Review and Approval of Minutes
Minutes from the July 2, 2025 meeting were distributed via email before the meeting and
were available for review during the meeting. David Hess made a motion to approve the
minutes as presented, and Joyce Harper seconded; the motion was approved by the
group.
Quarterly Updates
Person County Schools
PCS will have 2 part time staff this year. Antwon Fogle is a LCSWA and will be
working with the students individually and in groups. He will work with students
who are referred by staff members, families, CFT meetings, etc. He will also
work with the students who violate the student code of conduct for drug, alcohol
and vaping. PCS will continue the 10 sessions with the students the same as
last year. Antwon will also complete the intake with the families.
Dr Stephanie Ellis will be planning the Parent Sessions. She will also be
handling the referrals for any additional mental health/ substance services the
youth and families may need.
There was no update from EMS at this time.
Freedom House
Sprinklers are being installed. They are looking to hire a direct care staff and a
house manager.
Operating Procedures/Bylaws
The group discussed the document that had been distributed.
● Page 3 Special meetings the group would like to change 15 days to 10
days.
● Quorum
● Section 4 Voting- The group discussed options 1 and 2. It was decided
Option 1 was the preference of the group. It was also discussed that
County Commissioners do approve funding so they have the final say.
● It was decided that members should attend at least 75% of the meetings
and we will add the wording to indicate annually.
● Page 2 Section 3 we will strike the information about board positions
● We will add language that in Janet’s absence she will appoint someone to
run the meeting
● We will replace the word chair with staff liaison throughout the document.
Community Survey
The survey will go out the end of September. Everyone is asked to share it on their
social media and with staff.
The survey will be open October 1-31. We will have the results on November 5th
to review and discuss.
A question will be added asking how people would like to receive this survey in the
future.
Paper copies of the survey will be available at the Person County Health Department,
Person Family Medical, and the Person County Library.
Community Meeting
The next Community Meeting will be on December 2nd at 10:00. We will share the
survey results and program updates.
We will publicize the meeting on social media, Chamber Newsletter, Courier Times,
Faith Community, and listservs.
The next meeting will be on November 5, 2025.
With no further business to discuss, David Hess made a motion to adjourn and Kyle Smith
seconded the motion.
