HomeMy WebLinkAbout04-14-2026 Meeting Minutes OSACOpioid Settlement Advisory Committee Minutes Tuesday, April 14, 2026 This was a virtual meeting. Attendance: David Hess, Kyle Smith, Garrison Perkins, Jenna Regan, Cathy Waugh, Janet Clayton, Stephanie Tippett, Brandie Newman, Joyce Harper, Thom Schwalenberg Elliot Clark joined the meeting later after all business had been discussed. He did not participate in any of the votes. Approval of the January 7, 2026 Minutes Chief Hess made a motion that the minutes be approved as written, J Harper seconded. Motion passed with all present in favor. RFA Committee Recommendations J. Clayton informed the group that $879,587.67 remained unallocated. Several grant applications had been submitted, and the review committee met multiple times to evaluate them. The RFA Subcommittee recommended funding the Person County Schools proposal in the amount of $401,234.88. The application included both a continuation of the currently funded program and an expansion of services. T. Schwalenberg made a motion to approve the committee’s recommendation to fund the Person County Schools proposal for $401,234.88. J. Harper seconded the motion. The motion passed unanimously. J. Clayton will present these recommendations at the upcoming County Commissioners Meeting on May 4th. Next RFA Cycle J. Clayton reported that $478,352.79 remains available for allocation. She also noted that several additional proposals had been submitted, but the review committee had questions regarding those submissions. After discussion, the group agreed to issue another RFA, allowing applicants the opportunity to revise and resubmit if they choose. The group determined that the new RFA will be released on September 1, 2026, with a submission deadline of October 1, 2026. The review committee will evaluate applications and present recommendations at the November 4 Opioid Settlement Advisory Meeting. J. Clayton will then bring those recommendations forward to either the November or December Commissioners Meeting. Programs awarded funding will be able to begin implementation in January 2027. Carry Over Funds Janet will talk with T Schwalenberg (EMS) and J Harper (Freedom House Recovery) about submitting their carry over funds request. She will need to share this with the Commissioners at the May meeting. Next Meeting Date: May 6, 2026 @ 10:00 am With no other business to discuss K Smith motioned we adjourned and Hess seconded the motion and the meeting was adjourned.
