager requested the Board to add Butterfly Trl, a private roadway, to the database of roadway names for E-911 dispatching. She stated the owner of parcel A65 23 applied for permits to construct a new home accessed via private driveway, which is currently used to access two existing homes. The existing homes are currently addressed as 10887 Durham Rd and 10889 Durham Rd and the new home will be located between them. Being on the odd numbered side of Durham Rd, there are no numeric values between 10887 and 10889 to apply to the new home. Ms. Vaughn noted the addition of that third residence along a 700ft. private driveway necessitated the naming of the driveway per Person County’s Ordinance Regulating Addressing and Road Naming. Ms. Vaughn said the owners of the existing homes and the new home agreed unanimously on the name Butterfly Trl which was compliant with local ordinance. She added that the proposed new private roadway required two residences to change their addresses. Property owners are aware and will have one year to incorporate their new address. Both the old addresses (Durham Rd) and new addresses (Butterfly Trl) will be active in the 911 system during that time. October 1, 2018 2 As required by North Carolina General Statute 153A-239.1(A), a public notice was published in the Roxboro Courier-Times. A sign advertising the public hearing was placed at the proposed roadway location approximately two weeks prior to this public hearing. There were no individuals appearing before the Board to speak in favor of or in opposition to the request to add Butterfly Trl, a private roadway, to the database of roadway names for E-911 dispatching. A motion was made by Commissioner Puryear and carried 5-0 to close the public hearing for a request to add Butterfly Trl, a private roadway, to the database of roadway names for E-911 dispatching. CONSIDERATION TO GRANT OR DENY REQUEST TO ADD BUTTERFLY TRL, A PRIVATE ROADWAY, TO THE DATABASE OF ROADWAY NAMES FOR E-911 DISPATCHING: A motion was made by Commissioner Puryear and carried 5-0 to approve the addition of Butterfly Trl., a private roadway, to the database of roadway names for E- 911 dispatching, as presented. INFORMAL COMMENTS: There were no comments from the public. DISCUSSION/ADJUSTMENT/APPROVAL OF CONSENT AGENDA: A motion was made by Commissioner Jeffers and carried 5-0 to approve the Consent Agenda with the following items: A. Approval of Minutes of September 4, 2018, B. Approval of Minutes of September 17, 2018, C. Budget Amendment #6 Carry Forwards, D. Budget Amendment #7, and E. Resolution Approving Required Match up to $401,031 to Rural ReadySites Program Grant October 1, 2018 3 UNFINISHED BUSINESS: TOURISM DEVELOPMENT AUTHORITY 2017-2018 ANNUAL REPORT: The Board requested a follow-up report from Tourism Development Authority (TDA) Director, Margaret McMann for more detailed information related to the TDA expenditures. Ms. McMann provided a Munis generated report listing all expenses for Fiscal Year 2017-2018 as well analytic data from August 1, 2017 to August 1, 2018 from Bar-Z Mobile Development for the Explore Roxboro mobile app. Ms. McMann stated the TDA website has reached people across the state; she did not have the detailed data for the TDA website but would send it along to the County Manager once she receives from Everwonder. Ms. McMann stated the TDA’s mission statement is to promote the growth of responsible tourism through marketing strategies and programs that balance economic growth with the need to preserve the natural and cultural heritage of the Roxboro and Person County area. Ms. McMann said occupancy tax revenue is spent for advertising, promotion and funding organizations that will bring events for a result in increased overnight stays. Ms. McMann noted TDA does enhance businesses through marketing brochures highlighting services of business and restaurants. She added that targeted market e-newsletters are sent to all of the bordering states. Ms. McMann advocated for a Visitor Center for a one-stop for tourists, property owners and potential business prospects. County Manager, Heidi York noted that the Visitor Center was a top goal in the last version of the Future’s Strategic Plan. Commissioner Jeffers asked about billboard advertising in areas outside of Person County to promote county events. Ms. McMann stated her plans to inquire with the independent billboard companies for potential future advertising. Vice Chairman Powell asked about the TDA office lease to which Ms. McMann said the current lease runs through the end of June 2019. October 1, 2018 4 APPOINTMENT TO JUVENILE CRIME PREVENTION COUNCIL: Clerk to the Board, Brenda Reaves presented two student applications for consideration of appointment noting that Vice Chairman Powell along with Juvenile Crime Prevention Council (JCPC) members recruited for a vacancy for a person under the age of 18. Ms. Reaves noted there are two vacancies for a person under the age of 18, however one of the vacancies, per state legislation, mandates participation on the State Youth Council. Ms. Reaves further noted that neither of the applicants participated on the State Youth Council, resulting that only one could be appointed to the person under the age of 18 vacancy. Ms. Reaves provided a possible solution as the Person County JCPC may have up to 26 members per the designations outlined in the General Statute; Person County may appoint up to seven members representing as citizens-at-large, each for a 2-year term, and currently there are six. 1-Year Initial Term: 1 position for a person under the age of 18 1) Hailey Bruce requested appointment 2) Courtney Paylor requested appointment Ms. Reaves asked the Board to nominate and appoint as deemed appropriate. Vice Chairman Powell expressed his desire to appoint both students for an initial one-year term. A motion was made by Vice Chairman Powell and carried 5-0 to appoint Hailey Bruce to represent as the person under the age of 18 on the JCPC for an initial one-year term, and to appoint Courtney Paylor to represent as a citizen-at-large on the JCPC for an initial one-year term. October 1, 2018 5 CHAIRMAN’S REPORT: Chairman Kendrick reported positive feedback he received from county convenience stores related to the Board adopting the Brunch Bill. Chairman Kendrick thanked Vice Chairman Powell as well as staff for accommodating the last Board meeting for his attendance via telephone conference call. MANAGER’S REPORT: County Manager, Heidi York did not have a report. COMMISSIONER REPORT/COMMENTS: Vice Chairman Powell announced the NC Agriculture Commissioner Steve Troxler will be in Person County on November 1, 2018 at 8:30am in the County Office Building Auditorium. Commissioner Puryear commended the organizers of the recent Relay for Life event held on September 28, 2018. Commissioner Clayton thanked the Board members and staff that attended the Kerr Tar Region Council of Government awards banquet. Commissioner Jeffers reported his participation with the following: o PECIL students on Constitution Day addressing the importance of voting, o 4-H Advisory Meeting, o Roots and Wings special showing of Resilence, along with Vice Chairman Powell and Commissioner Clayton, o Welcomed and congratulated Shady Hill Baptist Church on celebrating its 150th anniversary as well as the 30th pastoral anniversary of Senior Pastor, Dr. James Richmond, o NACo webinar focusing on recycling, o Town Hall meeting on October 9, 2018 starting at 10:00am at Roxboro City Hall focusing on behavioral health service needs. October 1, 2018 6 Chairman Kendrick recognized Commissioner Clayton as the new Chair of the Kerr Tar Region Council of Government as well as County Manager, Heidi York as the recipient of the Outstanding County Manager award for the Kerr Tar Region Council of Government.
