PROCLAMATION
Honoring Alexis Vander Poppen
WHEREAS, America’s Distinguished Young Women, founded in 1958, is the oldest and largest national
scholarship program for high school girls and has provided life-changing experiences for more than 780,000 women
across the country, awarding more than $122 million in cash scholarships at the local, state, and national levels; and
WHEREAS, America’s Distinguished Young Women empowers young women to reach their full potential by
providing scholarship opportunities for college as well as personal development to become confident leaders; and
WHEREAS, America’s Distinguished Young Women strives to give every young woman the opportunity to further
her education and prepare for a successful future; and
WHEREAS, it is with great pleasure and pride that we recognize and honor the exceptional achievements of Alexis
Vander Poppen, a 2026 graduate of Roxboro Community School, who will be attending Sacred Heart University in
Fairfield, Connecticut, majoring in Biology and Engineering in an accelerated dual-degree program in the fall, who
has brought pride and distinction to our community; and
WHEREAS, Alexis Vander Poppen’s dedication, determination, and unwavering commitment to excellence have
resulted in her winning preliminaries in Scholastics, Fitness, Judges Interview, and Talent, before being named the
Distinguished Young Woman of Roxboro in September 2025; and
WHEREAS, Alexis Vander Poppen was awarded overall talent, the “Be Your Best Self “video scholarship and
preliminaries in Scholastics, Fitness, Judges Interview, and Self-Expression before being honored as the
Distinguished Young Woman of North Carolina in January 2026, advancing her to represent North Carolina at the
America’s Distinguished Young Women National Finals in Mobile, Alabama June 25-27 2026;
NOW, THEREFORE, the Person County Board of Commissioners celebrates and honors Alexis Vander Poppen
and calls upon all citizens to offer congratulations and recognition to her for her remarkable talents, skills, and
achievements.

RESOLUTION OF APPRECIATION
WHEREAS, Susan Allen has faithfully, diligently, and honorably served the people of Person County
throughout her distinguished career with the Person County Tax Office; and
for twenty-five years, from June 18, 2001, to July 1, 2026, Susan Allen has rendered
steadfast and devoted service to the citizens of Person County with exemplary integrity, professionalism, and
unwavering commitment to excellence; and
throughout her tenure, Susan Allen has demonstrated exceptional competence, sound
judgment, and a deep dedication to public service, thereby earning the enduring respect, confidence, and
esteem of her colleagues, County leadership, and all who have had the privilege of working with her; and
the County of Person gratefully recognizes the significant and lasting contributions of
Susan Allen in her various roles, including Tax Assistant, Tax Technician, Tax Customer Service
Representative, Senior Tax Customer Service Representative, and Personal Property Appraiser, each of
which she executed with the highest standards of accuracy, dependability, and professionalism; and
Susan Allen has further contributed to the betterment of County operations through her
dedicated service on the Person County Safety Committee for many years, demonstrating her commitment to
workplace safety, employee well‑being, and organizational responsibility; and
the Person County Board of Commissioners desires to formally acknowledge and honor
Susan Allen upon the occasion of her retirement, and to extend its sincere appreciation for her
extraordinary service and dedicated efforts on behalf of the County and its residents;
that I, Kyle Puryear, Chairman of the Person County Board
of Commissioners, do hereby present this Resolution of Appreciation to Susan Allen in recognition of her

AGENDA ABSTRACT

Bonds (LOBs) for Person County Schools (PCS)
Summary of Information:
Person High School. As security for that financing, the County granted a lien on the Person
High School property.
During the July 6, 2026 Board of Commissioners meeting, the Board determined that it is in
the County's best interest to amend the existing financing contract to provide additional
funding for school capital needs in an amount not to exceed $10.2 million. This borrowing is
included in the County’s long‑term financial plan and represents the second phase of school
capital funding that the Board approved for Person County Schools (PCS) in March 2023.
During the June 11, 2026 Board of Education meeting, Superintendent Dr. Rodney Peterson
recommended that the School Board accept H.M. Kern Corporation’s bid for the renovations
and additions to multiple school sites, which the School Board approved with 4 votes in favor
and 0 against.
The next steps in the process of issuing the Limited Obligation Bonds (LOBs) are:
1) The Board will accept the bid for the contract related to the issuance of LOBs for PCS
projects, and
2) Adopt a resolution approving Amendment Number One to the County's existing
installment financing arrangement in order to finance capital improvements at several
County public school facilities. The following documents are referenced in the
resolution and are available for inspection upon request: Instruments (the First
Amendment; the First Supplement, including the form of the 2026 Bonds; and the
Recommended Action:
Conduct the public hearing, accept the bid for the contract related to the LOBs issuance
(attached), and adopt the Approving Resolution (attached).

