Main St., Roxboro, NC 27573 1. Call to Order The Meeting was called to order at 3:02 p.m. by Charles Harvey, Chair. a. Roll Call Board Members Present: Charles Harvey, Jonathan Bradsher, Kathryn Greenwold, Rev. Elizabeth P. McCoy, Commissioner Kyle Puryear Staff Present: Von Yeager; Justin Stout Board Members Absent: Susan Powell Quorum Certification: Quorum was established b. Welcome The Chair, Charles Harvey, called to order and members were welcomed. 2. Approval of Agenda and Minutes a. Approval of Agenda for April 13, 2025: Motion by Rev. Elizabeth McCoy to approve the agenda. Seconded by Kathryn Greenwold. Motion carried unanimously. b. Approval of Minutes from January 12, 2025: Motion by Kathryn Greenwold to approve the minutes. Seconded by Rev. Elizabeth McCoy. Motion carried unanimously. 3. Old Business - None 4.New Business a. Section 6 Bookmobile & Outreach Services policy Update Review of updated Bookmobile & Outreach service policy focusing on fostering partnerships within the community, focusing on churches and Greek associated organizations.it was explained that library card procedure, and institutional card access will remain the same. Additional language was added about student access cards, and MOUs for external programming. Present efforts have been made to connect with Person County Economic Development through small business resource training. Approved Unanimously. b. Section 7.0 Programming Policy The Director proposed changes to the programming policy including the removal of language about board authority over programming. Filming and photography of Person County will now include consent requirements. Additional language was added to address First Amendment audits. Approved unanimously. c. New 7.1 Photography Policy Addendum A new policy was proposed to address photography events including commercial shoots. The library in the recent past has received several requests by professional photographers to shoot in the library building. Having a policy in place will provide better guidelines and procedures for the staff and community to adhere to. It was determined that the review of Person County Parks & Rec photography policy along with the new county-wide policy which is being developed will better fulfill this need. We will revisit the topic at a future Library Advisory Board meeting. The new policy is on hold until further review is completed by the Director. 5. Directors Report i. FY26 Budget Update Overall budget remains on track. Expenditures: On schedule; no major concerns. The unexpected increase in postage and printing costs has required transfers of funds into the postage fund and printing fund. Postage costs began 2026 FY at $10.90 per passport package to $12.90 per passport package shipped. We will exceed our projected budget before the end of the fiscal year in those budget lines. The library changed book vendors to Ingram after Baker & Taylor closed in late 2025. We are catching up on book ordering and have had no issues with the new vendor. E-Book costs continue to skyrocket. There is a national movement to address the pricing discrepancy across libraries versus the public. Because libraries offer e-books to “lease” to the public. This is seen as a loss by the publishers, and they are charging higher prices to library versus the cost to an individual. This is stressing library budgets and creating an environment where we are getting less from our budgets. ii. Branch Updates A. Staffing Update – Outreach Librarian We hired a new Outreach Librarian, Dawn Gaug who will be starting in May 2026. Dawn is a recent MLIS graduate from UNC Greensboro, she brings enthusiasm and fresh perspectives to PCPL outreach services. The Outreach Page, Jordan Hene has accepted a full-time position at NC Central and will be leaving on April 28, 2026. B. Summer Reading 2026 Summer Reading program will have some programs tied to America 250, along with the expected suite of library programs centered on literacy and encouraging reading. Summer Reading will run from June 1- July 31, 2026, and all age groups will be able to win prizes based on their age group. PCPL will host an opening Day event on June 1, 2026, with face painting, the Bookmobile, a patriotic bouncy house and a food truck vendor from 1 -5. We will host an author reading for children on how a law gets made, two genealogy programs for adults, an oral history project that will run from July through the end of the year, and outreach events at Mayo Lake. ON July 31, 2026, the library will host Summer Reading closing event with a caricatu re booth, balloon animals, and other events from 1-4:30. C. Kerr-Tar Grant update Awaiting delivery from PC IT. Materials have been delivered to IT for software updates and prep for dispersal D. Makerspace equipment moves The director is proposing the move of makerspace equipment to a more visible location. The proposed location is the North Carolina Historical room. iii. Branch Highlights Circulation Statistics Door Count – 23,383 last quarter Programs – 46 (486 attendees) Passive programs- 17 (1.232 Interactions) Circulation Desk- 3,058 interactions (Questions, Technical support, etc.) Outreach – On hold until new Outreach Library starts in May 2026 6.
