5-15-25 Meeting Minutes AACPerson County Animal Advisory Committee May 15, 2025 at 6:30pm Location: Person County Office Building Minutes Call to Order: A regular scheduled meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on May 15, 2025. The meeting convened at 6:30pm. Members in Attendance: Members Not In Attendance: Kirsten Solomon VACANT: Co. Comm’r Kelli Lewis Barbara Harris, DVM Janet Clayton (Animal Cruelty Investigator) Holly Yarbrough Cynthia Martin Kay Farrell Kim Woods Sherry Young Lauren Johnson Visitors in Attendance: n/a Approval of minutes from March 20, 2025: Sherry made motion to approve minutes, seconded by Janet. Unanimously approved. Old Business 1. Updates • Kelli updated on Pet A Pup Program first 4 places have been visited at PI, PATS, SO, and EDC. Very well liked and booked up thru the year. • Rabies Clinic – April 26th Clinic at Palace Pointe 116 vaccines were administered. Spoke with APS and they want to partnership with us and Dr. McBride to give rabies vaccines and microchips. • Civic Academy – completed first round and went over well. Another event in the fall. Janet explained that it’s open to the public and they need to register to attend, certain number of positions opens. • Tails on trails – Mayo Park March 30th had a lot of people attend, was there with APS. Sherry advised that APS plans on doing more monthly walks at the parks. • Shelter Hours – Kelli updated the change has been positive for shelter staff. New Business: 1. Animal Control Changes – Kelli updated that Animal Control was officially given back, Cindy commented on a good presentation given at the board of commissioners. Questions about why it was given back or requested to come back. Kirsten explained that they were receiving calls for animal control and the regular deputies were not trained on how to handle these calls. Kelli updated that two deputies are continuing to help during the transition. Kay asked about budget being transitioned back, Kelli explained a new budget had to be created. Kelli also explained that the new ACO’s will be dressed different; no vests, no guns, no badge. Will be Animal Services/Control to be more approachable to the public. 2. Ordinance Changes – changes to go back to original ordinance prior to Sheriff’s office switch. Future ordinance changes in the fall to discuss strengthening our ordinance. Other Reports: 1. Shelter & Rescue Stats for YTD – Kelli advised that Tabitha was making changes a little to show more of our improvements, goal of %80 save rate. Also new program starting soon called Animals First. Kay asked if we could see a comparison from prior year. Lauren asked why the totals for adoption and rescue total needs to be looked at again, small error. Informal Discussion: • Kay asked if they were able to get rabid bobcat, Kelli advised it was dispatched that day. She also advised that we have an increase in rabies in the county including a rabid raccoon and bat both at Mayo Lake. • Brief discussion about hunting dogs and clubs in the county and future discussion needs to be made to strengthen rules for dog hunters.
