09-04-2025 Meeting Minutes EIAC Environmental Issues Advisory Committee Meeting Minutes Person County Senior Center Social Hall, 87 Semora Road, Roxboro, NC 27573 September 4, 2025 Voting Members Present: Bob Brauer, Bailey Hunt, Cheryl Allen, Holly Emerson Other Attendees: Nancy McCormick, Commissioner Donald Long, Bo Freeman The monthly meeting was called to order at 5:30 p.m. by Bob Brauer, Chairperson. A quorum of voting members was present. BUSINESS DISCUSSION: ● Meeting Minutes Approval: August 2025 minutes were unanimously approved with no further discussion or changes. ● Guests/Special Announcements: None. ● Officer Elections: Delayed until September meeting. The following officers were unanimously elected: ○ Chair - Bob Brauer ○ Vice Chair - Bailey Hunt ○ Secretary - Cheryl Allen ● Book Distribution: Go Green book distribution is complete. Nancy is in the process of ordering the next set of books. Cheryl will coordinate creating the EIAC dedication stickers for each copy. ● 2025 Litter Sweeps: The Fall Litter Sweep is planned for September 13th. Bob has equipment for county participants. Everyone is asked to make a final push to encourage community participation. ● Solar Projects: Proposed expansion of current ordinance to allow consideration of sites larger than 100 acres went before the county planning board on August 14th. The vote was split 2 in favor and 2 against. The proposal will now go to the BOC on October 6th. Sentiment in the community is very split with many people concerned about taking away farm land for solar. Holly E. suggested asking Cypress Creek to come back to a future EIAC meeting to answer questions. Bob will make the request. ● MEC Project Update: A new issue was discussed concerning possible required water usage for testing of the LNG tanks. This issue was also brought up at the 9/2 BOC meeting by a concerned MEC neighbor and Commissioner Long requested that the County Management follow up with Embridge. The water requirement is potentially significant (16 million gallons) and the water source has never been explicitly specified even though this concern was raised before the project was approved. ● Microsoft Megasite: The jointly compiled list of questions about the MS Megasite was brought up by a concerned citizen at the 9/2 BOC meeting. Prior to this meeting, Brian Hart (Asst. County Manager) agreed to arrange a meeting on the subject with Bob and Brandy Lynch (Economic Development Director). Bob will work to get this meeting set up. ● Hyco Coal/Gas Conversion: No update. ● Personality Festival 2025: The Personality Festival is scheduled for October 4th. The EIAC booth will be done jointly with the Recycle Center. Bob received additional Anti-Litter promotional materials from NCDOT. ● 2025 CT article plans and status: Discussion on ideas and plans for future articles for the CT newspaper. ○ January - Clean Water Act (Published) ○ February - 2024 NC Climate Report (Published) ○ March - Responsible Pesticide Usage (Published) ○ April - Adopt a Highway in Person County (Published) ○ May - Earth Day 2025 (Submitted but not published) ○ June - Person County Timber Harvest (Published) ○ July - Pollinators in Person County (Published) ○ August - Book Distribution and Fall Litter Sweep (Published) ○ September - Benefits of Utility Solar (Drafted) ○ October - Invasive Species in North Carolina (Planned) ○ November - Protecting our Ground Water (?) ○ December - TBD There being no further business the meeting was adjourned at 6:30 p.m. Next meeting is October 2, 2025 at the Senior Center Social Hall at 5:30 p.m. Respectfully submitted, Bob Brauer Chairperson EIAC Approved 10.2.2025