NOTICE OF PUBLIC HEARING
The County of Person, North Carolina (the “County”) previously entered into an Installment
Financing Contract dated as of November 1, 2023 (the “2023 Contract”) with the Person County Financing
Corporation (the “Corporation”) to finance the projects described therein. To secure its obligations under
the 2023 Contract, the County previously executed and delivered a Deed of Trust, Security Agreement and
Fixture Filing dated as of November 1, 2023 (the “Deed of Trust”) pursuant to which the County granted a
lien on the site of Person High School, together with the real estate improvements thereon and
appurtenances thereto (collectively, the “Mortgaged Property”). The Mortgaged Property is located at 1010
Ridge Road, Roxboro, North Carolina 27573.
At its July 6, 2026 meeting, the Board of Commissioners (the “Board”) of the County adopted a
resolution which authorized the County to enter into Amendment Number One to the Installment Financing
Contract (the “First Amendment” and together with the 2023 Contract, the “Contract”), the aggregate
principal amount of which is currently expected not to exceed $10,200,000, under which the County will
make certain installment payments to finance capital improvements to County public school facilities,
including, but not limited to: (i) construction of additional classroom space and improvements to safety,
security, and parking facilities at Stories Creek Elementary School; (ii) improvements to safety, security,
and parking facilities at Helena Elementary School; (iii) improvements to security and egress at Oak Lane
Elementary School; and (iv) renovation of classroom space and improvements to accessibility and security
at South Elementary School, together with all related site work, furnishings, equipment, and incidental
improvements (collectively, the “2026 Projects”).
The Contract and the Deed of Trust permit the County to enter into amendments to finance or
refinance additional projects using the Mortgaged Property as collateral and the County may or may not
grant additional collateral in connection with such amendments. On the County’s payment of all installment
payments due under the Contract, including any future amendments to finance or refinance projects, any
lien the Deed of Trust created will terminate and the County’s title to the Mortgaged Property will be
unencumbered.
NOTICE IS HEREBY GIVEN, pursuant to Section 160A-20 of the General Statutes of North
Carolina and Section 147(f) of the Internal Revenue Code of 1986, that on July 20, 2026 at 9:00 a.m. in the
Commissioners’ Boardroom, Room 215, Person County Office Building, 304 S. Morgan Street, Roxboro,
North Carolina, a public hearing will be conducted concerning the approval of the execution and delivery
of the First Amendment and the 2026 Projects financed thereby. All interested parties are invited to present
comments thereon at the public hearing.

Dear Mr. Philips,
On May 26th, 2026, a public bid was held for the construction of Renovations and Additions to Multiple
Schools. Only two bidders provided proposals so the bids could not be opened at that time. The project
was re-advertised to receive bids on Thursday, June 4th, 2026. Four bidders provided proposals and
H. M. Kern Corporation was the lowest, responsive, responsible bidder with the following bid costs:
Base Bid: $4,630,000
Alternate OP-1: $8,000
Alternate OP-2: $7,000
All other alternates were marked as $0.
It is our recommendation that the Person County School Board accept H.M. Kern Corporations’s base
bid, Alternate OP-1 and OP-2 for a total bid of $4,645,000.

RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF PERSON,
NORTH CAROLINA, APPROVING AN AMENDMENT TO AN INSTALLMENT FINANCING
CONTRACT AND DELIVERY THEREOF; AND PROVIDING FOR CERTAIN OTHER
RELATED MATTERS
WHEREAS, the County of Person, North Carolina (the “County”) is a validly existing political
subdivision, existing as such under and by virtue of the Constitution, statutes and laws of the State of North
Carolina (the “State”);
WHEREAS, the County has the power, pursuant to the General Statutes of North Carolina to
(1) enter into installment contracts to purchase, or finance or refinance the purchase of, real or personal
property and to finance or refinance the construction or repair of fixtures or improvements on real property
and (2) create a security interest in some or all of the property financed or refinanced to secure repayment
of the money advanced therefor;
WHEREAS, the County has previously executed and delivered:
(1) an Installment Financing Contract dated as of November 1, 2023 (the “2023 Contract”)
with the Person County Financing Corporation (the “Corporation”), a portion of the proceeds of which
were used to finance improvements to Person High School (the “Person High School”); and
(2) a Deed of Trust, Security Agreement and Fixture Filing dated as of November 1, 2023,
pursuant to which the County granted a lien on the site of Person High School, together with the real estate
improvements thereon and appurtenances thereto;
WHEREAS, the Board of Commissioners of the County (the “Board”) previously determined that
it is in the County’s best interest to enter into Amendment Number One to the Installment Financing
Contract (the “First Amendment”) in an amount not to exceed $10,200,000 with the Corporation to finance
capital improvements to County public school facilities, including, but not limited to: (i) construction of
additional classroom space and improvements to safety, security, and parking facilities at Stories Creek
Elementary School; (ii) improvements to safety, security, and parking facilities at Helena Elementary
School; (iii) improvements to security and egress at Oak Lane Elementary School; and (iv) renovation of
classroom space and improvements to accessibility and security at South Elementary School, together with
all related site work, furnishings, equipment, and incidental improvements (the “2026 Projects”);
WHEREAS, in furtherance of the above plan, the Corporation will execute and deliver its Limited
Obligation Bonds (County of Person, North Carolina), Series 2026 (the “2026 Bonds”) in an aggregate
principal amount not to exceed $10,200,000, evidencing proportionate undivided interests in rights to
receive certain Revenues (as defined in the 2023 Contract), under the terms of an Indenture of Trust, dated
as of November 1, 2023, as supplemented by Supplemental Indenture, Number 1 dated as of August 1,
2026 (the “First Supplement”), each between the Corporation and U.S. Bank Trust Company, National
Association, as trustee;
WHEREAS, in connection with the sale of the 2026 Bonds by the Corporation to PNC Capital
Markets LLC (the “Underwriter”), the Corporation will enter into a Contract of Purchase between the
Corporation and the Underwriter, and the County will execute a Letter of Representation to the Underwriter
with respect to the 2026 Bonds (the “Letter of Representation”);

WHEREAS, there have been described to the Board the forms of the following documents
(collectively, the “Instruments”), copies of which have been made available to the Board, which the Board
proposes to approve, enter into and deliver, as applicable, to effectuate the proposed installment financing:
(1) the First Amendment;
(2) the First Supplement, including the form of the 2026 Bonds; and
(3) the Letter of Representation;
WHEREAS, to make an offering and sale of the 2026 Bonds, there will be prepared a Preliminary
Official Statement with respect to the 2026 Bonds (the “Preliminary Official Statement”), a draft thereof
having been presented to the Board, and a final Official Statement relating to the Preliminary Official
Statement (together with the Preliminary Official Statement, the “Official Statement”), which Official
Statement will contain certain information regarding the County;
WHEREAS, it appears that each of the Instruments and the Preliminary Official Statement is in an
appropriate form and is an appropriate instrument for the purposes intended;
WHEREAS, a public hearing on the First Amendment and the 2026 Projects to be financed thereby,
after publication of a notice with respect to such public hearing, must be held and the Board conducted such
public hearing at this meeting;
WHEREAS, the County will file an application to the North Carolina Local Government
Commission (the “LGC”) for approval of the First Amendment;
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
COUNTY OF PERSON, NORTH CAROLINA, AS FOLLOWS:
Section 1. Ratification of Instruments. All actions of the County, the Chairman of the Board,
the Clerk to the Board, the County Manager, the Chief Financial Officer, the County Attorney, and their
respective designees (collectively, the “Authorized Officers”), whether previously or hereinafter taken, in
effectuating the proposed financing, including the making of application to the LGC, are approved, ratified
and authorized pursuant to and in accordance with the transactions contemplated by the Instruments.
Section 2. Authorization of the Official Statement. The form, terms and content of the
Preliminary Official Statement are authorized, approved, and confirmed, and the Underwriter’s use of the
Preliminary Official Statement and the final Official Statement in connection with the sale of the 2026
Bonds is authorized, approved and confirmed. The Authorized Officers are authorized and directed,
individually and collectively, to deliver, on behalf of the County, the Official Statement in substantially
such form, with such changes, insertions and omissions as he or she may approve.
Section 3. Authorization to Execute the Instruments. The Board authorizes and approves the
financing of the 2026 Projects in an amount not to exceed $10,200,000 and in accordance with the terms of
the Instruments, which will be valid, legal, and binding obligations of the County in accordance with their
terms. The form and content of the Instruments are authorized, approved, and confirmed, and the
Authorized Officers and their respective designees are authorized, empowered, and directed, individually
and collectively, to execute and deliver the Instruments, including necessary counterparts, in substantially
the form and content presented to the Board, but with such changes, modifications, additions or deletions
therein as they may deem necessary, desirable or appropriate, their execution thereof to constitute
conclusive evidence of the County’s approval of any and all changes, modifications, additions or deletions

