Yarborough, Jr. ************************************************************************ The Board of Commissioners for the County of Person, North Carolina, met in Budget Work session on Monday, June 9, 2008 at 6:30 p.m. in the Commissioners’ meeting room in the Person County Office Building. Chairman Lunsford called the recessed meeting to order. 1. Gordon Powell, Chairman, Person County Board of Education - Current budget crisis is not result of mismanagement, but long term underfunding. School budget is a needs based budget. Asked that schools be made a priority. Perfect time for County to use “rainy-day funds” to correct disparities in the school system. 2. Jerry Ball – Director Of School Custodial Services – Custodial jobs will be cut because of lack of funding to schools. Reconsider funding for schools. 3. Pat Hill – Urged funding for Person Industries – MRF will become a profitable venture and will provide employment. 4. Patrick Riley – Brought a “Gripe List” – Spoke about Zoning, Well Head Protection Act, school bus garage, textbooks at PCC, use of emergency funds to replace doors at schools. Foolishness needs to stop. 5. Jimmy Wilkins – School system eliminated 39 positions last year. With proposed 2008-09 budget-18-24 more positions to be eliminated. Proposed that a formula be developed to get schools to state average. School budget is transparent. Original request is not out of line with year before. Funding is out of line. Education is not a priority with Board of Commissioners. 6. William Barnes – PCC – Needs minimum of $60,000 over current operating budget. This is $39,683 more than the current recommendation. $200,000 more for Capital Outlay for roof replacement for Building G. 7. Faye Boyd –Recycling should be a priority. Recommended a four-day work week for county departments and schools, limiting PATS bus trips to two rounds a week; require recreation services to be funded privately and Commissioners donate their salaries to the school system. Prioritize needs. June 9, 2008 Budget Session Public Comments 6:30 p.m. 2 8. Wayne Penland - Moved here from Alamance County – There are ways to cut needless spending. 9. Bryan Glei – Should be looking at living within means – base budget on revenue generated on tax base we have. 10. Ronnie Dunevant – roots & wings - Asked Board to restore funding. 11. Jean Overton – Roxboro Area Chamber of Commerce EDC Center – Give Consideration for funding for EDC Center. 12. C. T. Hall - Treat all citizens fair. Don’t raise taxes more than growth. Hold the tax rate. 13. Jay Hazel – Education funding – critical time in funding for education. Work with Board of Education to find answers to funding issues. Revisit with Board of Education to better understand needs. 14. Sybil Burlingham-Knapp - Fund education – Provide great education system. 15. Dr. Larry Cartner - $11.8 is what is needed. County has 3.3M to give to schools. 16. Clyde Whitfield – Cut expenses and reduce taxes. 17. Earl Gillis - Spoke on behalf of Board of Education, they are not padding their budgets. Urged funding schools for schools. 18. Jerome Sedelmeyer – Youth for Christ - Funding for Schools – Keep taxes Level. 19. Kim McCowan – School needs – need formula in place for school funding. 20. Barbara King – School needs – do what can to get education funds up 21. Joanne Sedlemeyer - $11.8 will keep things status quo. Allow schools to maintain. 22. George Naylor - Reduce Taxes 23. Betty Blalock –Not against education, but need to bite the bullet; school administration should take cuts. Asked Commissioners to not take money from places that are not healthy for the citizens.
