Stultz, Cheyenne Saunders, Anita Banks Providers & Community Members Present: Ronnie Dunevant, Courtney Jackson, Alexandra Kam, Cathy Waugh JCPC Consultant Present: Eddie Crews Members Absent: Joey Hawkeye Aguilar, Donald Fuqua, Brian Hart, Elizabeth McCoy, Laura Sharpe, Mary Galarde, Antoinetta Royster Vacant (Citizen-At-Large) Vacant (Person under the age of 21) Vacant (Juvenile Defense Attorney) Vacant (Person County Schools) **** PCS Social Worker Cathy Waugh attended 1/14. Vacant (District Attorney’s Office) **** ADA Alisa Black attended 1/14 (website says this position is vacant) I. Call to Order The meeting was called to order by Beverly Cates. II. Approval of Minutes (November 2026) A request was made to amend the November 2025 minutes to include presenter’s names (Charles Harvey and Walter ‘Eddie’ Crews) for the Risk and Needs Presentation. A motion was made to approve the amended November 2025 meeting minutes to include presenter names. Richard Johnson seconded and the motion passed. III. Program Updates Program updates were given by Roots & Wings and Youth Villages: Roots & Wings (Ronnie Dunevant & Courtney Jackson) Community Service – 3 current, 1 intake, 1 admit, 1 completed Life Skills – 1 referral, 1 terminated, 1 current, 3 awaiting admission Teen Court – 5 current (3 referrals from this morning) Parenting Class – 6 to start tonight (referrals – 1 SRO, 2 JJ, 3 DHS) Youth Villages (Alexandra ‘Lexi’ Kam) Currently accepting referrals. Lexi explained wrap around services and insurance limitations for their services. Medicaid is payer of first resort, so referrals available to those without Medicaid coverage. IV. Consultant's Report - Person County JCPC is in the second of a two-year funding cycle. No application due this year. - Eddie does brief introduction for new members explaining JCPC’s goals and purpose, funding structure, that the board decides what programs to fund during RFP cycles, and discusses creation of the monitoring committee responsible for evaluating services provided. - Monitoring Committee needs to be set-up with Monitoring Reports completed by March. V. Chief Court Counselor Report - Not much to report. Currently slow for referrals. VI. Old Business None. VII. New Business: Creation of Monitoring Committee - Discussion of Monitoring Committee and request for volunteers or nominations for committee. - Monitoring Committee Member: Beverly Cates, Charles Croson, Carmen Graves. - Aron Lappin, who serves as SRO for elementary schools, reports there have been several involuntary commitments recently. - Discussed 1% decrease in city crime in Warren County from last year to current. - Eddie states they are still seeing vehicle breakins / B&E and stressed locking car doors and safe storage of hand guns. - Louise Oliver and Brice Warren discuss potential actions or criminal charges against gun owners when children get ahold of guns. - Cathy Waugh and Aron Lappin discuss adding resources for Safe Storage and Lock Boxes for future Parent Nights. VIII. Announcements Richard Johnson announced the Person County Health Department’s Substance Use Disorder Committee would be having meeting Wednesday, January 28th at 8AM for Coffee Hour. The NC Juvenile Services Association (NCJSA) will hold its NCJSA Spring 2026 Conference from March 4-6 at the New Bern Convention Center. Eddie indicates JCPC can sponsor members to attend if JCPC funds allow. The event switched from Event Brite to a new event holder. John Hill discussed Person County Recreation, Arts & Parks is working with Person County Schools to get the youth football program started back up. Parks and Rec sent out surveys to assess public interest receiving 246 responses for tor the 6-12 age range. Hill confirms they still have some scholarship funding available from what was provided by JCPC last year. In addition to JCPC scholarships, also have Kiwanis scholarships available. Hill reports Centennial Park is almost completed with the Grand Opening planned for August 2026. IX. Adjournment Next meeting will be February 11th @1:00 pm
