The Board of Commissioners for the County of Person, North Carolina, met in regular
session on Monday, January 8, 2007 at 7:00 p.m. in the Commissioners’ Room of the Person
County Office Building.
Chairman Lunsford called the meeting to order. Commissioner Clayton led in prayer and
Commissioner Bowes led the Pledge of Allegiance.
PRESENTATION OF THE ORDER OF THE LONG LEAF PINE: With pleasure
Chairman Lunsford, on behalf of Governor Michael Easley, presented The Order of the Long
Leaf Pine to Joy Horton Hill. Ms. Hill retired on November 30, 2006 from the Person County
Sheriff’s Department after thirty (30) years of service. She holds the distinct honor of being
Person County’s first female D.A.R.E Officer, Person County’s first Captain Deputy Sheriff and
Person County’s first Chief Deputy. She began work for the Sheriff’s Department in 1976 as a
Records Clerk and was promoted to an Office Deputy in 1978. In 1989 she was named Sgt.
D.A.R.E. Officer and in 1990 was promoted to Chief Deputy, a position she held until
retirement.
DISCUSSION/ADJUSTMENT OF AGENDA: None
INFORMAL COMMENTS:
Ken Hill – Member of Solid Waste Advisory Committee (PC PRIDE) – Grant
information distributed to members of the Board – Grant has to be submitted by February 9,
2007. Purpose of grant is to assist local governments and not-for-profit agencies in expanding,
improving and implementing waste reduction programs in North Carolina. Grant will require a
10% local match. Asked for permission to submit grant application. Need support from Board.
A school program has been developed and delivered to the Chairman of Board of
Education – Asked permission to go before BOE to submit the plan, which would satisfy one of
the grant requirements.
Carson Pleasant – Student – Roxboro Community School – Spoke on littering in Person
County which is a dangerous situation for animals, people and environment. Proposed that
citizens clean up highways.
Amanda Garrett – Register of Deeds – Voiced need for additional space for her office
as well as others in the Courthouse. Courthouse user group will meet again on Thursday,
January 11th at 2:30 in the Superior Courtroom - Will continue to ask for additional help.

Patrick Riley – Member of PC PRIDE – concerned about dioxin – common in county
for people to burn combustible trash, plastics, paper, etc. in 55 gal. barrels – material is toxic -
Recycling and proper disposal of waste products is important.
APPROVAL OF MINUTES: A motion was made by Commissioner Clayton, seconded by
Commissioner Yarborough, and carried to approve the minutes of December 4 and December
11, 2006.
ADMINISTRATIVE REPORTS: The following Administrative Reports were received and
accepted by the Board: Detention Center, Inspections, and Tax Collections.
DISCUSSION OF COUNTY TRASH DISPOSAL AND RECYCLING SITES:
Commissioner Puryear offered the following motion which was seconded by
Commissioner Yarborough: The county revisit the idea of providing recycling convenience sites
for county residents. The motion further included – 1. Investigate the desired number of sites
and possible locations; 2. The estimated costs to set up and operate the sites for a year; 3. The
level of service that should be given at each site; 4. Develop a request for proposal for the
service. If the committee gives a favorable recommendation, they should also recommend how
services could be funded.
Commissioner Yarborough offered a SUBSTITUTE MOTION that would include the
original motion and give PC PRIDE permission to apply for a Community Waste Reduction and
Recycling Grant. The motion was seconded by Commissioner Puryear.
Commissioner Puryear said it was his belief that the Board of Commissioners owe it to
the residents to continuously think of new ideas that could benefit them.
Motion carried.
REQUEST FOR WATER LINE EXTNESION ALONG US 501 NORTH:
Assistant County Manager Paul Bailey informed the Board that the City of Roxboro
received a request for a water line extension of approximately 700 feet along US 501 North.
This request was made by Progress Energy to allow the Mayo Plant domestic water supply to be
connected to the City of Roxboro’s water system. The cost of the extension will be paid by
Progress Energy. In accordance with the City-County Joint Water and Sewer Agreement, the
Person County Board of Commissioners must approve any water line extension outside the
Roxboro city limits. Roxboro City Council will consider this request at their next meeting.
A motion was made by Commissioner Clayton, seconded by Commissioner Yarborough
and carried to approve the water line extension as outlined.

BUDGET AMENDMENTS:
Upon a motion by Commissioner Clayton, and a second by Commissioner Bowes and majority
vote, the Board of Commissioners of Person County does hereby amend the Budget of the General
Fund(s) on this, the 8th day of January 2007, as follows:

* Spoke with Dr. Jim Johnson – Will meet later this week to discuss next step in Strategic
Plan
* RETREAT – February 13th - Will discuss upcoming budget issues; Rules of Procedure
for Board
* Discussed Workers’ Compensation July 2005 – June 2006, which was the last year with
NCACC pool. At the end of this year’s audit, the County received a post audit bill for
$60,000, a portion of which is in dispute – Upon review NCACC had previously counted
PI as a non-profit agency - County will appeal decision from NCACC.
* NACo Drug Card is a group negotiated pricing from drug stores nationally – NACo
sponsored program – does not cost county anything except support for program – no
issuance cost - Cards will be distributed to uninsured – opportunity for those with no
other drug coverage to get a discount on drug costs. If Board is in agreement – will
proceed with application. The County Attorney has reviewed all application documents.
A motion was made by Commissioner Clayton, seconded by Chairman Lunsford and
carried to proceed with an application for distribution of the NACo drug cards.
* Farm Service Agency has requested a 5-year lease for space or approximately 3600 sq. ft.
– Would be extension of current practice of no charge – surveyed other counties and
majority do charge – some offer free space – other counties FSA is in a federal building.
Asked how Board would like for him to proceed with lease arrangement. Commissioner
Clayton suggested that the Manager be instructed to further pursue/negotiate a lease “for
fee”/.”market price”.
* Airport TIP – County Manager presented a list of airport projects, “wish list”. Projects
have been included on Airport TIP and budget information given on each – County
Manager required to certify that the elected body has been informed of the projects.
Submittal of projects is not a fiscal obligation. Resubmit projects.
A motion was made by Commissioner Yarborough, seconded by Commissioner Clayton
and carried to approve the airport TIP projects as outlined by the County Manager
* Next meeting – EMS Overtime issues – solutions for paying for overtime
* Roxboro Zoning Map lines have been reviewed and clarified to make them more specific.
The map will be ready for presentation in the near future.

A motion was made by Commissioner Clayton, seconded by Commissioner Bowes and
