10-15-2024 Closed Session Meeting Minutes BOC- Redacted October 15, 2024, Closed Session Page 1 of 3 Person County Board of Commissioners Minutes of a Closed Session DATE: October 15, 2024 MEMBERS OF BOARD OF COMMISSIONERS PRESENT: Chairman Powell, Vice -Chairman Sims, Commissioner Palmer, Commissioner Puryear, and Commissioner Thomas OTHERS PRESENT: County Manager, Katherine Cathey, Clerk to the Board, Michele Solomon, County Attorney, T.C. Morphis, Jr., and Economic Development Director, Brandy Lynch A motion was made by Commissioner Thomas and carried 5-0 to enter into Closed Session at 9:06 a.m. per General Statute 143-318.11(a)(4) to discuss matters relating to the location or expansion of industries or other businesses in the county related to economic development with the following individuals allowed to attend: County Manager Katherine Cathey, Clerk to the Board Michele Solomon, County Attorney T.C. Morphis, Jr., and Economic Development Director Brandy Lynch Chairman Powell called the Closed Sessions to order at 9:07 a.m. CLOSED SESSION Economic Development Director Brandy Lynch provided an update on the Mega Park. She stated that she met with DOT on Friday. She stated that there are now concrete barriers and signs at the road closure site. She stated that the road closure signs and barriers will need to be at the site for a minimum of three months. She stated that the County would pay for the first month, and the Project would pay for the other two months. She stated that the County would get reimbursed from the Project after the first month. She stated that she has had discussions with the Project and they will now be the direct contact for DOT. She stated that the Project will not do a formal announcement, and that they have indicated that the County will be able to announce once they close on the sale of the property. She stated that the Project has not asked for incentives from the County or the State. No action was taken by the Board on this matter. October 15, 2024, Closed Session Page 2 of 3 Economic Development Director Brandy Lynch provided an update to the North Park site. She stated that Golden Leaf agreed to pay the retainage, and tentatively agreed to pay the Geotech. County Attorney T.C. Morphis, Jr. stated that he will speak to Main Stream Earthworks attorney in reference to the lawsuit to see if they will settle for $50K- 60K. No action was taken by the Board on this matter.