therein from the form and content of the Instruments presented to the Board. From and after the execution
and delivery of the Instruments, the Authorized Officers are authorized, empowered and directed,
individually and collectively, to do all such acts and things and to execute all such documents as may be
necessary to carry out and comply with the provisions of the Instruments as executed.
Section 4. County Representative. The Authorized Officers are designated as the County’s
representatives to act on behalf of the County in connection with the transactions contemplated by the
Instruments and the Preliminary Official Statement, and are authorized to proceed with financing the 2026
Projects in accordance with the Instruments and the Preliminary Official Statement and to seek opinions as
a matter of law from the County Attorney, which the County Attorney is authorized to furnish on behalf of
the County, and opinions of law from such other attorneys for all documents contemplated hereby as
required by law. The Authorized Officers are authorized, individually and collectively, to select any co-
managing underwriters for the 2026 Bonds if they determine such selection to be in the best interest of the
County. The Authorized Officers and their respective designees are authorized, empowered and directed,
individually and collectively, to do any and all other acts and to execute any and all other documents, which
they, in their discretion, deem necessary and appropriate to consummate the transactions contemplated by
the Instruments and the Preliminary Official Statement or as they deem necessary or appropriate to
implement and carry out the intent and purposes of this Resolution and to administer the transactions
contemplated by this Resolution after the execution and delivery of the 2026 Bonds.
Section 5. Severability. If any section, phrase or provision of this Resolution is for any reason
declared to be invalid, such declaration shall not affect the validity of the remainder of the sections, phrases
or provisions of this Resolution.
Section 6. Repealer. All motions, orders, resolutions and parts thereof, in conflict herewith
are repealed.
Section 7. Effective Date. This Resolution is effective on the date of its adoption.

The Board of Commissioners for the County of Person, North Carolina, met in
Regular session on Monday, June 15, 2026 at 9:00 a.m. in Room 215 of the County Office
Building located at 304 S. Morgan Street, Roxboro, NC.
Chairman Puryear called the meeting to order and recognized a quorum was present.
Commissioner Thomas offered an invocation, and Commissioner Royster led the group in
the Pledge of Allegiance.
DISCUSSION/ADJUSTMENT/APPROVAL OF AGENDA
A motion was made by Vice-Chair Wilborn and carried 5-0 to approve the
agenda.
PROCLAMATION COMMEMORATING THE 250TH ANNIVERSARY OF THE
SIGNING OF THE DECLARATION OF INDEPENDENCE
Chairman Puryear read and presented a Proclamation Commemorating the 250th
Anniversary of the Signing of the Declaration of Independence.
The proclamation recognized:
• The significance of July 4, 2026
• North Carolina’s Revolutionary history
• The contributions of the Daughters of the American Revolution (DAR)
• The organization’s ongoing efforts to preserve national heritage
A motion was made by Vice-Chair Wilborn and carried 5-0 to approve the
Proclamation Commemorating the 250th Anniversary of the Signing of the Declaration of
Independence.
Representatives of the DAR were present to accept the proclamation and offered brief
remarks thanking the Board for its support.

A motion was made by Vice-Chair Wilborn and carried 5-0 to approve the

FY27-31 CAPITAL IMPROVEMENT PLAN (CIP)
County Manager Katherine Cathey stated that the recommended CIP was
presented to the Board on April 6, 2026. She stated that FY27 projects are incorporated
into the proposed FY27 budget. She stated that changes to CIP funding may require
delaying adoption of the budget ordinance.
Vice-Chair Wilborn expressed concern regarding the proposed splash pad project
scheduled for FY27 to include:
• Unfunded departmental needs
• Uncertain long-term maintenance costs
• Indeterminate site selection
• Lack of urgency identified by Parks & Recreation leadership
Commissioner Royster expressed support for retaining the splash pad in the CIP, citing:
• Recreation needs for families
• Community requests and expectations
• Ensuring progress rather than continued delays
A motion was made by Vice-Chair Wilborn and carried 4-1 to adopt the FY27-31
CIP as presented with splash pad moved to FY28.
Commissioner Royster voted in opposition.

