11-24-2025 Meeting Minutes BOHMINUTES PERSON COUNTY BOARD OF HEALTH MEETING PCHD CLASSROOM November 24, 2025
A regular meeting of the Person County Board of Health was held in the Classroom of the Person County
Health Department. The following members constituting a quorum were present: Patsy Clayton, Dr.
Kenneth Strachan, Dr. Barbara Harris, Dr. Christopher Atkins, Dr. Ben Tillett, and Ted Michie. Dr.
Jeffrey Noblett, Antoinetta Royster, Phillip Edelblute, Randy Eakes, and Dr. Stephen Garrett were absent.
Janet Clayton, Health Director and Jennifer Melton, Administrative Officer were also present.
A. Call to Order
Dr. Christopher Atkins called the meeting to order at 6:00 p.m.
B. Public Comment Period
No members of the public were present for comment.
C. Consent Agenda
A motion to approve the consent agenda was made by Dr. Kenneth Strachan, seconded by Dr.
Ben Tillett, and the motion carried.
D. Financial Reports: October 2025
A motion to approve the October 2025 Financial Report was made by Ted Michie, seconded by
Dr. Kenneth Strachan, and the motion carried.
E. Federal Funding Update
The government shutdown is now over. SNAP and WIC have been guaranteed funding through
the end of the federal fiscal year which is September 30, 2026. The 3% Medicaid reduction is still
active. “Feed Person County” is being held at the Person County Office Building Auditorium and
various churches on Tuesdays and Thursdays.
F. Personnel Update
As shown in the Workforce Development Plan, 51% of Health Department staff are eligible to
retire in 2025; the majority are on Management Team. Jaunnice Enoch, WIC Director, will be
retiring effective 12/1/25. Jennifer Melton, Administrative Officer, will be retiring effective
1/1/26. Transition plans are being created and meetings with staff are being scheduled. Janet will
communicate with the Board once these key positions are filled.
G. Staff Liaison Updates
• Personal Health
o COVID vaccines are now available.
• Environmental Health
o David and Bonnie attended Restaurant Plan Review workshop the beginning of
November. They have taken what they learned and revitalized the application and review process. o Onsite is maintaining a 5-week timeframe on site/soil evaluation applications. EH staff are planning/scheduling accordingly with upcoming holidays to try and maintain that timeframe.
o EH staff are in the required review process with the State for all of our QA programs at this time.
H. Health Director’s Report
Various Updates-
o COVID and Flu shots are being offered.
o We are continuing to support the five-year regional initiative, Thriving Hearts.
Adrian Richardson represented our department at the October 29th meeting.
o I participated in the Vaya Health Regional Board meeting on October 29th.
o Staff have been participating in the Feed Person County meetings.
o Accreditation- The Accreditation Team submitted all materials by November 1st.
o Opioid Settlement Update: OSAC met on 11/5. The annual community meeting will
be held 12/2 at 10:00 am at PCC.
o The quarterly Local Child Fatality Prevention Team meeting was held on 11/5.
o Bonnie Holt and I have met with and are working with the new Planning Director,
Nishith Trivedi.
o Carol Carr, Joshua Holland, and Bonnie Holt represented PCHD by participating in
the 8th Career Fair at Northern Middle School on 11/7.
o Ben Tillett and I participated in the ANCBH Strategic Planning Meeting on 11/11
and the ANCBH meeting on 11/19.
o All staff are participating in NEOGOV training provided by HR on the new
performance review process/tool.
o I participated in the quarterly Animal Services Advisory Board meeting on 11/13.
o The PCHD Communications Committee participated in social media training with
Avenir Bold on 11/14.
o Photographers from NCIPH came to PCHD on 11/17 and will provide stock photos
for our use in the future. All programs participated.
o On November 21, I attended the annual Department Head Retreat at Tunnel Creek.
o The quarterly Huddle with Human Services was held today, and I provided a brief
update.
o I continue to participate in the monthly Region 5 meetings and the monthly
NCALHD meetings.
Personnel-
o Madeline Kunz joined our team on November 17 as a Nutritionist II! o Jaunnice Enoch, Nutritionist III (WIC Supervisor) is retiring effective 12/1/2025. o Jennifer Melton, Administrative Officer I (Management Support Supervisor) is
retiring effective 1/1/2026. o Processing Assistant V is vacant.
Next meeting is Monday, January 26, 2026 at 6:00 pm.
I. Board Member Remarks
o Accreditation was discussed. Site visit is scheduled for 2/11/26.
o NALBOH/NACCHO Hill Day will be in February/March 2026.
o ANCBH governance network on 12/8 at 7:00 p.m.; Janet emailed details.
o Patsy Clayton thanked Jennifer Melton for her years of service and wished her the best in
her upcoming retirement
