Morgan St., Roxboro, NC 27573 1. Call to Order The Meeting was called to order at 3:00 p.m. by Charles Harvey, Chair. a. Roll Call Board Members Present: Charles Harvey, Jonathan Bradsher, Paul Ehressman, Kathryn Greenwold, Commissioner Kyle Puryear Staff Present: Von Yeager; Justin Stout Public Present: 1 member of the public Board Members Absent: Rev. Elizabeth P. McCoy Quorum Certification: Quorum was established b. Welcome The Chair, Charles Harvey, called to order and members were welcomed. 2. Approval of Agenda and Minutes a. Approval of Agenda for July 13, 2026: Motion by Kyle Puryear to approve the agenda. Seconded by Kathryn Greenwold. Motion carried unanimously. b. Approval of Minutes from Apri 13, 2026: Motion by Kyle Puryear to approve the minutes. Seconded by Kathryn Greenwold. Motion carried unanimously. 3. Old Business a. Update on 7.1 Photography Policy – the Director was requested by the Board at the previous meeting to review the County’s policy. Person County is currently in process of reviewing its policy and the Director will rewrite the library’s policy in accordance with the Countywide policy once it is finalized. 4. New Business a. Recognition of new Board member Paul Ehressman Chairman Harvey welcomed new Board member Paul Ehressman to the Board. 5. Directors Report a. Statistics Update The Director shared the latest usage statistics for the library. Attendance saw an increase due in part to increased attendance at the Library’s Summer Reading programming. Programming, passive programming, and public service interactions statistics are on track. Outreach statistics are temporarily down due to the transitional period to a new Outreach Coordinator. b. Outreach Update The Deputy Director provided an update on the latest outreach activities, most significantly the hiring of a new Outreach Coordinator. The Library is restructuring its outreach collection and using it to establish lending libraries at Little Free Libraries and Mayo Lake. New computer classes are being offered at the Senior Center and Housing Authority. The Bookmobile is starting to make more visits including the Farmers Market and local literacy programs and will continue to expand into the fall. c. FY26 Budget Update The introduction of credit card transactions has led to increase in income from 6k to 8.3k. Passports continue to generate consistent income within the limited resources available to the Library. A $300 line-item transfer was made to cover increasing postage costs. Otherwise the budget was on track for FY26. d. FY27 Budget Update State Aid has been adjusted from $114,225 to $110,000; previously there had been questions about the availability of this funding but it is now confirmed. The budget includes increases to auto fuel to account for increased use of the Bookmobile and compensate for rising fuel costs and an increase to travel to account for more professional librarians on staff. Printing costs have been decreased thanks to a new contract through Person County. DVDs have been decreased to reflect decreased demand and to ensure the Library’s ability to best serve the public. eBooks have been increased to reflect increased demand and high costs form publishers; this line-item is inspected to continue to increase in future years. e. Branch Updates A. Staffing Update – Part-time page position update The outreach page position being re-written to be a standard page after Jordan Henes resigned from the position in May. The position will require certain hours to ensure the best services to the public. B. Summer Reading 2026 Summer Reading and America 250 programs are going well. The opening event had an attendance of 300 people, an increase from last year. Other successful events include a genealogy workshop and African-American Storytelling with Fred motley. On July 31, 2026, the library will host Summer Reading closing event with a caricature booth, balloon animals, and other events from 1-4:30. C. Kerr-Tar Grant update The 5 iPad Airs, 5 laptops, and monitor obtained through the grant have been delivered; the Mac Mini is still being configured by Person County IT. D. Website Accessibility - The director is proposing the move of makerspace equipment to a more visible location. The proposed location is the North Carolina Historical room. f. Branch Highlights Circulation Statistics Programs – 46 (1, 143 attendees) Passive programs- 18 (1.383 Interactions) Circulation Desk- 1,560 interactions (Questions, Technical support, etc.) Outreach 3 Adult programs (153 Attended) 0-11 Age 14 programs (486 Attended) Books Pulled - 16 Outreach Outdate - New Outreach Librarian, Dawn Gaug, started May 4, 2026. - Bookmobile outreach expanded with regular visits to Person County Farmer's Market, Roxboro Literacy, soon to include Housing Authority and other locations throughout the County. - Outreach collection moved to lending libraries at various Little Free Libraries and Mayo Lake. - New computer classes at Housing Authority and Senior Center locations; library will present at Aging with Gusto event. - New schedule for Storytimes and deliveries to daycares and afterschool programs has been established. - Outside the library participation in literacy events such as Books on Break, Carolina Community Academy summer camp, National Library Week Storytimes, Person County Early College STEAM-ventures. - Staffing update - i. Part Time page job update - Job Description is being updated. Will post soon. - Kerr-Tar grant Update - iPads, monitor and laptops delivered. Mac Mini is coming soon. - - Branch Highlights - Summer Reading 2026 Update - Opening event attended by 350 individuals. PCPL Bookmobile, children’s bouncy house, face painting and food truck were part of festivities. Food truck was financially supported by PCPL Friends of the Library. - America 250 events - PCPL hosted two genealogy events, a Fred Motley author event, A children’s event in June and we have the Sappony event and display on August 8th. 6. Open Floor 7. Adjournment Motion by Commissioner Puryear to adjourn the meeting. Seconded by Kathryn Greenwold. Motion carried unanimously. Meeting adjourned at 3:27 p.m.
