10-27-2025 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD CLASSROOM October 27, 2025 A regular meeting of the Person County Board of Health was held in the Classroom of the Person County Health Department. The following members constituting a quorum were present: Patsy Clayton, Phillip Edelblute, Randy Eakes, Antoinetta Royster, Dr. Kenneth Strachan, Dr. Barbara Harris, Dr. Christopher Atkins, Dr. Stephen Garrett, and Dr. Jeffrey Noblett. Dr. Ben Tillett and Ted Michie were absent. Janet Clayton, Health Director, Jennifer Melton, Administrative Officer, Tabatha Philpott, Nursing Supervisor, and Bonnie Holt, Environmental Health Supervisor, were also present. A. Call to Order Dr. Jeffrey Noblett called the meeting to order at 6:15 p.m. B. Public Comment Period No members of the public were present for comment. C. Consent Agenda A motion to approve the consent agenda was made by Phillip Edelblute, seconded by Randy Eakes, and the motion carried. D. Financial Reports: September 2025 A motion to approve the September 2025 Financial Report was made by Dr. Kenneth Strachan, seconded by Phillip Edelblute, and the motion carried. E. Flu Clinic Update Janet Clayton provided board members with Offsite Flu Vaccination Clinic data for 2024 and 2025. Ms. Clayton analyzed the similarities and differences between the two years. F. Federal Funding Update Janet Clayton stated that the health department would receive a slight reduction in Title X Family Planning funds. The biggest impact of the government shutdown will be to the WIC budget. The total WIC budget is $454,033. Of that amount, $173,964 comes from federal funds and $281,362 is county appropriated funds. As of this morning, if the redemption rate of benefits remains as it is currently, federal funds should last until the second week in November; the spend rate is being monitored daily. It is being suggested that counties use county appropriated funds before using federal funds during the shutdown. Discussion was held in regards to how the community and Board of Health can assist during the shutdown. Carlton Paylor, DSS Director, shared a resource packet with county agencies which includes food pantries in Roxboro. Ms. Clayton will forward the resource packet to the Board of Health for their awareness. G. Staff Liaison Updates • Personal Health o Received guidance from the state on COVID vaccines; hope to begin giving the vaccines in the next couple of weeks • Environmental Health o Adam and Jake attended an onsite conference last week. o Bonnie and David will be attending a food conference next week. H. Health Director’s Report ❖ Various Updates- o Flu shots are being offered. Several offsite clinics were held. o Accreditation- The Accreditation Team is working diligently to gather materials to upload by November 1st. o MT had a discussion regarding clinic hours and how to be more flexible in scheduling appointments. o Bonnie Holt and I presented to the Person County Civics Academy on 09/25. o LeighAnn Creson and I continue to work with Avenir Bold to improve our social media presence. Please share and follow! o Opioid Settlement Update: OSAC will meet on 11/5. There will be a community survey distributed during the month of October. The community input survey is open for input. The committee is working on bylaws. The annual impact report was submitted on time. The annual community meeting will be held 12/2 at 10:00 am at PCC. Please complete the survey prior to leaving this evening. o I attended the NCACC OSAC Coordinators meeting in Louisburg on 10/7. o Healthy Personians Advisory Board met on 10/13 for its quarterly meeting. o Our Holiday Planning Committee is in full swing. o Tracy Gentry and Mindi Ashley represented PCHD at Fire Prevention Day on October 11th and again on October 25th at 50 Shades of Cancer event. o I continue to participate in the monthly Region 5 meetings and the monthly NCALHD meetings. ❖ Personnel- o Processing Assistant V is vacant. o Nutritionist II position is posted, and an interview was held today. We have extended our contract with Nutrition Plus to assist with the program. ❖ Next meeting is Monday, November 24, 2025 at 6:00 pm. I. Board Member Remarks Discussion continued regarding the government shutdown and how the community and Board of Health could assist people in the community. Janet Clayton will talk with Carlton Paylor about the best way to get donations to the resources in Roxboro that are already established resource facilities; she will forward this information to the Board. J. Opioid Settlement Advisory Committee Update • Survey Board of Health members completed a survey for the Opioid Settlement Advisory Committee. K. Adjournment Having no further business to discuss, a motion to adjourn was made by Randy Eakes, seconded by Phillip Edelblute, and the motion carried.