FY27 BUDGET ORDINANCE
County Manager Katherine Cathey summarized revisions of the FY27 Budget
based on the Board’s June 4, 2026 work session.
She noted the following:
• 1¢ property tax rate reduction (to $0.62)
• Increased fund balance appropriation
• Contingency fund for public safety pay study implementation
• Inclusion of all seven recommended positions
• Allocation of $224,000 in increased sales tax projections for public safety pay
Commissioner Wilborn supported the budget but expressed concern about
unfunded departmental needs. She stated that she does not love the position that the
County is in; however, this is the lowest tax rate since the 90’s.
Commissioner Long opposed expanding staffing and argued for fiscal restraint,
raising concerns about future tax increases and long-term sustainability. He stated that he
is in agreement that this is the lowest tax rate in years.
Commissioners Royster and Wilburn emphasized:
• DSS and Tax Office staffing recommendations came from state or third- party
reviews
• Mandated workloads and succession planning require added personnel
• Competitive pay crucial for recruitment and retention
Chairman Puryear recognized competing concerns but supported the balanced
compromise. He expressed thanks to all for a responsible budget and for the productive
work session.
A motion was made by Chairman Puryear and carried 4-1 to adopt the FY27
Budget Ordinance.
Commissioner Long voted in opposition.

NOVEMBER 2026 GO BOND REFERENDUM
Clerk to the Board Michele Solomon presented statutory requirements for
advancing the $107 million school bond referendum, including:
1. Resolution calling for a public hearing on July 6, 2026 at 6:00 p.m.
2. Publication of the notice in the June 25, 2026 edition of The Courier- Times

CHAIRMAN’S REPORT
Chairman Puryear recognized that in the audience this morning is Leadership
Person County led by the Roxboro Area Chamber of Commerce and asked Chamber
Director Dana Blackwell if she wanted to speak on behalf of the Roxboro Area Chamber
of Commerce. Blackwell stated that this is the second leadership class and that this group
will finish in October. She stated that they will graduate and have a ceremony at the
annual banquet in January. She stated that applications will be accepted in February for
the April class.
Puryear stated that he attended the Thomas Family Farm “Farm of the Year”
ceremony. He stated that the event was well attended and expressed thanks to Nancy
McCormick and all that took part in the planning and organizing of this event. He noted
concerns regarding an opinionated article published by the Environmental Issues Advisory
Committee and requested the County Manager develop a policy for public
communications from advisory boards to ensure proper oversight.

MANAGER’S REPORT
County Manager Katherine Cathey stated that the Board approved an amendment
to their regular schedule this evening to add additional dates to their meeting calendar to
include July 6, 2026 for the GO Bond Referendum Public Hearing. She expressed
appreciation for staff and Board during the budget process and noted upcoming strategic
plan review in the next fiscal year.
COMMISSIONER REPORTS/COMMENTS
Vice-Chair Wilborn stated that she and County Manager Cathey attended County
Advocacy Days last week in Raleigh. She noted concerns about the Environmental Issues
Advisory Committee’s public communications and the need to review purpose and
structure. She commented on the Thomas Family Farm ceremony and importance of
agricultural technology and infrastructure. She expressed thanks to Nancy McCormick for
her participation in the event. She expressed concerns regarding the volume and impact of
public records requests on county resources and read an article from the February 6, 2011
edition of the Washington Post titled “Virginia School Officials Complain of Cost of
Parents FOIA Request”. She stated that if one request in 2011 came with a price tag of
$624,000, she wonders what it has or will cost Person County taxpayers in 2025 and 2026
for the 22 public records requests placed by Person County Free Press and Concerned
Residents of Person County. She stated that these requests can take multiple members of
upper-level staff and the county attorney to fulfill them, only for the information to be
manipulated, spun, or invented to intentionally cast doubt and cause ill will.
Commissioner Thomas thanked Chairman Puryear for mentioning the article by
the Environmental Issues Advisory Committee and is in agreement that there needs to be
some policy change. He asked for prayers for county families. He praised the “Farm of the
Year” event. He expressed gratitude for budget work and staff efforts.
Commissioner Royster reflected on recent gun violence in the community. She
encouraged support, mentorship, and unity across the county. She reported attendance at
the Tru Soul Restaurant ribbon cutting. She announced Juneteenth celebration (June 20) at
Huck Sansbury. She noted that she would not be in attendance for the July 20, 2026 Board
meeting due to NACo conference participation.
Commissioner Long stated that he appreciated civil discussion during the budget
process and that he values differing opinions expressed respectfully.

