Yarborough, Jr. ************************************************************************ The Board of Commissioners for the County of Person, North Carolina, met in regular session on Monday, February 18, 2008 at 9:00 a.m. in the Commissioners’ meeting room in the Person County Office Building. Chairman Lunsford called the meeting to order. Commissioner Clayton led in prayer and Commissioner Bowes led the Pledge of Allegiance. DISCUSSION/ADJUSTMENT/APPROVAL OF AGENDA: A motion was made by Commissioner Yarborough,seconded by Commissioner Clayton and carried to add a Proclamation for Entrepreneurship Week and discussion of the Settlement Agreement relative to Person County PRIDE vs Person County. INFORMAL COMMENTS: Lisa Lunsford:Website-co owner, founder-Tech. 9:05 –Would like to have a proposal of company’s proposal. APPROVAL OF MINUTES: A motion was made by Commissioner Bowes,seconded by Commissioner Clayton, and carried to approve the minutes of February 4, 2008. ADMINISTRATIVE REPORTS: A motion was made by Commissioner Puryear,seconded by Commissioner Yarborough, and carried to approve and accept the following Administrative Reports: Detention Center, Emergency Medical Services, Inspections, Public Library. PRESENTATION OF 2007 COMMUNITY HEALTH ASSESSMENT: Susan Burnett, Coordinator for Healthy Personians, data = info. gathered from 600 Personians. Began in March 2007 –primary data was collected through random survey –secondary data is from NC Inst. For Publ Health Depts.–at health.personcounty.net –key points –health data –death rate –leading cause of death 2001-05 –heart, cancers, storke, chronic reps. Dis –motor veh.–diabetes, pneu., kidney, suicide. Males 57% higher than females . death rate higher for males –total rate for minorities 13% higher than whites. 936 new cases of cancer 2000-04; February 4, 2008 2 Comm. Health Survey –671 participants –cancer, hd, obesity, diabetes, problems with aging. Most unhealthy –alco., tobacco,----; Community issues: unemployement, gang activities, affordiability of health ser, low income, droppoing out of school, health ins, neglect & abuse, lack of facilites. Next health assessement –2008-12: CIVIL AIR PATROL PRESENTATION TO BOARD: Paul Meade, Captain, CAP, (9:17) CAP –volunteer –Air Force Auxiliary –develop youth as Cadets – Core Missions –Aerospace Education Cadet Program, Emergency Services, Disaster Relief, Humanitarian Services, Emergency Communications Network. Lt. Savoy: (9:23) Communications – Person County well placed to use services provided by CAP Cadet Program –leadership training-moral leadership, Services for PC: Youth Program Aerospace Edu. Acti Search & rescue Traing for members & Community Communication Network for first responders Flight clinics and other flight training. Will greater awareness among community More traffic to ariprot More volunteers from community A leadership gprogram for youths Support of a vulauabe service from a volunteer nonprogrift WANT: Establish a squadron in Person County –would like to be at the airport, if not some space for training.Find a location for a squadron. Space for approximately 20-40 people. Cadets meet once a week. Need to find a location, then recruitment. Mgr; BOC will consider and get back in touch. February 4, 2008 3 APPROINTMENT TO FIREMAN’S RELIEF FUND TRUSTEES FOR WOODSDALE VOLUNTEER FIRE DEPARTMENT: A motion was made by Commissioner Clayton,seconded by Commissioner Yarborough and carried to appoint Lee May and Aron Lappin as Fireman’s Relief Fund Trustees for the Woodsdale Volunteer Fire Department as required by North Carolina General Statute. REPORT OF UNPAID TAXES THAT ARE LIENS ON REAL PROPERTY: As required by G.S. 105-369(a), unpaid taxes are to be reported as of February 4, 2008. Tax Administrator Russell Jones reported that the unpaid taxes on 3,341 properties as of February 4, 2008 were as follows: 2007 Real Taxes Unpaid $1,487,977 Interest 39,970 $1,527,947 Mr. Jones told the Board that of the current date, the total is $1.3m. ADVERTISEMENT OF UNPAID REAL ESTATE TAXES: A motion was made by Commissioner Yarborough,seconded by Commissioner Puryear and carried to set the date of March 8, 2008 as the advertisement date for delinquent 2007 real property taxes. CONSIDERATION OF DATE FOR BOARD OF EQUALIZATION & REVIEW: A motion was made by Commissioner Clayton,seconded by Chairman Lunsford and carried to set the date of April 7, 2008 at 1:00 p.m. for the Board of Equalization and Review. The motion further included that the Board of Equalization and Review adjourn no later than 4:30 p.m. on April 7, 2008 February 4, 2008 4 PROCLAMATION OF PERSON COUNTY DESIGNATING FEBRUARY 23 -MARCH 1 AS ENTREPRENEURSHIP WEEK: A motion was made by Commissioner Clayton,seconded by Commissioner Puryear and carried to adopt the following Proclamation designating February 23-March 1, 2008 as Entrepreneurship Week. PROCLAMATION DESIGNATING FEBRUARY 23 –MARCH 1, 2008 ENTREPRENEURSHIP WEEK IN PERSON COUNTY WHEREAS,Entrepreneurship is vital to Person County’s growth and prosperity; and WHEREAS, Most of the new jobs created throughout the United States in the past decade have come from the creative efforts of entrepreneurs and small businesses;and WHEREAS, Seventy-five percent of the net job growth in North Carolina today comes from businesses employing fewer than 100 people; and WHEREAS, Entrepreneurs contribute positively to our economy and serve as innovators and valuable resources for improving communities across our state and nation as places to live, work, and play; and WHEREAS, Seventy percent of high school students want to become entrepreneurs, and entrepreneurial skills will assist students in the future regardless of whether they work in a business owned by others or run their own businesses; and WHEREAS, National Entrepreneurship Week helps raise awareness of the innovative ways in which entrepreneurship education can incorporate the core academic, technical, and problem-solving skills essential for aspiring entrepreneurs and successful workers in the jobs of the future. NOW, THEREFORE,The Person County Board of Commissioners does hereby proclaim February 23 through March 1, 2008 as Entrepreneurship Week in Person County and encourage all citizens to celebrate the achievements of entrepreneurs in this county and recognize their many contributions to our continued economic prosperity. CHAIRMAN’S REPORT:None February 4, 2008 6 MANAGER’S REPORT: ►March 10,2008 is the next Board meeting. ►MaxWay Lease Agreement –Deferred until March 10 –further discussion warranted. ►Cooling towers lifted off County Office building on Saturday. ►Fire Inspections –All volunteer departments passed State Inspection. ►Smoking –City Council deferred to Board of Health –Board of Health will meet on February 25, 2008 ►Resolution –Railroad ►Budget Work continuing. COMMISSIONER REPORTS/COMMENTS: Clayton: Recycling initiative –put on further agenda –appoint solid waste recyling committee Noise Ordinance Re: dragway –will be before board at later date Yarborough: Solid Waste Adv. Committee –(met last Tuesday)–4 members currently – Lunsford: revitalize committee with members who have an interest –advertise for vacancies –would like to see recycling move forward Yarborough –find a way to inspect landfill (has an idea) Clayton: maybe need a recycling committee –outside SWAC –adhoc of SWAC Carpenter –OPC will get back in touch with BOC – Puryears –let OPC deal with leasing –next meeting look at legal issues –inquire cost involved for rent –positive comments – Carpenter –Jim Martin –in charge of transition for CFN February 4, 2008 7 ADJOURNMENT: p/b 10:40 a.m.
