3-20-2025 Meeting Minutes AACPerson County Animal Advisory Committee March 20, 2025 at 6:30pm Location: Person County Office Building Auditorium Minutes Call to Order: A regular scheduled meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on March 20, 2025. This meeting was rescheduled from the original date of February 20, 2025 due to inclement weather. The meeting convened at 6:30pm. Members in Attendance: Members Not In Attendance: Lauren Johnson (Cruelty Investigator) Kelli Lewis Kirsten Brame Sherry Young Barbara Harris, DVM Holly Yarbrough Tracy Ellixson Cynthia Martin Kim Woods Kay Farrell Janet Clayton Holly Yarbrough Visitors in Attendance: n/a Approval of minutes from August 15, 2024: S. Young made motion to approve minutes, seconded by K. Farrell. Unanimously approved. New Business: 1. Welcome new City representative – C. Martin welcomed Lauren Johnson, City Planning Director to Committee. L. Johnson introduced herself. 2. Elect new Vice President – C. Martin nominated Holly Yarbrough as new VP, stating Holly is volunteer at shelter and involved in community. Holly Yarbrough accepted nomination. No other nominations brought forward. Unanimous approval for Holly Yarbrough to be Vice President. 3. 2025 AAC meeting dates a. May 15, Aug. 21, Nov. 20 – C. Martin informed committee that she will not be able to attend Nov. 20 meeting due to other obligations and being close to Thanksgiving holiday. K. Farrell recommended changing date to week before to benefit all parties and ensure attendance. All members were in agreement. K. Lewis to check on availability of auditorium. 4. Past Events – Tabitha Briggs, Shelter Manager discussed past events and positive results from adoption events and Rabies Clinics. T. Briggs discussed shelter was able to donate items to Christian Help Center and APS due to Christmas for Critters success. K. Farrell suggested Meals on Wheels as another option for donations. • OD on Coffee Adoption Event - Nov. 22, 12-3pm • PetSense Adoption Event - Dec. 6, 12-3pm • Tractor Supply Adoption Event - Dec. 13, 12-3pm, Jan. 23 • Christmas for Critters Update • Rabies Clinic 2024 – 441 totals from 2 separate clinics 4. Rules of Procedures Amendment regarding Virtual Meetings – see rules and procedures highlighted section. –K. Lewis discussed addendum to allow for virtual meetings if needed. All agreed this was beneficial and it was unanimously approved amendment to Rules of Procedures. 5. Meeting attendance – K. Lewis informed all parties that per committee rules, meetings are not to be cancelled or rescheduled, except in the event of inclement weather or Person County closure. If no quorum present, meeting is to still be held, but voting on agenda items cannot be done. 6. Microchip scanning station/stations – T. Briggs discussed new scanning station installation in January at Roxboro PD. Plans for more to be installed across county, looking for donors and locations. It was suggested that Timberlake FD and Ceffo FD now have paid staff at location 24/7 and would be ideal locations where they can be monitored and a safe place for those who wish to use them. 7. Upcoming Events – K. Lewis discussed Civics Academy. T Briggs discussed all other upcoming events • March 27 Civic Academy • March 30 Tails on the Trails Event at Mayo Lake (partnered with Parks & Rec and APS) • Pet A Pup Events throughout year • Dr. Mary Anne McBride at 2025 Rabies Clinics o April 26, 2025 & Oct. 25, 2025 8. Shelter Business Hours Change – K. Lewis presented recommended changes to business hours starting May 1. New hours will be Tuesday – Friday 9am to 5pm and Saturdays 9am to 2pm, Closed Sundays and Mondays. This allows all staff to flex hours to have 2 days off per week, and longer evening and weekend hours to increase adoption and reclaims. Changes have been approved by county manager, but needs approval by AAC to move forward. Motion made by S. Young to approve changes, J. Clayton seconded motion, unanimously approved. Informal Discussion: S. Young shared updates regarding structural changes with APS. Other Reports: 1. Shelter & Rescue Stats for 2024 – Due to overlap of another group reservation, C. Martin suggested no discussion on shelter stats. All members have copy of stats. If any questions, members can contact Tabitha Briggs or Kelli Lewis for further discussion.