present. Commissioner Thomas offered an invocation, and Commissioner Long led the

Clerk to the Board Michele Solomon stated that the Board is progressing through the
next steps of the General Obligation (GO) School Bond referendum process.
She stated the following:
• The proposed $107 million GO School Bond would fund:
Construction of a new middle school
Renovations to vacated Northern and Southern Middle School buildings for
conversion to elementary schools as part of school consolidation

inspection.
• The bond order becomes effective only if approved by voters in the November 3,
2026 referendum.

FINANCING CONTRACT
Chief Financial Officer Tracy Clayton provided the following summary:
• In March 2023, the Board entered a multi-tranche plan for limited obligation bonds
(LOBs) to fund improvements and renovations to various school facilities.
• The first tranche is nearing completion and closing this year.
• The Board must now take action on the second tranche, not to exceed $10.2
million, for the 2026 projects.
• Requested Board actions:
1. Permission to negotiate the First Amendment to the installment financing
contract
2. Approval of a resolution authorizing up to $10.2 million in LOBs
3. Direction for the CFO to file an LGC application
4. Approval to hire required professional partners:

The Board previously adopted “A Resolution to Clarify the Ethical Responsibilities of Certain
Boards and Commissions Appointed by the Person County Board of Commissioners” on
January 9, 2012. For now, the Board may update the Resolution to add subsection 3(i) to make
the following expectations clear for County staff and advisory board members:
• Advisory board members are appointed to advise County leadership, not to advocate
publicly.
• They serve in a position of trust on behalf of the County and its residents.
• They should share policy views only through official board proceedings and must not
present personal opinions as the board’s position unless formally authorized.
• Chairpersons may speak for the board, but only to the Board of Commissioners, the
County Manager, or Department Directors.
In the long term, staff recommends that the Board adopt an Advisory Board Policy. This
countywide policy would set clear, consistent expectations for all advisory boards, covering
things like definitions, attendance, meeting types (including remote meetings), notices and
minutes, roles and responsibilities, quorum and voting rules, and ethics. The new policy would
replace the outdated resolutions (attached) that currently prescribe the advisory board
appointment process and ethical responsibilities.
After the Board approves this policy, each advisory board would receive its own short (3–5
page) set of policies and procedures approved by the Board. These would include the advisory
board’s specific charge and any rules unique to that board. Once approved, any previously
adopted bylaws would no longer apply.

RESOLUTION AMENDING
A RESOLUTION TO CLARIFY THE ETHICAL RESPONSIBILITIES
OF CERTAIN BOARDS AND COMMISSIONS APPOINTED BY
THE PERSON COUNTY BOARD OF COMMISSIONERS
WHEREAS, the Person County Board of Commissioners previously adopted A RESOLUTION TO CLARIFY
THE ETHICAL RESPONSIBILITIES OF CERTAIN BOARDS AND COMMISSIONS APPOINTED BY THE
PERSON COUNTY BOARD OF COMMISSIONERS (Resolution) on January 9, 2012; and
WHEREAS, the Board has determined it is in the best interest of the County to amend the resolution;
NOW, THEREFORE, BE IT RESOLVED, that Section 3 of the Resolution is hereby amended to add
subsection (i) as follows:
(i) Policy positions. Advisory board members should feel free to assert policy positions and opinions
without fear of reprisal from fellow advisory board members or citizens. However, in doing so,
advisory board members:
(1) shall be mindful that they were appointed by the Board of Commissioners to an advisory board
and, therefore, if they are advising or advocating a position that is contrary to a Board of
Commissioners policy, that they notify the Chairperson of the Board of Commissioners and
the County Manager of such as soon as practicable;
(2) who serve in an advisory capacity shall be mindful that their chief responsibility is to advise
the Board of Commissioners, County Manager, and appropriate Department Director rather
than to advocate to the public at large, particularly when the position of advocacy is contrary
to a Board of Commissioners policy;
(3) shall understand that they hold a position of trust on behalf of the County and its citizens; and
(4) shall assert policy positions and opinions on matters within or related to the jurisdiction and
subject matter of the body on which they serve only through the transparency of official
proceedings of the body or in a capacity and manner appropriate for a member of such body.
Advisory board members shall not represent their individual views as being representative of
the full body unless they have been formally authorized by the body to do so.
These guidelines are especially important to Chairpersons who must recognize that they are authorized to
speak for the body only to the Board of Commissioners, County Manager, or Department Directors.

