11-05-2025 Meeting Minutes OSACOpioid Settlement Advisory Committee Minutes Wednesday, November 5, 2025 Attendance: Cathy Waugh attended virtually, Brandi Neumann, Kyle Smith, Carlton Paylor, David Hess, Thomas Schwalenberg, Joyce Harper, Elliot Clark, Janet Clayton, and Garrison Perkins Review and Approval of Minutes Minutes from the 9/3/25 meeting were distributed via email before the meeting and were available for review during the meeting. David Hess made a motion to approve the minutes as presented, and Joyce Harper seconded; the motion was approved by the group. Quarterly Updates Person County Schools Antwon Fogle is working with identified students individually and in small groups. He is working with the students who violate the student code of conduct for drug, alcohol and vaping. He is also working with students who are referred by school staff, families, and community. Antwon is using the 10 sessions with the students the same as last year. Antwon is completing intakes with the student and families. He is also working with them to make referrals as needed to other community providers. Dr Stephanie Ellis plans the Parent Sessions. We had the first session in October with the SBI sharing information with families on internet safety. There will be another session on November 7. Rodney Poole with the ABC Commission will share information on alcohol, vaping, gummies, edibles, and drugs. We have secured a donation to provide food at this session. We will also have Insight on site to provide lockboxes and medication disposal kits. Dr. Ellis also handles the follow ups for referral to community partners. She will also participate in the CFT meetings for the students. EMS Daniel Martin is leading the MIH initiative. Several clients have been referred. He is working closely with Steve Webb and Shantell Wilson as well. There is a MOA in process with Person Family Medical Center to allow the sharing of information. EMS is seeking grants for the program. Staff have attended public outreach events and provided harm reduction kits. Freedom House Hiring is still in process. Operating Procedures/Bylaws The revised Bylaws were reviewed by the committee. A motion was made by Thom Schwalenberg, seconded by Joyce Harper, and the motion passed. Community Survey The group discussed the results of the Community Survey. 142 people responded to the survey. The top 3 priorities where Early Intervention, Mental Health Crisis Services and Recovery Support Services such as peer support. According to the survey, individuals are still struggling to get services due to lack of insurance, or insurance is not accepted. Information from the survey will be shared at the Community Meeting on December 2, 2025. RFP The new RFP will be released in January. The submission will be due in February. We will need to have a team review the proposals and discuss at the March meeting. We will plan to present the recommendation to the county commissioners in April meeting. Community Meeting The next Community Meeting will be on December 2, 2025, at 10:00 am. The meeting will be held at Piedmont Community College in room S100. The survey results and program updates will be shared. The meeting will be publicized on social media, Chamber Newsletter, Courier Times, with the Faith Community, and listservs. The next meeting will be on January 7, 2026. With no further business to discuss, David Hess made a motion to adjourn and Kyle Smith seconded the motion.
