8-21-2025 Meeting Minutes AACPerson County Animal Advisory Committee August 21, 2025 at 6:30pm Location: Person County Office Building Minutes Call to Order: A regular scheduled meeting of the Animal Advisory Committee was held in Roxboro, North Carolina on May 15, 2025. The meeting convened at 6:32pm. Members in Attendance: Members Not In Attendance: Kirsten Solomon Donald Long, Co. Comm. Kelli Lewis Sherry Young Janet Clayton (Animal Cruelty Investigator) Holly Yarbrough Cynthia Martin Kay Farrell Kim Woods Lauren Johnson Visitors in Attendance: n/a Approval of minutes from May 15, 2025: Lauren made motion to approve minutes, seconded by Janet. Unanimously approved. Old Business 1. Animal Control Changess • Kelli updated committee on staffing of ACOs. Official discharge from Sheriff’s Office as of Monday, August 18. Two new ACOs hired at shelter. One has been on board for approx. one month and doing very well. Second ACO starts Tuesday, August 26. New Business: 1. Welcome new County Commissioner – not in attendance, will welcome at next meeting. 2. Rules of Procedures Changes a. Update Composition wording for appointed members - Kelli recommended to change language for appointed by commissioners to only include 4 at-large members. Motion made by Kim to approve, Seconded by Janet. Unanimously approved. b. Discuss removal of Cruelty Investigator member – Kelli recommended to remove position, as ACO/Investigator would be called in to discuss cases if/when needed. Motion by Janet to approve, seconded by Kim, unanimously approved. 3. New Hire Animal Control updates – Kelli announced James Irby and Carly Newcomb as new ACOs. 4. Clear the Shelter Update – Tabitha announced shelter had 40 adoptions in the month of August during Clear the Shelters. The shelter also saw 17 pets being returned to owners and 17 transferred to rescue. Other Reports: 1. Shelter & Rescue Stats for YTD – Tabitha discussed overall save rate of 66% YTD. The past 2-3 months were difficult for shelter, as there were a large number of cats entering with respiratory infection which led to an outbreak and many cats not responding to treatment, so euthanasia rates were much higher in June-July. The shelter is seeing a very high rate of owner surrenders, essentially matching stray numbers currently. Staff are working on researching and developing programs and partnerships to help reduce shelter intake by assisting residents with keeping pets at home.