RESOLUTION
APPOINTMENT PROCESS
FOR AUTHORITIES, BOARDS, COMMISSIONS, AND COMMITTEES
WHEREAS, it is the statutory duty of the Person County Board of
Commissioners (hereinafter called “BOC”), as the Governing Body of Person County to
appoint qualified, knowledgeable, and dedicated people to serve on various authorities,
boards, commissions, and committees (hereinafter called “Organizations”) to assist in the
operation of county government; and
WHEREAS, the BOC solicits the interest and opinion of the citizens of Person
County in making said appointments; and
WHEREAS, the BOC believes written policies and procedures will increase
public awareness and interest in the solicitation by the BOC of information and
recommendations from the public to assist the BOC in these appointments.
NOW, THEREFORE, BE IT RESOLVED by the Person County BOC that:
SECTION I.
The policies and procedures governing appointments by the BOC to the various
organizations follow:
1) Qualification: Any citizen of Person County if eligible to serve where
state statute and other applicable ordinances or conflicts of interest do not
prohibit such appointment. The BOC will make appointments within
guidelines of applicable state statute, ordinance, resolution, or policy that
created said organization;
2) Appointments: The BOC will make all appointments according to the
applicable statute, ordinance, resolution or policy that created the
organization from timely submitted, completed applications. No citizen of
Person County may serve in more than two appointed positions of Person
County Government unless exempted by nature of the position they may
hold in governmental service. This policy will not apply to Person County
Commissioners;
3) Term Limits: Unless otherwise provided by North Carolina law, the BOC
sets no term or length of service, but encourages citizens to apply when
vacancies occur. At the expiration of a member’s term if they want to
continue serving, they must thoroughly complete another application form.
4) Absenteeism: If not addressed in the bylaws of an organization and a
member in any 12-month period has unexcused absences that are more
than 25 percent of the meetings they are required to attend pursuant to
their appointment, they are obligated to resign. Absences caused by
events beyond one’s control are considered excused absences.
Absenteeism violations must be reported to the BOC. If the individual
refuses to resign, action of the BOC may dismiss them unless law
prohibits dismissal by the BOC. A twelve-month period beginning on the
date of appointment will constitute a year.

5) Binder Information: The County Manager will keep a binder containing a
list of all county appointments, with the following data available for public
inspection:
Names of organization and brief summary of its function
Statute or cause creating organization
Names of members, terms, addresses, telephone numbers, and
number of terms served
Regular meeting date, time, and location
In the event a member’s term expires and the organization holds a
meeting before the BOC makes an appointment, the incumbent
will continue to serve until the BOC takes action.
SECTION II.
Procedure for filling vacancies for appointed positions:
A. Notification of available appointments:
The County Manager will maintain a list of available positions stating terms of
office, requirements and duties of the position. The Manager will set a deadline
for receipt of applications and publish vacancies twice in The Courier Times at
least forty-five (45) days prior to the month appointments are due.
If there are no applications thirty (30) days after the first notice of general
circulation, the Manager will notify the BOC. It will then be the BOC’s
responsibility to make contacts and encourage citizens to apply for the
vacancy(ies) with the deadline at 12:00 Noon on the Tuesday before the BOC’s
meeting as the deadline for receipt of applications.
The County Manager will keep all applications from interested citizens for one
year from the date of application. After the one-year period, a new application is
required.
A notice will be mailed to members sixty (60) days before the expiration of their
term. If interested in reappointment, they must file a new application. If an
individual is not eligible for reappointment, they will be notified of the reason
they are ineligible.
Application forms are available upon request from the County Manager’s Office
and on Person County’s web page (http//www.person.net). Individuals who are
interested in serving must thoroughly complete the application.
Upon receiving an application, the County Manager will send a notification letter
to applicant acknowledging receipt of application.
B. Selection Process.
1) Eligibility will be verified for each applicant to ensure they meet specific
requirements when governed by state statute, ordinance, or regulation.
2) The County Manager will send all applications along with a list of names,
including those ineligible and the reason, to the BOC.

