Attendance: Janet Clayton, Chief David Hess, Kyle Smith, Cathy Waugh, Joyce Harper, Carlton
Paylor, Elliot Clark, Christine Cauwels
Review and Approval of Minutes
Minutes from the December 9, 2024 meeting were distributed via email prior to the meeting and
were available for review during the meeting. Chief Hess made a motion to approve the
minutes as presented, and Kyle Smith seconded; motion approved.
Quarterly Updates
The committee was provided a written copy of Person County Schools updates. Cathy Waugh
with PCS shared information in the document.
There was no update provided by EMS.
Operating Procedures/Bylaws
Janet Clayton shared that the group has been asked to have bylaws and procedures in place
since we are a County Commissioner appointed group. Janet Clayton has received some
samples for us to review. Chief Hess discussed the need for an ethics and conflict of interest
statement to be included. Cathy Waugh discussed the need for a quorum statement. Joyce
Harper would like a section on how members are appointed. Janet Clayton would like a section
on attendance. Janet Clayton will work on a draft and send it to the group to review before the
May meeting.
Annual Meeting Date
The meeting will be held June 5, 2025, at 10:00 in the FEMA Room.
Freedom House Funding Request Update
Recovery Support Services, Recovery Housing Support, & Evidence-Based Addiction
Treatment
Joyce Harper reported they now have their certificate of occupancy and are ready to move
forward. It will be 30-45 days before they start to hire staff. They would not pull down the funds
until staff are hired. They are requesting $205,113.60. Hess made a motion to approve once
the MOA has been executed. Kyle Smith seconded. Motion passed. Elliot asked if Joyce had
any concerns passed year 1, and she responded no. Janet Clayton will draft a recommendation
for funding resolution for the Board of Commissioners.
Freedom House is now offering extended hours Monday and Wednesday 4:00-7:00. NA
Meeting are taking place at Freedom House 7:30-8:30 Monday and Wednesday. They are
having Substance Abuse Intensive Outpatient Program (SAIOP) Monday and Wednesday 4-7.
They will begin Substance Abuse Comprehensive Outpatient Treatment (SACOT) once the
house is open.
The meeting was adjourned.
