Attendance: Thom Schwalenberg, Mary Yates Perkins Galarde, Nancy Hux, Kyle Smith, Cathy
Waugh, Joyce Harper, Carlton Paylor, Brandie Newman
Review and Approval of Minutes
Minutes from the March 5, 2025 meeting were distributed via email before the meeting
and were available for review during the meeting. Thom Schwalenberg made a motion
to approve the minutes as presented, and Kyle Smith seconded; the motion was
approved by the group.
Quarterly Updates
Person County Schools presented their update at the March 5 meeting.
Thom Schwalenberg from EMS presented their update to the group. They are currently
recruiting for the second position and will be reposting it. They have one person on
board. The policies and procedures for the program have been completed. They have
purchased the secure software for data tracking. They were able to purchase a used
vehicle and saved money on that budget line item. (See written report)
Freedom House Update
County Commissioners voted to approve the proposal for funding. They are waiting on
the contract to be finalized, and once it is completed will start hiring staff.
They now offer substance use classes on Tuesday from 10-11 and Thursday from 10-
11. The first one was full, so they started the second. They now have a Specialized
Marriage and Family Therapist on staff.
Operating Procedures/Bylaws
This was tabled until the next meeting.
Annual Meeting Date
The meeting will be held June 5, 2025, at 10:00 in the FEMA Room.
The committee recommended the following information be presented at the Annual
Meeting.
● Explanation of how the funds can be used.
● Explain that the county chose Exhibit A
● How we are currently spending the funds.
● McKenzie Funds (Share how we also received these and how they can be spent)
● Share stories about how these funds are impacting the community
There was a recommendation to have a flyer for the meeting that could be posted
around town.
There was suggestion to have the meeting in August next year.