C. Notification of appointment.
The County Manager will prepare a letter of notification to the appointee with a copy to
the appropriate department/agency head with a request that appointee be notified of the
date, time, and place of the next meeting. The County Manager, or his designee, will
contact the newly appointed person(s) to discuss the duties of the position and if desired,
arrange an orientation meeting.
SECTION III.
This resolution shall be considered general policy only and shall not prohibit the BOC
from making appointments and/or reappointments to the various organizations that
deviate from this policy if special conditions exist which justifies the deviation.
SECTION IV.
This resolution will have the force and effect of a county ordinance and will be
considered an amendment to all ordinances establishing terms of office for county-
appointed organizations, unless law would prohibit said amendment.

After the voting body concluded adopting our state and federal legislative goals (beginning on
p. 2), delegates were asked to rank the state goals in order of importance to establish the top
five legislative priority goals. The Credentials Committee and NCACC staff then compiled the
votes to determine the results.
•Support legislation promoting teacher and classified school personnel recruitment and
retention, including state funding for increased salaries.
•Seek legislation to repeal NCGS 105-275(45), which mandates that counties must exclude
80 percent (80%) of the appraised value of a solar energy electric system from property
taxation. If repeal of NCGS 105-275(45) is not feasible, then seek legislation to require the
State of North Carolina to provide funding to any county that is forced to lose tax revenue

counties.
•Seek legislation, funding and other efforts to expand digital infrastructure and broadband
capability to the unserved and underserved areas and residents in North Carolina and
provide affordable high-speed internet services to all residents including low-income
customers.
•Support increased funding for disaster preparation, assistance and mitigation; legislation or
policy changes that expedite and expand county use of federal disaster assistance funds;
legislation or policy changes to streamline and expedite the FEMA individual assistance
process; and legislation to review and update flood maps more frequently in counties
experiencing high rates of population growth and counties prone to flooding.
•Support efforts to promote food system resiliency, such as ways to strengthen North
Carolina’s food system and increase access to affordable, healthy food options.
•Support additional flexibility and an extension in the deadline for spending American
Rescue Plan (ARP) State and Local Fiscal Recovery Funds (SLFRF).
•Support strong regulation and enforcement along with necessary funding or
reimbursement to state and local governments when a federal agency, such as the EPA
regulates emerging contaminants and other discharges into drinking water sources.

On behalf of the Person County Board of Commissioners, I am pleased to submit the
following legislative goals to the NCACC for consideration at the Legislative Goals
Conference. These legislative goals represent the collective wishes of the entire Board, as
agreed upon during the Board of Commissioners regular meeting on August 5, 2024.
1. Seek legislation and funding to assist with the construction and renovation of
public safety facilities.
2. Seek additional revenue sources to address statewide public school and
community college capital needs and ensure methods used to distribute school
capital funding considers the needs of both low-wealth and growing counties.
Revisions to the Needs-Based Public School Capital Fund that will allow for more
access to counties and allow for faster school construction to include allowing
projects that have not previously been awarded a grant to commence and remain
eligible for future grant application periods.
3. Support additional funding to assist local governments in managing recycling and
solid waste including: scrap tires, mattresses and electronics.
4. Support legislation that promotes recruitment and retention of both first
responders and detention officers in jails, including but not limited to workforce
development, pay scale adjustments and/or studies, and appropriate levels of
training and certification standards for these increasingly hard to staff positions.

5. Support legislation, funding, and other efforts to expand digital
infrastructure/broadband capability to 100% of the unserved and underserved
areas and residents of the state.
6. Support increased funding and flexibility in services for older Americans and
veterans.
7. Support legislation that promotes recruitment and retention of teachers, including
but not limited to increasing pay, improving benefits and implementing programs
that attract more young people to the profession.
8. Support increased state funding and additional funding streams for existing and
new transportation construction and maintenance needs (including roads, rails,
and multi-modal transportation and secondary roads) to connect rural areas to
major highways and interstates.
