The Board of Commissioners for the County of Person, North Carolina, met in
recessed session on Wednesday, September 23, 2009, at 9:30 a.m. in the Commissioners’
meeting room in the Person County Office Building for the purpose of meeting with
Army Officers to discuss emergency preparedness and emergency response.
Chairman Lunsford called the meeting to order.
County Manager, Heidi York told the Board of the 97th Civil Affairs Battalion
Training Exercise in Person County to assist the Army for future deployments. The
exercise typically consists of identifying a civil vulnerability with the guidance of the
local governance, conducting an assessment to identify the root causes of those
vulnerabilities and developing/recommending programs to mitigate those vulnerabilities.
The exercise will focus on Emergency Preparedness and Response in Person County.
Ms. York stated she has a de-brief meeting scheduled on September 25th following the
completion of the exercise. Ms. York introduced the Civil Affairs Team 723 led by CPT
Christian Carr.
CPT Carr introduced the CSMS 723 Team from Ft. Bragg, and briefed the board
using the following presentation noting the purpose of the brief is to highlight the
capabilities of his team as well as recommend ways they can be utilized.
SFC Acebedo talked about the Civil Affairs Core Tasks including Populace and
Resource Control, Foreign Humanitarian Assistance, Nation Assistance, Civil
Information Management, and Support to Civil Administration explaining they would
provide access, information and influence using one or multiple core tasks to accomplish
the mission.
CPT Carr stated the objectives as illustrated in the presentation are a blueprint of
how the operations would be conducted. Initially the team would enter an area per the
Ambassador’s guidance focusing on a certain civil vulnerability. The team would make
an assessment with key and informal leaders in that area, map human terrain, clearly
identify civil vulnerabilities, seek priorities from the Ambassador, develop, enable and
execute mitigating projects that reduce civil vulnerabilities with a goal to transition with
host nation sustaining programs.

The County Manager stated the Civil Affairs Team would be working with the
Emergency Services Director, Michael Day, and the Health Department Director, Janet
Clayton to review Person County’s emergency response plan to identify weaknesses and
make recommendations for improvements.
Commissioner Clayton thanked each of the Army Officers present for their
service. Chairman Lunsford thanked the Civil Affairs Team for the presentation.
CPT Carr thanked the Board for the opportunity to train in Person County to
improve their skills.
Emergency Services Director, Michael Day told the Board a report from the Local
Emergency Planning Council will be forthcoming. Mr. Day noted the Hazard Mitigation
Plan review and update has produced a list of deficiencies from FEMA for Person County
to correct. Mr. Day would like the Civil Affairs Team to review the Hazard Mitigation
Plan and make recommendations.
RECESS:
A motion was made by Commissioner Jeffers, seconded by Commissioner
Clayton, and carried to recess the meeting at 9:55 a.m. until October 1, 2009, at 6:30
p.m. in the County Office Building Auditorium for the purpose of a joint session meeting
with the Board of Education.
